Engineering Updates 7/18/2023

· Capital Improvement Plan – Road Tour
Completed a road tourn on April 3, 2023 with Public Works to review the conditions of the
road due to the excessive deterioration with the numerous freeze thaw cycles and rain
events this winter went through. Cost estimates have been prepared and working with
Public Works on review of the Capital Improvement Plan.
· 2023 Crack Filling and Seal Coat Project
Allied Blacktop Company, Person Bros., Inc., and Fahrner Asphalt Sealers, LLC submitted
bids on this project. The project has been awarded to Allied Blacktop Company for
$139,576.50.
Addition of Parkview Lane and Parkview Avenue has been discussed and reviewed with
Public Works and will be added by change order to the project.
Initial sweeping has been completed. Date for final sweeping will be scheduled soon.
Striping has also not been scheduled yet.
· 2023 Street Improvement Project
Contracts have been signed by all parties and distributed to the City already. Astech will receive their
copies at the precon meeting held on Thursday, April 13th. Astech will have their project construction
schedule and list of subcontractors prepared for this meeting.
Silt fence and biologs were installed the morning of Tuesday, May 2nd. Reclaiming started on
Tuesday, May 2nd and was completed by Thursday, May 4th. Driveways were removed and ramped
for resident access on Monday, May 8th. Pipe work is anticipated to begin Thursday, May 11th.
Subgrade corrections took place the week of May 21st – 26th.
Base Course was paved May 31st – June 2nd.
Wear Course was paved June 8th – June 12th.
Project Punchlist will be created and sent to Astech before the end of this week.
Pay application #1 had a cutoff date of May 26th and will be included as an agenda item at the June
council meeting.
Pay application #2 had a cutoff date of June 30th and will be included as an agenda item at
the July council meeting.
Punchlist work is to be completed next Monday or Tuesday, apart from potential asphalt
correction near new city access along Orwell Avenue. Re-evaluation has been setup for
September with project representatives.
· 2022 Street Improvement Project (Melanie Trail N and 238th Street N)
Restoration Punchlist is to be checked in the Spring.
Watershed Punchlist items have been completed and approved by the CLFLWD.
A final pavement inspection will take place in the Spring to determine if corrective action is required
on a small portion of Melanie Trail towards the South end.
Final Pay Application will be completed in the Spring once all punchlist items have been completed.
A punchlist walkthrough has been scheduled for Thursday, May 11th with Contractor and Public
Works. Punchlist work is scheduled to be completed this month.
Pavement section that appeared to be paved with a cold mix was milled out and re-paved on May
24th.
Punchlist work was postponed to next Monday or Tuesday. Contractor is has signed off on
final quantities (no change from last year apart from dropping retainage), and is working to
obtain IC134s and Lien Waivers.
· Tii Gavo Development Phase II
Watershed permit has been obtained and grading work began on Tuesday July 11th. BMI
will have staff on site for public infrastructure inspections.
· Bliss Drainfield System
The final permit has been issued. The assumption is that we’ll end up on Track 2, with required
system improvements due to the nitrate issue. Only thing that needs to take place in the next 6
months (February 28, 2022) is for new flow meters to be installed at the system, something we’ll
begin working on. At the one year mark (September 1, 2022), we’ll need to have a Facility Evaluation
Report drafted to summarize the system’s ability or inability to meet the nitrate limit.
New flow meters were installed by Public Works at the beginning of 2022 and specific flows to the
three drainfield cells is now being monitored. Some additional nitrate testing was also performed in
August 2022 to provide additional data points and to get an idea of how much nutrient removal is
currently taking place through the sand filters.
As of September 1, 2022, the Facility Evaluation Report has been sent to the MPCA. We await their
review, but based on the monitoring well samples taken throughout the last year it appears we’ll be
on Track 2, with improvements to the system needed to deal with the nitrate issue. Assuming this is
the case, the next step will be to complete a full Facility Plan by August of 2023 which evaluates the
facility and its performance as a whole and provides options/recommendations for improvements to
be made. This is required by Track 2 but is also the next step in obtaining PFA funding for the project.
We met with MPCA on December 16, 2022 to discuss funding options and laid out a schedule to
complete a facility plan and apply for Point Source Implementation Grant (PSIG) funding.
City Council authorized work to complete the facility plan on January 4, 2023. Facility plan to be
submitted by March 3, 2023. Also, Council authorized BMI to complete permit documents for permit
modification due to added treatment for nitrate removal.
Testified at the Capitol on Wednesday, March 1, 2023 requesting funding for the Bliss Wastewater
Treatment Facility.
Facility plan has been submitted for the City of Scandia’s Bliss Wastewater Treatment Facility along
with and IUP request and PPL application to the Minnesota Public Facilities Authority on Friday,
March 3, 2023.
Authorization to prepare plans & specifications for the Bliss Wastewater Treatment Facility Nitrogen
Removal improvements is being requested at the May 16 City Council meeting.
Project plans and specifications are currently being prepared.
PSIG Funding application will be prepared and submitted in July. Resolution will be on the
July agenda.
2024 Capital Bonding Request application has been prepared.
· Washington County – Manning Ave/CSAH 15 – Sinusoidal Rumble Strips & Striping
Project
Washington County has completed their 90% construction plans for the centerline sinusoidal rumble
strip (mumble strips) project planned for construction in 2023. Washington County received Highway
Safety Improvement Program grant funds for this project. This project includes installing center line
sinusoidal rumble strips along County Highway 15 (Manning Ave) from County Highway 12 (75th St)
to 240th Street (County line) and new centerline striping.
Washington County has awarded the project and construction is planned for after the
Labor Day weekend.
· Floodplain Risk Assessment
The Watershed Board approved applying for the MPCA Small community planning grants for stormwater,
wastewater, and community resilience grant last night. Application is due October 18. Grant application was
submitted, Watershed District should know the results in about four more weeks, so approximately week of
December 5, 2023.
Watershed District has received notification from the MPCA they did not receive the grant that was applied for.
CMSCWD Board is considering allocating funding for the Risk Assessment in 2024 at their
2024 CMSCWD Budget Workshop.
· Bliss Addition Stormwater Planning
Watershed still working toward 90% plans based on City Staff input received in November 2022.
City and Watershed have completed the MOU.
Watershed/Consultants redesigning project practices after a final utility meet locate identified
previously un-marked conflicts.
Due to delays caused by utilities not marked on the initial locate, the CMSCWD will delay construction
to 2024. Upon completion of the final plans, submittals will be prepared to the City for their review.
CMSCWD anticipates soliciting bids in October 2023.
Project still waiting on the utility company for relocates for Bliss Addition.
