SCANDIA Staff Renort Date of Meeting: September l 7, 2013 To: City Council From: Kristina Handt, Administrator Re: Resolution to Rescind Speed Authorizations Agenda Item #: 9.c) Background: At the April meeting the Council passed a resolution requesting speed studies including in the Bliss area. The Bliss area was included because of a suggestion from MNDOT in 1992 that if a new speed study was done it was likely all of the roads in the Bliss area would revert back to the state standards (30mph). In 1974, a speed study was done that authorized a 20mph limit on some sections of street in the Bliss Development. In 1992, a portion of those authorizations were rescinded but not all. After sending the resolution approved by the Council in April to MNDOT, they responded by suggesting the City pass a resolution asking the speed authorizations be rescinded rather than completing another speed study. Issue: Should the City of Scandia request MNDOT rescind the 20 mph zones in the 1974 speed authorization for the Bliss area? Proposal Details: Included in your packet is a resolution asking MN/DOT to rescind the 20 mph speed authorizations on the street segments noted in the Bliss Development area. Fiscal Impact: It will save City funds if the speed limit reverts back to the state standard because speed limit signs will not be required. Options: 1) Approve Resolution 09-17-13-04 2) Amend and then Approve Resolution 09-17-13-04 3) Do not approve Resolution 09-17-13-04 Recommendation: Option 1. CITY OF SCANDIA RESOLUTION NO. 09-17-13-04 RESOLUTION REQUESTING MN/DOT RESCIND SPEED AUTHORIZATIONS FOR ROADS IN BLISS DEVELOPMENT WHEREAS, per Minnesota Statute 169.14, the authority to determine reasonable and safe speeds on City streets resides with the Minnesota Commissioner of Transportation; and WHEREAS, MN/DOT authorized a speed limit of 20 mph for some streets in the Bliss Development on August 12, 1974; and WHEREAS, in a letter dated August 17, 1992, MN/DOT Traffic Studies Supervisor Robert Dixon stated it is anticipated that most if not all of the these roads would revert to Minnesota's statutory speed limit values if a new study is requested; and WHEREAS, The City Council of the City of Scandia previously requested speed studies in the Bliss Development area on April 16, 2013; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that the City of Scandia requests MN/DOT to rescind the August 12, 1974 20 mph speed authorizations for the following streets and allow the speed limit to revert to the statutory values: 1. 191 S` St.N-between Manning Trial N and Langley Ave.N 2. Lan�ly Ave N-between 185`h St.N. and 191St St.N 3. 189t St.N.-between Langly Ave N and Layton Ave N 4. Layton Ave N-from a point approximately 330 feet south of 187�' St. N. to 192"a St. N. 5. Layton Court N.-between the south end of the road and 187`h St.N 6. Langly Court N.-between Langly Ave N. and the north end of the road 7. Lamar Ave.N.-between 185th Ave N. and the north end of the road 8. 185th St.N—between Manning Trail N. and Langly Ave N. 9. 187th St.N.-between Langly Ave and Layton Ave N.
