10.b1 Utility Truck Replacement Staff Report Date of Meeting: September, 19th 2023 To: City Council From: Mike Hinz, Fire Chief Re: Utility 1 Replacement Background: The fire department utility truck was due to be replaced last year. It is a 1995 F350 ford pickup truck that is used for moving training material around, bringing dirty hose back to the fire station to be cleaned after fires, travel to meetings, traffic control and many other day to day operations. The truck started out as a brush truck with a water tank in the back. We removed the tank to allow for transport of gear and improve fuel economy while traveling to other events, but then found that with the heavy suspension that it is hard to drive in winter weather. For that reason it is no longer allowed to respond emergent during the winter months for safety reasons. Last year when we planned to replace it the government contract for the truck we need was only open for a few days due to the supply chain shortage and we were not able to get approval in time to make the purchase. This year while I was talking with the vendor, they hope to see the contract open longer, but are not sure how long. The CIP has $86,500 budgeted for the replacement of this truck. We would like permission to purchase the new truck as long as it falls with-in the budgeted amount, just in case the bid closes early again. Issue: Should the city council approve the purchase of a replacement utility truck that is within budget amount? Proposal Details: Purchase a Ford Pickup truck from Midway Ford under the government purchasing plan. Then have the truck up fitted by Emergency automotive technologies through the government contract plan. Fiscal Impact: This project is in the CIP plan with an estimate of $86,500. The estimates we received last year, the truck was $44,659.80 and the up fitting was $13,926.15 for a total of $58,585.95. There will be a few other costs for logo decals an a few other items, but at this point we feel that we will be well under the budget amount. Options: (1) Pre-Approve Utility-1 replacement as described above Recommendation: Option (1).
