This was the first year the new recruits were given a$2/hour increase in the first year. This was also the first class of recruits to complete Firefighter I and Firefighter II training in combined courses. In March, the Council approved Resolution No. 03-19-13-04, which increased the starting pay and pay of all other positions within the fire department by $1/hour. A copy of the resolution is included in your packet. No other changes were made to fore department compensation. The other compensation amounts remained the same as approved by the Council in Resolution No. OS-19-09-01.Other compensation includes additional officer pay, lump-sum bonuses for completing certifications and attendance at State Fire School. Member Training and Certification Requirements are found on page 4 of the Fire Department Operational Policy, originally adopted in 2010 with some revisions (to sections other than training requirements) in 2012. A copy of the operational policy is included in your packet. Previous information about fire department compensation was shared with the Council during work sessions on developing a City compensation plan. The Council directed staff to not include the Fire Department in the general compensation policy. The following information was discussed at the June work session. Scandia Fore and Rescue Department members receive a benefit of$2,350 per year. The other cities have the following annual benefit: Bayport ($5,200), Chisago City($2,450), Lindstrom ($2,295), Rush City($1,700) and Newport ($3,000). Issue: Should any changes be made to the fire department compensation plan? Proposal Details: The Fire Department would recommend no changes to the current compensation plan. The chiefls comments follow below. $10 for probationary members (1 year) $ll for basic fire fighters (FF 1) +$1 for 1 st certificate (EMT or FF2) $12 +$1 for 2nd certificates (EMT & FF2) $13 +$1 for department officers $14 Currently probationary members get the $10/hr for the first year no matter their certification level. This caused a $2 raise. The Fire Department officers feel that this is an appropriate pay scale since firefighters are attending schooling and receiving a certification. The City could possibly give their pay increase as firefighters become certified instead of after one year. Also firefighters are not required to earn any certifications during their probation,just in the first 2 years (EMT). Also there will always be a possibility of a member coming on that has EMT& FF2. This is a volunteer job, but the City is having troubles filling the positions we have open now. We use the pay increases to try to entice people to join and stay active. As for the $100 stipend the firefighters get. They attend a 120 or 160 hour course with no hourly pay, if we paid them per hour that would be $1200-1600 in wages. Fiscal Impact: The current budget is sufficient to cover the compensation plan in place for the current number of firefighters. Adopting a pay structure (including retirement benefit) similar to Bayport's would increase costs. Adopting pay structures (including retirement benefits) similar to Rush City, Chisago City, or Newport would decrease costs. Adopting some combination such as paying per meeting ($11) and per call ($13) and increasing the retirement contribution to $2,950/year(which is the average of the comp cities noted above), could result in a savings of approximately $6,000/year. For example, in May 315 of the 527.5 hours worked by fire department personnel was for non-call trainings or meetings. The payroll costs for those 315 hours (assuming an average of$12/hour)were $3,780. However, if paid on a per meeting/training basis at $11 the payroll expense would have been $1,133. Summer months trainings are reduced. So in June 216.5 of the 422 hours worked were for non-call trainings or meetings. Assuming an average rate of$12/hour those training hours cost $2,598 but if a flat $11 was paid it would have cost $759. After reviewing these two months, staff assumes on average payroll would be $2,000/month less than paying the hourly rate. Options: 1) Make no changes to the current Fire Department Compensation 2) Eliminate the current probationary pay, start new hires at $11/hour and only provide an increase (currently $1/hour but could be changed) upon attaining EMT or Firefighter II certifications. 3) Adopt per call and per meeting/training rates 4) Retain hourly rates for responding to calls but adopt a per meeting rate for training 5) Eliminate lump sum bonus but retain hourly increases 6) Adopt annual stipend instead of current wage structure (Chisago City example) 7) Amend Officer stipends CITY OF SCANDIA RESOLUTION NO.: 03-19-13-04 RESOLUTION ESTABLISHING FIRE DEPARTMENT COMPENSATION WHEREAS, the City of Scandia compensates the Scandia Fire and Rescue Department members on an hourly basis for calls, local trainings and recertification classes, scheduled inspections, and department and officers meetings; and WHEREAS, Department officers also receive monthly stipends in recognition of the additional hours that they spend on other Fire Department business; and WHEREAS, Fire Department members receive lump-sum bonuses for completion of certain State fire schools and certification courses; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should and hereby does approve the following compensation for Fire Department members: Hourly (Paid in Half-Hour Increments): Pay Rate: Probationary Firefighter/Base Pay: $10.00/hour Firefighter/First Responder: $11.00/hour Emergency Medical Technician: + $1.00/hour Firefighter II: + $1.00/hour Officer: + $1.00/hour Other Compensation: Fire Chief $350/mo. 1 S`Assistant Chief $200/mo. 2"a Assistant Chief $200/mo. Page 31-34 Approved by the Scandia City Council February 21,2012 Scandia Fire Department Rules & Regulations Fire Department Operational Policv Mission Statement It shall be the mission of the Scandia Fire Department to educate the public on issues of fire prevention and safety and to reduce or minimize the loss of life and property while maintaining firefighter safety when training and responding to fire, medical or other emergency situations. Chain of Command The Fire Chief is responsible to the City Council for operation of the Fire Department. The Fire Chief will provide reports to the City Council regarding staffing and equipment needs. The Fire Chief will make job assignments regarding routine and emergency operations, but will maintain responsibility. The Chief may delegate job assignment authority. The Chief shall at least once a month conduct suitable drills or instruction in the operation and handling of equipment, first aid and rescue work, salvage, a study of buildings in the city, fire prevention, water supplies, and all other matters generally considered essential to good firefighting and preservation of life and property from fire or other emergencies. Selection Process Applicants must successfully pass a pre-membership physical exam which includes a stress test, pulmonary function test, a physical ability test and a drug and alcohol screening test. The City will select the physician to assess the candidate's ability to perform the essential functions of the position. The cost of examinations and drug and alcohol tests will be paid for by the City. A basic firefighter skills test will be administered to all accepted candidates by the Fire Department Chief Officers. The test may include physical ability, an oral interview, and any other test deemed necessary by the Chief Officers. Selected candidates will be referred to the Scandia City Council for final selection approval. Probationary Firefighter Requirements For the first 12 months after being accepted as members on the department, fire fighters will be considered as Probationary fire fighters and will be subject to certain limits and rules not required of other fire fighters. During this probationary period, probationary members are expected to attend all training sessions offered, unless excused by a Chief Officer or if the training offered is a `make-up' of a previously attended topic. Probationary members attending less than 85% of offered training sessions without excuse or accepted by a Chief Officer; will be considered as not having met the requirements for regular membership. During this probationary period, probationary firefighters may not drive fire department vehicles under emergency conditions unless an approved emergency driver training program, as approved by the Fire Chief, has been completed. Members may, and are encouraged, to drive fire department vehicles under non- emergency conditions provided they are under the instruction of a Training Officer and meet all other driving requirements in this policy. Probationary firefighters shall not enter an atmosphere considered Immediately Dangerous to Life or Health (IDLH) until they have been certified as a Firefighter I unless accompanied by a Training Officer during a training evolution. Approved by the Scandia City Council February 21,2012 Page 2 Membership All members of the Scandia Fire Department are considered to be "paid on call" employees of the City of Scandia. As an employee of the City of Scandia all rights, rules and policies regarding part-time City employees apply to all members of the Scandia Fire Department. Members of the Scandia Fire Department must be able to respond to the fire station from either their primary residence or primary place of employment with f��*��� eight (8) minutes under normal driving conditions while obeying all traffic laws. All members must regularly attend fire and rescue training. Any member missing fire training for sixty (60) consecutive days may not report to a fire related emergency scene, and any member missing rescue training for sixty (60) consecutive days may not report to a medical related emergency scene. Members must get approval from the Chief and appropriate Training Captain before being allowed to respond to an emergency scene. The member must also appear before a review board consisting of Chief Officers and Training Captains to determine if performance expectations are being met. To receive credit for attending a training session, members must report at the time designated for the training and remain on site until released by a Chief Officer or Training Captain. No member shall leave the scene of a fire or other emergency or drill, or fail to finish work at the scene or in the station after a fire or other emergency or drill without being excused by the Officer in Charge. All members of the Scandia Fire Department must remain members of the Scandia Fire Relief Association. All disciplinary action will be in compliance with the City of Scandia Personnel Policy. Unsafe Behavior No member shall jokingly or maliciously turn a stream of water on any person or cause it to be directed in or on any property unnecessarily. No member shall engage in activities, even with innocent intentions that may cause harm to others. Approved by the Scandia City Council February 21,2012 Page 3 Non-Members No firefighter will permit any non-emergency personnel to enter a fire or emergency scene without the approval of the Officer in Charge. The Officer in Charge shall see that a record is kept of all property removed from a fire scene and shall make sure that no essential evidence is removed from the scene prior to investigation of the fire. Felony A special level of trust must be maintained between citizens and firefighters. Therefore, any member charged with a felony must report the charges, in writing, to the Fire Chief and City Administrator. The member may attend training but may not report to any emergency scenes. If convicted of a felony, membership will be immediately terminated. Member Training and Certification Requirements While a member of the Scandia Fire Department, members will be required to complete and maintain the certifications as listed below: • Within the first finrenty-four (24) months of service, all members will be successfully certified as an EMT and Firefighter I. • Within the first thirty-six (36) months, the member will be certified in Emergency Driving and Basic Fire Pump Operations. • Within the first forty-eight (48) months, the member will be certified to the Haz-Mat Operational level. • Within the first sixty (60) months, the member will successfully complete the Firefighter II Certification. The required training and maintenance of the required certifications are the responsibility of the member. The cost of obtaining and maintaining the required certifications will be paid by the city. Any additional training within, or outside the department must be approved by the Chief before payment will be made. Grandfather Clause Any member that has completed the member's probationary period prior to approval of this document will not be required to certify, nor maintain certification to the standards as described. These members are, however, strongly encouraged to become certified and to maintain those certifications. The members must maintain certification requirements in place at the time they became members. Refer to Appendix (future addition) Approved by the Scandia City Council February 21,2012 Page 4 Officer Training As Fire Officers are required to be trained to a higher level than the general membership, any member appointed as an officer must subscribe to the Officer Training Program as determined by the Fire Chief and as described in SOP's. Compensation Firefighter compensation will be paid in accordance with the schedule as approved by the City Council. Valid Driver's License All members must possess and maintain a valid Minnesota driver license of Class D or higher. The City of Scandia may, without notice, check the validity and record the driver license number of any member. If a member's driver's license is revoked or otherwise invalidated, the member must immediately report the revocation to a Chief Officer and City Administrator. During the revocation period, the member may respond to emergency calls and attend training sessions but will not be allowed to operate fire department vehicles. If the revocation extends beyond six (6) months, the member will be terminated from the department. Driving Fire Department Vehicles under Non-Emergency Situations At all times, all fire department vehicles must be operated in accordance with State laws. All occupants will be in a seated position with seat belts fully engaged prior to the vehicle being put in motion. The carrying of non-members on fire apparatus is forbidden unless the Fire Chief has authorized such carrying. An exception to the above rule is for parades and/or processions as approved by the Fire Chief. Driving Fire Department Vehicles under Emergency Conditions Only individuals that are qualified may drive fire department vehicles under emergency conditions. To be qualified, members must meet the driving requirement in this policy and have completed an approved emergency drivers training course as approved by the Fire Chief. Approved by the Scandia City Council February 21,2012 page 5 During response, all vehicles, including personal vehicles, must be operated within State Laws. If a vehicle is driven above posted speed limits or otherwise operated outside the rules of the road, warning lights and sirens must be activated. All occupants in the vehicle must be seated in a designated seating position with seat belts fully engaged prior to the vehicle being put into motion. Equipment and Vehicles Use of all fire department equipment and vehicles must be approved by the Fire Chief. No member shall relocate or alter any tool, appliance, or part of an apparatus without approval of the Fire Chief. Issuance and Return of City Property All personal protective equipment (PPE), communication equipment, keys, and any other required equipment will be provided to the member at no cost. Any issued equipment must be returned on demand or immediately on termination of membership. Data Privacy Members will refer all requests for information from the media, or others, to the Officer in Charge or other persons designated by the Fire Chief. Under no circumstances shall any member make any statement to a non-member regarding any of the following matters without permission from the Officer in Charge. • Fatalities • Cause of fire • Suspicious fires • Location of valuables Federal and State Health Insurance Portability and Accountability Act (HIPAA) of 1996 laws shall be followed at all times by all members of the fire department. Dress Code Members shall not have facial hair that interferes with the seal of an SCBA mask. A dress shirt will be issued by the fire department and worn when directed. Patch and badge location shall be per Standard Operating Procedures (SOP). Approved by the Scandia City Council February 21,2012 Page 6 While wearing any fire department emblem a member shall act in a manner that upholds the reputation for the City and Fire Department. Light Duty If appropriate, the Chief may assign light duty in accordance with guidelines provided by health care providers. Light duty is defined as temporary or restricted work outside or inside a member's normal assignments that is assigned because of the member's inability to perform normal requirements due to a medical condition, injury, or illness. Firefighters on light duty status will meet with the firefighter's health care provider to establish a set of rehabilitation goals. The member will have up to six months to comply with department standards. Light duty may only be extended beyond six (6) months with the approval of the Chief. Prior to returning to firefighting duties, the member must receive approval from the member's health care provider. Members on light duty status must still meet the attendance and training requirements. Members on light duty accrue service time. Communications Department radios shall be used in full compliance with all applicable Federal Communications Commission (FCC) Rules and Regulations. Radios shall be used for fire department communications only and all transmissions shall be made as brief as possible. Business Meeting Meetings will be regularly held to relay information to the general membership. The meeting will be held monthly, and at such other times as the Chief shall direct. The Chief may appoint a panel to preside at this meeting and a scribe to take and post notes. The order of business will be determined by the Chief. Relief Association The relief association will have officers elected by its members and will operate under the laws of the State. Approved by the Scandia City Council February 21,2012 page 7 Alcohol and Drug Use Firefighter Response Policy • A firefighter who has consumed more than two drinks of alcoholic beverages in the previous four (4) hours shall not respond to an emergency call. • A firefighter who has used any illegal drug during the preceding twenty-four (24) hours shall not respond to an emergency call. • Upon arriving at the fire hall in response to an emergency call, a firefighter shall immediately inform the Fire Officer in charge of any of the following conditions: ➢ If the firefighter has consumed alcohol during the preceding four hour period, and the amount consumed in that period. ➢ If the firefighter is using any prescription or non-prescription medication that is labeled with a warning regarding drowsiness, driving, or operation of machinery. A firefighter who fails to comply with this requirement is subject to disciplinary action. • A firefighter who has consumed any alcohol in the preceding four-hour period, or who is using a prescription or non-prescription medication that is labeled with a warning regarding drowsiness, driving, or operation of machinery shall not perform any of the functions listed befow, but will instead be assigned to other duties. ➢ Drive any vehicle; ➢ Use SCBA; ➢ Enter a structure fire; ➢ Provide emergency medical assistance or first aid. • The Fire Officer in charge shall restrict the activities of any firefighter as she/he deems appropriate if the Fire Officer in charge reasonably believes or suspects that the firefighter may be unable for any reason to safely and properly perform the duties of a firefighter. This applies even if the firefighter is in compliance with the foregoing requirements of this policy. • Any firefighter who during an emergency response observes any indication that another firefighter is under the influence of alcohol or drugs shall immediately report those observations to the Fire Officer in charge. Such indications include the odor of alcohol on the breath, slurred speech, unsteady gait, or disorientation. • In any case of a scheduled social event that may involve consumption of alcohol by a substantial percentage of the Fire Department members, the Fire Chief shall arrange in advance for emergency response by a neighboring department pursuant to the appropriate mutual aid agreement. Approved by the Scandia City Council February 21,2012 Page 8 Resignation Members are required to provide the Fire Chief with a written resignation stating the last date of work and reason for leaving at least fourteen (14) calendar days prior to resigning from service. Members eligible for pension should refer to the Relief Association bylaws. Rule Compliance All items in the rules shall comply with city ordinance and fire department Standard Operating Procedures (SOP's}, These rules are to be amended or modified only by the Chief of the department with the approval of the City Council. SUPERVISION RECEIVED Works under the general guidance and direction of the Mayor and City Council. SUPERVISION EXERCISED Supervises the Department Officers, (Volunteer Assistant Fire Chiefs, Volunteer Captains, Engineer) and Volunteer Fire Fighters. ESSENTIAL DUTIES AND RESPONSIBILITIES • Plans, coordinates, supervises and evaluates Fire and EMS operations. • Establishes policies and procedures for the department in order to implement directives from the Mayor and City Council. • Plans and implements Fire and EMS programs for the City in order to better carry out City policies and goals. • Maintains policies and supervises the discipline and conduct and general behavior of supervised personnel. • Reviews departmental performance and effectiveness; formulates programs or policies to alleviate deficiencies. • Supervises and coordinates the preparation and presentation of an annual budget. Maintains fire equipment, apparatus, and facilities. Firefighters have the responsibility for the protection of life and property from the hazards of fire or other hazardous environments. SUPERVISION RECEIVED: Works under the supervision of the Fire Chief, Assistant Fire Chiefs, Captains or Senior Firefighter. SUPERVISION EXERCISED None ESSENTIAL EMERGENCY RESPONSE DUTIES AND RESPONSIBILITIES • Performs firefighting activities including, laying hose, and perForming fire combat, containment and extinguishment tasks as instructed by an officer, (examples are structure, vehicle, wild land grass/bush, and woodland firefighting). • Performs emergency medical aid activities including administering BLS level first aid, CPR and providing other assistance as required, if trained for this task. • Responds to fire alarms and extinguishes or controls fires as a member of a team under the supervision of an officer, if trained for this task. • PerForms salvage operations such as throwing salvage covers, sweeping water, and removing debris, if trained for this task. • Performs overhaul operations such as sheet rock removal, ceiling panel removal, flooring removal, and removal of materials from structure, if trained for this task. • Selects, drags, lifts and carries hose and nozzle depending on the type of fire, and correctly applies a stream of water or chemicals onto the fire, if trained for this task. • Positions and climbs ladders to gain access to upper levels of buildings or assist individuals from burning structure, if trained for this task. • Creates openings in buildings for ventilation or entrance using appropriate and available manual and power tools, if trained for this task. • Protects property from smoke and water damage using positive pressure ventilation, salvage covers, smoke ejectors, and deodorants, if trained for this task. PERIPHERAL STAFF DUTIES • Participates in fire drills, attends classes in firefighting, emergency medical, hazardous materials, and related subjects. • Attends regular and assigned training sessions to maintain and upgrade firefighting skills. • Participates in the inspection of buildings, dry hydrants, and other structures in fire prevention programs, if trained for this task. • Maintains fire equipment, apparatus and facilities, if trained for this task. • Performs minor repairs to departmental equipment, if trained for this task. • Performs general maintenance work in the upkeep of fire facilities and equipment; cleans and washes walls and floors; cares for grounds around station; makes minor repairs; washes, hangs and dries hose; washes, cleans, polishes, maintains and tests apparatus and equipment, if trained for these task. • Presents programs to the community on safety and fire prevention topics, if trained for this task.
