Re: Donation of signage for Log House Landing
Background: The National Park Service has offered to donate a sign for installation at Log House
Landings. The Parks and Recreation Commission recommended approval of the donation earlier in
2016. This was not brought to the Council pending the anticipate boat ramp construction project
and the potential for damage during the construction process.
Issue: Should the City accept the donation of the signage.
Proposal Details: See the attached reports to the Parks & Recreation Committee. Still to be
addressed is the information to be provided in the sign and the ability to update the
information.
Fiscal Impact: The City would be responsible for the installation of the sign.
Options:
1) Approval of the proposed signage at Log House Landing as presented.
2) Recommend changes to the proposed signage at Log House Landing and then approve.
3) Do not approve proposed signage at Log House Landing as presented.
Recommendation: Option 2 – I would recommend approval subject to the resolving the
question regarding the content to be provided and the responsibility for updating the
information.

Re: Log House Landing Signage - National Park Service
Background:
In June 2014, the National Park Service asked to attend a Parks and Recreation Committee
meeting to discuss signage for Log House Landing. Staff invited the National Park Service to
attend the August 4, 2014 meeting. The National Park Service was looking to partner with the
City to add signage to the landing in recognition of its historical significance. At that meeting,
Jill Medland of the National Park Service proposed signage that would provide park visitors
information regarding rules and safety. The signage would identify Log House Landing as part
of the St. Croix National Scenic Riverway. At that time, the National Park Service did not have a
specific recommendation for signage.
Jean Van Tatenhove of the National Park Service and Scandia resident Lisa Schlingerman
attended the November 2, 2015 Parks and Recreation Committee meeting to propose signage
at Log House Landing. Committee members asked Van Tatenhove and Schlingerman to come
to the December 7, 2015 meeting to provide 1) a specific design proposal; 2) a site plan
showing the proposed location; 3) a maintenance plan; and 4) financial obligation. The
Committee postponed discussion of Log House Landing signage at the December 7 meeting due
to the absence of National Park Service representatives until the January 4, 2016 meeting.

Proposal Details:
Jean Van Tatenhove of the National Park Service provided Staff with a written proposal, sketch
plan, and donation form for Committee consideration. This information is included in the
meeting materials. Schlingerman will be present at this meeting to address any questions.

Maintenance staff responsible for digging post holes.
Options:
1) Recommend approval of the proposed signage at Log House Landing as presented.
2) Recommend changes to the proposed signage at Log House Landing and then approve.
3) Do not approve proposed signage at Log House Landing as presented.
Recommendation:
Committee members should consider the proposed signage and make a recommendation.
Log House Landing Bulletin Board Proposal
St. Croix National Scenic Riverway will provide a bulletin board for Log House Landing (see photo). A
header and footer on the board will be created.

This bulletin board will be located approximately 3 feet north of the existing signage. Placement of the
board will allow snow plows to clean the parking area. The Scandia maintenance crew will dig the post
holes for the board. There should be no maintenance involved for the 2-3 year experiment such as
painting the board. If the board is vandalized, it can be removed. Once the experiment time is
completed, a determination will be made to either continue with the board, install a new exhibit base,
or to discontinue the project.
The NPS maintenance crew will deliver the board to the landing or to a storage area for the winter. NPS
will provide the Header and Footer boards and will create signs to be posted on the board along with
the MN DNR rules and regulation sign.
