Subject: Scandia Heritage Alliance Trails Connection
Background:
The City has worked with the Scandia Heritage Alliance (Alliance) to reconstruct the historic
Water Tower Barn on the ballfield site just south of the Community Center. In June, the City
received a $2.2 million grant from the State for this project, which is 50% of the total project
cost. The City has five years to sign the grant agreement and four more years to complete the
construction. The Alliance continues to work on fundraising for the remaining project costs.
Issue:
The Water Tower Barn project includes more than the reconstruction of the barn. An
amphitheater, splash pad, and a network of trails connect the Alliance property to the
Community Center and the City-owned t-ball fields along Oakhill Road N. These trails include
paved and woodchip paths, a wetland boardwalk, and a scenic overlook. All while providing a
walking and bicycle connection to the Gateway Trail. Alliance representatives will be at the
meeting to propose that the City apply for another LCCMR grant in 2024 to help pay for the trail
system.
Rules for the 2024 LCCMR grant cycle are being finalized. One new rule we anticipate requires
at least 25% of the total costs to complete the project to come from a non-LCCMR funding
source. This can be cash, a third-party donation, or other grant funding, but in 2024, LCCMR
will only cover up to 75% of total project costs.
Below, you will find the SHA’s Trail Plan and cost estimate. The Plan calls for trails around the
wetland between the Water Tower Barn and the Community Center, as well as a trail east to
Oakhill Road H. and a trail along Olinda Trail N. to 209 th St. N. Total project cost is
approximately $250,000. This estimate is two years old, and the Alliance has been advised to
add 10% to the cost. This also does not include the cost of the wetland overlook deck. They
have asked their engineer to update the numbers before a proposed LCCMR application. The
City has allocated in its 401 CIP fund $225,000 to be spent in 2027 for “Arts & Heritage Center
Sidewalks and Walkways.” These funds could be part of the 25% non-LCCMR funding soon to
be required.
