Solar for review by the City of Scandia for the purpose of a Conditional Use Permit for MN CSG4 LLC. Granton J. Larson is the current owner, while Ameresco and Greenmark Solar are co-developing the land. Ameresco is the EPC for MN CSG4, the community solar garden. Ameresco, a sustainability and energy company, has installed greater than 300 MW of renewable projects, including the largest renewable ESPC project in operation in the Federal sector. Ameresco also has well over 100MW of solar installed nationally, including one in the largest solar projects in the state of Minnesota at the Minneapolis-St. Paul International Airport, where they partnered with Greenmark Solar. This permit will allow for the land to be used as a Community Solar Garden at the MN CSG4 LLC site (Figure 1). This Community Solar garden shall be located on parcel 02.032.20.23.0001 which is approximately 39.9 acres. The Community Solar Gardens shall cover approximately 20.1 acres of the land on this parcel. The area is zoned as Agriculture Core (AG-C). Based on a review of recent aerial photos, the primary land use for the project area is agricultural (Figure 2). Approximately 82.4% of this land is productive tillable land, while the 17.5 % of the land is non-productive woods. The land surrounding the area within a one-half mile buffer is mostly agricultural with some residential properties to the west of the parcel. There is a local roadway, Oldfield N, on the Western border of the parcel. The topography of the land for the project includes 4% grades with a large percentage exceeding 8% in grade (Figure 3). There will be a gravel access road that runs between the five approximately 1MW-AC arrays. Rural residence buildings exist just outside the West of boundary of the project area. The purpose of the Community Solar Garden is to generate utility scale power for Xcel using solar energy. Approximately 5 megawatts of AC power is projected to be produced on the site. This corresponds to approximately 1 megawatt AC per 4 acres of solar array. The full output of the Community Solar Garden will be exported directly to the electrical grid. The Community Solar Garden is expected to have a minimal impact to the area, because it is non-invasive to the existing land. 6 General Description of Parcel and Vicinity Granton J. Larson is the current owner of the parcel to be used as a Community Solar Garden. The legal description of the parcel is as follows: the Northwest quarter of the Southwest Quarter Section 02-032-020 in the City of Scandia, Washington County, Minnesota, as shown in Figure 1. Several rural residence exist adjacent to the west of the parcel. They are within the one-half mile range of the proposed arrays. The table below shows the parcel id, owner, and the zoning for which they are in. This table summarizes parcels that are adjacent to the parcel currently owned by Granton J. Larson. Proposed Site Appearance The approximately 20 acre solar array is made up of five Community Solar Gardens, each approximately 1MW AC and each take up approximately 4 acres of land (Figure 3). The solar array will be tilted at 30 degrees and, following the requirements found in Ordinance 162, the height of the solar array will not exceed 15’ (Figure 4). The final layout of the arrays will be subject to engineering and final Xcel approval with the goal of avoiding wetlands and drainage ways and meeting the Performance Standards and requirements of the county ordinance. Figure 4 shows a provisional site layout which is designed to avoid drainage ways and wetlands in order to meet the requirements of Washington County. All components and systems using is the Community Solar Garden will comply with the Minnesota State Electrical Code. The installation will conform to the structure and road setback requirements according to the Performance Standards set forth in the City of Scandia Ordinance. A forty (40) foot setback from the local road, Oldfield Rd, will be maintained from the property line. Additionally, the system is setback at least 50’ from the rear of the parcel, and 20 feet from either side. A gravel access road to reach the Solar Gardens will be constructed to provide an approach to the solar arrays for maintenance and equipment purposes. If a security fence is needed for the equipment, we will provide said fence to the provision in Ordinance 162. The final layout of the Community Solar Garden is subject to engineering, Xcel, and the City of Scandia’s issuance of a Conditional Use Permit. Each 1 MW AC solar array will consist of approximately 4,482 modules and a fixed axis tilt racking systems that will connect to SMA Tripower 60kW inverters. Each module will measure approximately 76.9 x 38.7 x 1.57 inches and contain 72 multicrystalline solar cells that are connected in series. Module frames will be constructed of an anodized Aluminum alloy and be coated in approximately 3.2 mm of tempered glass. Individual modules will weigh approximately 48.5 lbs. Approximately 15 strings feed one 60 kW inverter. Inverters are then connected to a meter which measures the amount of electrical energy produced. The electrical energy will be distributed directly to Xcel, the public utility grid, via a point of interconnection in the center of the parcel on the west side, located along Oldfield Rd in close proximity to a 20’ wide gravel access road. Wetland Delineation Jed Chestnut, Wetland and Natural Resource Specialist for the Washington Conservation District was contacted for a review of the wetlands on this site. Based on his review on February 17, 2016; a field verification was recommended to make a conclusive wetland determination. This will be completed as soon as weather permits and the Site Plan (Figure 4) will be updated accordingly. In the meantime, additional space was allocated to each 1 MW (AC) array in the form of additional modules that can be removed, so that a 75 foot setback can be accommodated in the event that regulated wetlands are found on the site. Glare Analysis The modules will be in a fixed orientation pointed to the South, and tilted upward at a 30 degree angle from the plane of the ground. Residences to the North, East or West of the array therefore will not be affected by glare, because it will be directed Southward. The only site located within one half of a mile from the South of the site is already buffered from view by existing areas of trees and vegetation. Some trees with less than a 4” trunk diameter will be cut to minimize shading of the modules; however, the screening offered by existing trees will not be decreased. Therefore glare is only a concern for Northbound travelers on Oldfield Avenue. Approximately 700 feet and farther South of the site, travelers are screened from view of the modules by the topography of the land and existing trees and vegetation. There is a stretch of roadway within 700 feet and closer South of site which has potential for glare. However, modules to be used on this project include an antireflective treatment to limit light reflection to less than 10 percent. Because solar modules are designed to capture as much sunlight as possible, glare is not typically a concern. If requested, a more in-depth glare analysis can be performed. Maintenance Solar arrays entail minimal maintenance and it is recommended that they are inspected on at least a yearly basis. This maintenance check involves checking mounting hardware to make sure it is still properly tightened, checking all the wires, making sure the modules are clean. Generally, the rainfall will sufficiently keep the modules free from most debris but when necessary a soft cloth with water is all that is needed to clean the front surfaces of the modules. There may require some maintenance of the nearby vegetation to keep the modules clear of hindrance from the overgrown vegetation. The area will be seeded with vegetation that does not grow to heights that would impede the modules, but possibly may include trimming. 8 Geology and Soils The existing property is zoned as an Agricultural Core zone and has less than 5% of the site covered by mature trees. An unevaluated archeological impact site is located approximately 1000 feet away from property. The site is underlain by about 100 feet of glacial soil. Suricial soil is Superior lobe till, described as sandy loam with pebbles, cobbles, and boulders. There are small areas with high corrosion to steel, otherwise corrosivity is low. NRCE limiting factors include: some frost action, slopes. Much of the site has no NRCS limitations noted. Approximately 50% of the site contains existing slops greater than 4%, with a large percentage exceeding 8% in grade. Over 50% of the site contains north to north-east/west facing slopes (as seen in the topography Figure 5). Please refer to Figure 7 for additional hydrological information. Liability Insurance MN CSG4 LLC shall maintain a current general liability policy covering bodily injury and property damage with limits of at least $1 million per occurrence and $1 million in aggregate, and provide proof that it meets the insurance requirement to the city (Figure10). Stormwater Management and Erosion and Sediment Control Plan Ameresco is working with EVS Engineering, a Civil and Electrical Engineering, Land Surveying, and Environmental firm that has been in business in Minnesota since 1979. EVS has worked on many projects in the state, including the 35W bridge reconstruction and the Vikings stadium. They are able to prepare a Stomwater Management Plan, and offered the following narrative for this project. This project will convert approximately 20 acres of previously undeveloped agricultural crop land into a solar power generation facility. Construction will include elevated solar modules mounted on driven steel piles throughout the site, approximately five concrete inverter/transformer pads, and a gravel access road into the site. The goal of the stormwater management design is to meet or exceed the requirements of the Authorities Having Jurisdiction by reducing the rate and volume of runoff generated by the project site and controlling pollutants and sedimentation from leaving the site during construction. Existing Conditions The existing project property is agricultural land, most of which is currently used for annual row crops. Other than the crops and sparse trees located at the perimeter of the property in several locations, there is no other significant vegetation on the property. Existing drainage is overland sheet flow to the project perimeter. Other than the possibility of drain tiles, there are no drainage structures on site. The existing project area is 100% pervious. Proposed Development The proposed development consists of 5 MW AC of total solar capacity. Solar modules are mounted on racking attached to steel piles driven directly into the ground. There are five centrally located concrete equipment pads for inverters and transformers. The project will have a single gravel road access to an adjacent street. Onsite access roads are aggregate and are distributed throughout the site to provide access to the equipment pads. Grading throughout the site is limited, and only utilized when required to accommodate a maximum racking angle and to 9 promote effective drainage. Ground cover below the solar modules will be a short/medium height natural prairie type grass throughout the site. Jurisdictional Requirements Agencies having jurisdiction over stormwater related requirements for this project include the City of Scandia. The City of Scandia requires compliance with their Zoning Ordinance, dated November 3, 2010, Section 3.7. Stormwater/Erosion Control Design Approach The proposed project will create new impervious surfaces by constructing aggregate roads and concrete equipment pads over existing pervious agricultural land. In addition, the project will add impervious solar modules, but will not replace existing vegetation since they are elevated on driven steel piles. The construction of these additional impervious surfaces will generate an increase in stormwater runoff rate and volume, as well as generate erosion and sediment during construction, which will be mitigated as described below. Erosion Control Erosion control during construction will be the responsibility of the contractor to implement and maintain. A stormwater pollution prevention plan will be prepared by a qualified individual as defined by the MPCA NPDES general permit. The SWPPP will be provided to the contractor prior to construction so that they may become familiar with its contents and successfully implement it. Typical Best Management Practices (BMP’s) for a community solar garden project includes the following: Silt fence at the project perimeter wherever drainage sheets offsite Rock construction entrances at access points to prevent offsite tracking onto public roadways Phasing earth disturbing portions of construction to limit the area of exposed sediment to small, manageable areas. Fiber logs and/or erosion control blankets will be used to stabilize highly erodible soils or steep slopes. Establish temporary and permanent vegetation as quickly as possible in areas where work has ceased. Of critical importance is to protect and maintain vegetation once it has been established throughout the life of the project. Temporary sediment basins will be used if there are any drainage areas 10 acre or greater that drain to a single common point. If permanent stormwater basins are utilized for volume reduction, they also be used during construction as temporary sediment basins. Rate Control To achieve post construction rate control, the approach will be to take advantage of a change in land use from annually rotated crop land to permanently vegetated grass ground cover over a majority of the site. The existing site condition of straight row crops has a NRCS Curve Number (CN) that is approximately 10% higher (less pervious) when compared to the CN of the proposed prairie grass condition that will exist under the solar modules. Even when including the aggregate roads and concrete pads, the resulting composite CN is still reduced from the existing condition of the site. The reduction in overall CN can be shown to reduce the rate of stormwater runoff to meet rate control requirements without the use of stormwater basins or other constructed facilities. State Codes The Community Solar Garden (MN CS4 LLC) will be built in compliance with any applicable local, state, and federal regulatory standards, including the Minnesota Energy Code (as amended), the State Plumbing code (as amended), the National Electric Code (as amended), and the Minnesota Uniform Building Code (as amended). 10 Decommissioning and Restoration Plan General Description Based on a 30 year manufacturer’s warranty for the solar modules, the project is estimated to have a similar 30 year lifetime. When the system is no longer in use and/or has been considered abandoned, it will be decommissioned. The City of Scandia will be notified prior to decommissioning the system, and the solar developer will ensure that required permits are obtained prior to decommissioning. This will include removing all arrays, racking equipment, and accessories. Underground cables, fencing, and other supplementary items, and concrete pads and foundations will also be removed. The National and Minnesota Electric Code will be followed in all cases to ensure safety and regulatory compliance. If the access road is desired to be used for another purpose then the road’s surface will be re-contoured and reseeded. The solar developer will have 180 days to remove all of the aforementioned items from the project area. If the solar developer fails to do so in the required time period, then the items remaining on the project area are to be considered abandoned, and the landowner will then have authority to remove these items form the project area and dispose of them as they wish. This can be done without notice being given to the solar developer. The solar developer will be liable for the cost to remove and dispose of these items. The silicon, aluminum, and steel in this project will be recycled in order to offset the cost of labor to decommission the system. The racking equipment utilizes helical piles which are easier to remove compared to driven piles, and helps reduce labor cost. MN CSG4 LLC has obtained a quote for $10,000 per MW to decommission the system, and if needed, MN CSG4 LLC will provide a letter of credit for 125% of this cost. Based on a separate quote from the manufacturer of racking equipment that is planned to be used for this project, the salvage value of the system is expected to exceed the cost of labor to decommission the system. Detailed Plan The following items will be temporarily stored on-site before being transported to an appropriate processing facility with preference given to salvage or recycling facilities: 1. All cables and conduits, including those that are underground, will be removed. 2. PV Modules will be removed from the racking and temporarily stored on-site before being transported to a recycling facility. 3. Racking equipment will be dismantled and removed. 4. Inverters, transformers, and balance of system components (combiner boxes, switchgear, etc.) will be disconnected and removed. 5. The substation transformer will be removed with a crane. 6. Concrete foundations will be broken down and removed. 7. If the landowner desires for the access road to be removed, then the road will be excavated. The remaining area will be restored to a condition that is consistent with the surrounding land. 8. The security fence will be removed. 9. All trenches and pole foundations will be cleared out and filled with onsite or clean fill. 10. If there is any remaining debris, then it will be removed. 11 Conclusion MN CSG4 LLC is seeking a Conditional Use Permit in order to develop an approximately 5 MW-AC Community Solar Garden in accordance with the City of Scandia Ordinance 162. This project will result in a clean, non-invasive system to produce power utilizing approximately 20 acres of land. Despite producing utility-scale power, the system does not result in noise, pollution, runoff or other similar factors that come with other methods of producing power. The site will be fenced off to prevent unauthorized access so that there will be no health or safety concerns. Solar systems turn sunlight directly into electricity without moving parts, and require minimum maintenance.
