Background:
As discussed previously, the Parks and Rec Committee has been making plans and partnering with
others to improve Vinterfest 2014. Please see minutes of last meeting for more details.
One of the items proposed for Vinterfest is a ski loppet and quiz promenade. It would begin at
Gammelgarden and go through Lilleskogen to end at the Designs of Sweden. Designs of Sweden
will be sponsoring the promenade and providing the prizes.
Issue:
Should the ski loppet and quiz promenade trail make use of the City property between Bensons and
Brunfelts?
Proposal Details:
As the Council may remember, last spring a petition was submitted by neighboring property owners
to vacate a portion of 1 S` Ave that is planned to include a trail to access Lilleskogen Park from Olinda
Trail. While the Council did not vote to vacate the parcel there was some confusion as to whether or
not the Council still supported a trail location on the parcel.
While at this time the interest is in just using the parcel for a trail for these winter activities, staff
would be concerned the public would continue to use it as a trail throughout the year. Is this the
intention of the Council?
The most recent survey for Lilleskogen is included in your packet as a point of reference. The parcel
narrows considerably between the Bensons and Brunfelt properties, particularly when factoring in the
utility easement.
Options:
1) Approve having the ski loppet and quiz promenade exist Lilleskogen Park at Olinda Trail
between Bensons and Brunfelts.
2) Do not approve having the ski loppet and quiz promenade use the parcel between Bensons
and Brunfelts.
