Last Winter there where several times when ice dams formed on the roof causing water to back up and drip inside the building. The most severe leaking occurred in the bar area and inside the front door. A structural engineer firm from the League of Minnesota Cities surveyed the building and made recommendations to help resolve this problem. Staff contacted five roofing companies to solicit bids and get their recommendations to help with the problem. It was determined that there is no venting from the soffits. Another problem is that there are both fixed and turbine vents that counteract each other. Some of the decking, soffits, and fascia are rotted along with shingles that have lost their seal. There appears to be two layers of shingles that further complicate matters. Due to the age of the existing shingles, it would be impossible to match them with the new shingles. It would be most cost effective to replace the entire roof, fascia, and soffits in order to make the proper repairs. Cost estimates were double to replace the roof with metal, and there would be a liability issue of ice falling in front of the main and kitchen doors. One contractor suggested the City invest in power venting to make sure there is sufficient air flow. Midwest Exteriors Plus has a lifetime workmanship warranty, lifetime shingle warranty, and is the lowest bid for the required work. Proposal: The recommendations of the engineer firm are to remove the plywood soffit and vent strip material. Establish 1" of continuous space at the eaves between each roof truss. Install new fully perforated aluminum soffit panels. Remove all fixed and turbine vents and install 24 new 14" diameter turbine vents. Finally, add insulation where needed. Fiscal Impact: The Capital Improvement Program has $22,000 for the replacement of the roof in 2019. Currently the City has $173,545 in the Capital Improvement Fund; therefore, that money could be used for this repair. Options: 1) Award the Community Center roofing contract to Midwest Exteriors Plus for the base amount of$32,344 to be paid out of the Capital Improvement Fund. 2) Install a metal roof. 3) Award the bid to some other contractor. 4) Do not re-shingle the entire Community Center and make just the necessary repairs. I. PROJECT OVERVIEW: Twin City Roofing, C.S. Inc. (hereafter "TCR" or"contractor") proposes to perform for you, the owner or client, the following as part of roofing operations: • TCR will Provide and post building permit • TCR will provide dumpster container for the roofing and/or construction related debris. • TCR will Remove the existing roofing materials and dispose of said materials. • TCR will Inspect roof deck or non-code (wet/dry rotted; broken or damaged) roof boards. Roof board replacement is charged at $7.50 per LF (lineal foot); labor and materials. Roof sheathing (7/16" OSB —4'x8' sheets) are charged at a rate of$60.00 per sheet, and all other carpentry is charged at a rate of$75.00 per man-hour, plus the cost of materials with receipts supplied to the homeowner. • TCR will Re-nail the existing roof deck or boards with ring-shank 8d nails. • TCR will install new galvanized metal flashing at all roof wall junctions if existing metal flashing is non-code compliant. Wall flashing replacement is charged above and beyond the bid price identified below. The rate of charge for wall flashing replacement is $7.50 per LF not including siding removal or alteration. Although not always the case, sometimes the existing siding is too tight to the roofline or is too tight to the vertical wall to allow for the installation of the code-required flashing. In the event that this is the case, the rate of charge for removing or altering the siding is charged at the same rate as the carpentry rate, which is $75.00 per man-hour, plus the cost of materials with receipts supplied to the homeowner. Note: All man-hours are meticulously recorded for the homeowners benefit to alleviate any concerns about the basis for the charges. • TCR will install six (6) feet of ice barrier shield on all eaves, three (3) feet in the valleys, and eighteen (18) on any wall lines, chimneys and vents/stacks. • TCR will install fifteen (15) pound asphalt felt over the remainder of the roof deck above the ice shield. Note: On the 3/12 rear, upper low—slope roof the felt underlayment will be 1 installed at a l 9" overlap or what is considered "double felt" due to code requirement for such pitches or slopes of roofs. • TCR will install new color-clad metal valleys. • TCR will install new white aluminum drip edge on the perimeter of the roof. • TCR will Install Owens Corning Tru-Definition limited lifetime (50 yr.) architectural series shingles fastened with 1-1/4" double-barbed nails. Install Owens Corning applicable ridge cap shingles. • TCR wi11 install new vents, stacks and pipe jacks as currently exist on the roofing system. • TCR will install new color-clad step and counter flashing on the chimney. • TCR will Seal the roofing system with caulk as needed when completed. • TCR will clean site daily and when completed with the project. • TCR will photograph the work throughout the course of the project. • Shingle color: (to be determined) • Drip Edge color: (White?) • TCR will cut a continuous vent into the existing wood soffit. • TCR will examine air flow in the soffit cavity to assure air flow to the attic from the soffit intake. • TCR will drill take necessary procedures to make sure there is proper air flow from the soffit intake to the attic roof vents. (ridge vent) • TCR will use E Z plugs to cap all turtle vents (square vents) and whirly bird style vents. • TCR will install new ridge vent along the entire ridge of the establishment to create a continuous air flow throughout the entire roofing system II. Terms and Conditions: Payment Terms: Insulation Phase of Construction • 1/3 when the contract is signed • 1/3 when the material is delivered and project commences • 1/3 upon completion and final inspection Conditions: To the extent allowed by law, a late fee of.67%per 30 day billing cycle will be imposed on any balance not paid within 5 days of when due. Owner is to pay any additional charges to collect debt. All payments made by credit card will incur a 2.5% Convenience Fee. Materials: All excess materials that should remain after the completion of the project remain the possession of the contractor. IV. Warranties & Exclusion: 2 A) Manufacturer's Guaranty: Owens Corning guarantees that the shingles carry the applicable warranty against manufacturer defects. B) Contractor's Warranry: All Twin City Roofing insulation installations are guaranteed to be free from workmanship defects for 5-years from date of original installation. This warranty does not cover against interior attic condensation or ice dams, which have been construed by the state of Minnesota to be defects outside the scope of the required warranty provisions provided by a residential general contractor. C) Exclusions: The contractor excludes any plumbing, electrical, HVAC or repair of any major structural framing work or any other unforeseen or hidden construction issues that may arise as part of this contract. In the event that any of these conditions should arise during this course of construction the contractor can provide a separate bid for such items or Parkway may facilitate such items as it sees fit. D) Project Delays: Any delays that should arise for such additional items will be necessarily factored into the production schedule, and the homeowner agrees to hold harmless TCR for any construction delays that should arise as a result of these unforeseen events. Here, the contractor assumes no liability nor provides any workmanship coverage for such items. If your home is in an historic preservations zone, like St. Paul's HPC, then you expect delays in permitting and restrictions on the types, colors and styles of products that you may use in the renovation of your home. These delays and restrictions are beyond the control of the contractor, and to which you agree to hold us harmless. E) Weather Delays: Parties to this contract agree that the production schedule will accommodate weather delays that are beyond the control of the contractor. Observations were conducted by Curt Isernhagen, P.E., and Jim Manfred on June 25, 2013. 1.2. The subject property is a one-story structure with metal siding and a sloped asphalt shingle roof(photo 1). It was reportedly constructed in the mid 1980's, and the east wing was added in 1999. 1.3. It was reported by the property representative, Tim, that ice damming occurs during winter months. 1.4. The magnitude of ice dams is the highest at roof valleys. 1.5. Localized fascia trim damage is reportedly due to ice dam exposure. 1.6. Ridge Venting 1.6.1. Ridge venting consisted of both fixed vents and turbine vents (photos 2, 3). 1.6.2. Turbine vents appeared to have been installed as replacements for fixed vents. 1.6.3. Soffit Venting 1.7.1. Soffit venting consisted of two rows of inetal strip vents (photo 5). Vents were observed to be mostly plugged. 1.7.2. Viewing within the eave, at an area of removed soffit panel, revealed blocked eave venting (photo 6)—this is consistent with an absence of light/air at eaves as observed from the attic area. 1.8. Attics: Separation walls were present at two observed locations. 2.0 Analysis 2.1. Roof/Attic Assemblies-Venting 2.1.1. Reported ice damming on the roofs is primarily the result of inadequate attic ventilation, which restricts the escape of warm air from the attic into the atmosphere. 2.1.2. Ridge venting is generally adequate. 2.1.3. Soffit venting was inadequate 2.1.4. Reference attached spreadsheet for vent area calculations and analysis. 2.1.5. Localized areas of deficient insulation depths may also exacerbate heat loss and ice dam formation. 2.2. Roof Venting- Code Analysis— Minimum Area. 2.2.1. The International Building Code (IBC) Section 1203—Ventilation requires a total ventilation area of A/300. 2.2.2. Reference attached spreadsheet for calculations of existing ventilation and proposed ventilation improvements. 2.2.3. The quantity of ventilation provided at ridges via fixed vents and turbine vents is generally acceptable, typically within the 50%to 80% range. 2.2.4. The quantity of ventilation provided at eaves and soffits via ventilation chutes and/or perforated soffit panels is deficient, given that soffit vent strips are plugged with dirt or debris and eave ventilation chutes are blocked with insulation. 2.3. Ventilation modifications are recommended to improve attic/roof performance. Scandia Community Center —Page 2 3.0 Recommendations To improve attic ventilation, the following modifications are recommended: 3.1. Soffit/Eave Venting— Full building perimeter 3.1.1. Remove plywood soffit and vent strip material. 3.1.2. Establish 1" continuous clear space at eave between each roof truss via insulation removal, and ventilation baffle/chute installation. 3.1.3. Install new fully perforated aluminum soffit panels. Install new framing in soffit as required to provide support for aluminum panels. 3.2. Ridge Venting—All Ridge Areas 3.2.1. Remove and dispose of all fixed and turbine vents (8 existing @ north roof/attic, 7@ south roof/attic, 13 @ east roof/attic, and 17 @ west roof/attic). 3.2.2. Install new 14" diameter turbine vents into existing cutouts —space evenly (4 @ north, 4@ south, 7@ east, and 9@ west) 3.2.3. Patch in roof sheathing, roofing underlayment, and roof shingles at abandoned openings (4 @ north, 3@ south, 6@ east, and 8@ west) 3.3. Insulation: Inspect insulation and supplement as required to achieve a minimum 12" depth. 3.4. Note: The above described repairs will improve attic ventilation. Please note that some ice damming still may occur pending exterior melt patterns, but should be greatly reduced. This report is prepared based on observations and review of the material available as of this date. Our opinions may be revised based on the availability of additional data.
