Subject: Full-Time Maintenance Hiring Recommendation
Background:
On June 26, 2023 City Staff interviewed four candidates for the open Full-Time Maintenance
position. Upon completion of the interviews, which included a question-and-answer period
followed by a tour of Public Works, one candidate was selected to fill the position out of the
four candidates interviewed. After considerable review Pubic Works has selected Charles
Hervin to be the best fit for the position and to fulfill the Public Works Maintenance position.
The candidate which has been chosen for recommendation to hire has an extensive background
in municipal maintenance specifically working in Water Distribution and Parks Departments. As
the City of Scandia has heavily relied on more Street Department qualifications in the past, the
additional experience and knowledge in water distribution and parks will benefit Public Works
services to the community.
Issue:
Should the City of Scandia hire Charles Hervin for the Full-Time Maintenance position at a
higher step in the five-step wage and PTO scale in regards to the qualifications and experience
presented by the selected candidate.
Proposals:
Offer Charles Hervin the position at Step Five based on the years of service completed in a
municipal setting which surpasses our current Step Five minimum in both wage and PTO accrual
($30.89/hour and 30 days PTO/year).
-or-
Offer Charles Hervin the position at Step Four in the Wage and PTO scale ($29.41/hour and 27
days PTO/year). Following the six-month probationary period, performance and abilities would
be evaluated and an increase to Step Five would be recommended if found to be satisfactory.
Fiscal Impact:
There is no fiscal impact as the current retiring employee had reached Step Five in Wage and
PTO.
Options:
1.) Offer the position to Charles Hervin at Step Five in both Wage and PTO with a six-month
probationary period ($30.89/hour and 30 days PTO/year).
2.) Offer the position at Step Four Wage and PTO with an opportunity based on
performance for Step Five after the six-month probationary period ($29.41/hour and 27
days PTO/year).
