9.e Log House Landing Bike Rack Staff Report Date of Meeting: To: City Council From: Neil Soltis, Administrator Re: Bike rack for Log house Landing Background: The St. Croix River Association received funds from REI to provide bike racks to communities along the St. Croix River to encourage integrated recreation. Bike racks will be placed at access points along the river for paddlers to shuttle back to their cars by bike. Recreationalists will be able to drop their bikes off at a river access along the river, drive to their put-in spot with their boat, paddle to their bike, and bike back to their car. The proposed locations are Log House Landing, Marine on St. Croix, and Afton. This effort will provide greater amenities for locals and tourists to utilize the St. Croix River Water Trail and will connect the water trail with existing bike trails. The St. Croix River Association, in partnership with REI, seeks approval from the Scandia City Council to put a bike rack at Log House Landing. The bike rack will be provided free of cost and SCRA recommends the Park It Powder Coated Steel Bike Rack to be permanently installed at Log House Landing. Neil Soltis, Deb Ryun, and Natalie Warren met on site to discuss the location of the proposed bike rack on Friday, August 5th. If approved, SCRA and REI will organize an event to bring attention to the peddle/paddle concept in late fall 2016. Issue: Should the City approve the donation of a bike rack and installation at log house landing Proposal Details: The SRCA would provide the bike rack. The best location for the bike rack would be on the west side of the ramp areas that is designated as no parking for vehicles. The property corner pin would need to be located to verify that the location is within the public road right-of-way. Fiscal Impact: The City would be responsible for the installation of the bike rack. The bike rack is subject to vandalism; however, based on the materials minor vandalism will not impact the usage of the structure. The structure can be protected from vehicle by the placement of rocks. Options: 1. Accept the donation 2. Reject the donation 3. Defer action pending the completion of the boat ramp project Recommendation: Option 1 – Placing a bike rack in this location will have minimal impact on the utility of the landing and will provide solo paddlers an option for vehicle logistics.
