Re: The Grillium Special Event Permit
Background:
Rustam Rafi, owner of The Grillium, has applied for a Special Event Permit to host an outdoor
band on the evening Taco Daze, being held on September 9, 2023, under the provisions of
Scandia’s Code of Ordinances, Section 93.2.
Issue:
Should the Council approve a Special Event Permit for The Grillium to host an outdoor band on
September 9, 2023?
Proposal Details:
On Saturday, September 9th beginning at 6:00 p.m. to 9:00 p.m., “Inside Straight”, a 5-piece
band, is scheduled to play outdoors on a flatbed trailer in the parking lot of The Grillium located
at 21050 Ozark Court. Canned beer will be sold outside from a beer tub. A map is attached
showing the location of the band.
Trash receptacles will be provided in this area. Sanitary facilities are available inside of the
restaurant’s two interior bathrooms. Parking will occur on site. The Grillium has staff to oversee
security and crowd management.
Mr. Rafi anticipates between 50 to 60 people to gather for the outdoor entertainment
Because amplified music will occur, there is potential that the City’s noise ordinance could be
violated. A recommended condition has been provided to address that possibility.
Fiscal Impact:
The $25 permit fee has been paid.
Options:
1) Approve the Special Event Permit for The Grillium for September 9, 2023 with the following
conditions:
• The event shall be held as described in the application received on August 31,
2023.
• Sale of alcoholic beverages shall be limited to The Grillium premises.
• In the event that there are noise complaints, the applicant shall comply with the
direction of law enforcement to reduce the volume of amplified music or voices.
• The applicant shall have staff to monitor crowd activities.
2) Add conditions to approval.
3) Do not approve.
