J. � SCANDIA Staff Renort Date of Meeting: October 15, 2013 To: City Council From: Kristina Handt, City Administrator Judi Negus, Office Assistant Tim Kieffer, Public Works Director Re: Seasonal Ice Rink Staffing Background: Last year the warming house was staffed by four seasonal Ice Rink (Park) Attendants, supervised by a Skating Supervisor. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible for flooding the rink and maintaining the ice during the season. Staffing should be completed by December 1; tentative opening date for the rink will be in mid-December. Issue: What should the hiring process be for seasonal ice rink staffing for the 2013-2014 season? Proposal Details: Staff is requesting the Council authorize the advertising for applications for Ice Rink Attendants at the same pay rate as last season. We have contacted previous attendants and it appears only one is interested in returning so at least three new staff will need to be hired and trained. The Council is also requested to delegate the interview process to staff. Interviews would be conducted by the City Administrator and Office Assistant with recommendations for hiring coming back to the Council at a future meeting. Staff is requesting John Beattie be approved as the Skating Supervisor at the current pay rate of $11.32 per hour. Staff is requesting Gunny Stolts be approved as an Ice Rink Attendant at $7.50 per hour. Consistent with past practice, this is a $0.25 increase for returning attendants. Staff is requesting the Council authorize advertising for application for Ice Rink Maintenance Worker. The previous ice rink maintenance worker would be eligible to apply. Further, staff is recommending the position be advertised at a pay range of$10-12/hour. This is a decrease from last season but after review of other seasonal maintenance positions within the City and what other ice rink maintenance positions are being advertised at, staff feels this is a more appropriate range. For example, the seasonal maintenance work and seasonal summer parks worker positions have a range of$10-12/hour. Additionally, a review of posting son the LMC website, found that the only other advertisement for this position (Burnsville)had a pay range of$10.50-13/hour. A copy of the Burnsville job posting is included in your packet for reference. Positions would be advertised on the LMC website and City website free of charge. Postings would also be advertised in the Country Messenger(�$30). Fiscal Impact: For Ice Rink Attendants, the 2013 starting pay is recommended to be the same as last season,the minimum wage of$7.25 per hour plus an additional $.25 per hour for each prior year of experience ($7.50 for a second-year attendant and $7.75 for a third-year attendant.). The Skating Supervisor's pay is recommended to be the same as last season at $11.32. The Ice Rink Maintenance Worker's pay would see a reduction from last season. Options: 1) Authorize staff to advertise for Ice Rink Attendants and Ice Rink Maintenance worker at pay ranges proposed and complete the interview process. Approve hiring John Beattie as Skating Supervisor at $11.32 per hour. Approve hiring Gunny Stolts at $7.50 per hour. 2) Approve some but not all of the items listed above. Recommendation: Option 1.
