09.b1 Staff Report - Replacement Rescue Boat 2023 Staff Report Date of Meeting: October, 17th 2023 To: City Council From: Mike Hinz, Fire Chief Re: Boat-1 Replacement Background: On February 1st 2005 the fire department worked with the MN DNR to receive a surplus boat. The boat we received is a 1993 Lund 16 footer with a 60hp outboard motor. We have made modifications over the years to make it work for what we need, but have come to the point that it is not the right design. We are also having issues with it leaking water while in-use. We contacted other departments in the area to see what they have and how much they spent and found all the boats recently purchased by departments near us were more boat than we needed and well over $190K. We looked at 4 different boat manufacturers that others in the area have used in the past for smaller boats like we are considering. Gator Tail boats $54K and determined to be under powered, One Boat $47K & Rescue One $46K both were not good in wavy or high current conditions. The best all-around boat was from Kann Manufacturing with a quoted price of $50,869 this is $12,869 over the CIP estimate. This is the boat we are requesting and feel that with the way it is built we will be able to use this boat for the longest time and it is also be more repairable that any of the others due to a thicker hull. The committee knows this boat is over budget, but is confident that this is the right boat for our community now and into the future. The Washington County Sheriff’s office also uses this boat manufacturer. The boat committee will be at the meeting if you have any further questions. Issue: Should the city council approve the purchase of a replacement Rescue Boat? Proposal Details: Purchase a replacement Kann Manufacturing rescue boat at a cost of $50,869.00 per quote AAAQ4847B dated 10/10/23. Fiscal Impact: This project is in the CIP plan with an estimate of $38,000.This is $12,869 over the estimate. We will be under budget on the Utility truck replacement by an estimate of $21,700. Options: (1) Approve purchase of Kann Rescue boat (2) Purchase different boat (3) Deny replacement of boat Recommendation: Option (1).
