Re: State Park Road Account Program Grant Application
Background:
Earlier this year the Council met with the Carnelian Marine St. Croix Watershed District and
discussed improvements needed at Log House Landing to address erosion and water quality
issues. After reviewing three options-full access (current), canoe/kayak access only, and closing
the landing-the Council directed staff to place the improvements necessary to keep full access
and address water quality issues into the 2014-2018 Capital Improvement Plan (PR-019). The
improvements were planned over multiple years and required a cost share with the Car Mar
Watershed District.
Issue:
Should the City apply for a grant from the State Park Road Account Program for 205th St N at
Log House Landing?
Proposal Details:
The DNR administers a grant program called the State Park Road Account Progam (SPRA).
The purpose of the program is to help local governments improve access to public recreation
facilities. Eligible projects include reconstruction, improvement,repair and maintenance of
county, township and city roads that provide access to public lakes, rivers, state parks and state
campgounds. Funding priority will be given to projects having a primary focus of enhancing
access to outdoor recreation facilities. Consideration will also be given to projects that address
safety issues and include cost sharing by the local unit of government. Costs for construction and
right-of-way acquisition are reimbursable for up to 100%of eligible costs. Preliminary and
construction engineering costs are not reimbursable and are the responsibility of the local unit of
government.
The program has approximately$3 million in funds to disperse. The grant deadline is November
1, 2013 and awards will be announced in Apri12014. Funds will be available for an indefinite
amount of time to allow for planning and design. Therefore,the City could still plan to complete
the project over the next two years as proposed in the CIP.
Fiscal Impact:
The City Engineer is currently revising the estimated project costs. We anticipate all of the
improvements to cost under$300,000. With the watershed paying for the water quality
improvement portions of the project and the City contributing to the road improvement, we plan
to apply for a 50%local cost share grant with DNR. Funding from the City could come from the
Capital Improvement Fund or the Local Road Improvement Fund.

RESOLUTION SUPPORTING STATE PARK ROAD ACCOUNT PROGRAM GRANT
APPLICATION
WHEREAS, the City of Scandia provides public access via 205t" St.N. to the St. Croix
River at Log House Landing; and
WHEREAS,the draft 2014-2018 City of Scandia Capital Improvement Program includes
improvements to the landing and 205th St.N.to address water quality concerns and improve public
access to the St. Croix River; and
WHEREAS,the City of Scandia has consulted with the Carnelian Marine St. Croix
Watershed District on these improvements and have agreed to partner in completing the water
quality projects; and
WHEREAS,the State Park Road Account Program exists to help local governments
improve access to public recreation facilities.
NOW THEREFORE BE IT RESOLVED,that the City of Scandia supports a grant
application to the State Park Road Account Program for 205th St.N. at Log House Landing.
