Re: Log House Landing Boat Ramp
Background: Based on the design for the Log House Landing Boat Ramp that was approved by the
Council and Watershed District Board, requests for proposals were sent out to 24 companies. Responses
to the request for proposals were due to be submitted by 4:00 p.m. on Friday, July 29th. A single proposal,
from Pember Construction, in the amount of $147,855.50 was received. The bid substantially exceeds the
cost estimate of $33,586.90 that was prepared last fall for the Watershed district.
Issue: Should the City and watershed district proceed with the project?
Proposal Details: The proposal from Pember follows this report. The cost estimate was prepared
last fall by EOR based on a concept design. Since that time the scope of the project changed from
the original design due to the addition of the anchors under the ramp, the depth of the
excavation, and the thickness of the concrete. The lack of responses to the request for proposals
could be attributed to the following:
Most contractors who would do this work are fully committed for the year
The nature of the project requires a number of steps that need to be taken over an extended
period of time to allow the concrete to properly set. The coordination of the work interferes with
the ability to work on other projects.
Fiscal Impact: The proposed funding for the project included $20,000 from the City, $20,000 from
the Watershed district, $15,000 from the National Park Service, and the donation of the concrete
planks from the Minnesota DNR.
Options:
1. Reject the proposal and take no action to seek new proposals for the project
2. Reject the proposal and reevaluate the scope of the project with the intention of seeking
new proposals in early 2017 when contractors are actively seeking work.
3. Accept the proposal and determine an additional funding source
