09.b1 Staff Report Dive Gear Grant 2024 Staff Report Date of Meeting: November, 21st 2023 To: City Council From: Mike Hinz, Fire Chief Re: Dive Gear Purchase Background: Scandia fire department has been part of the Washinton County Fire Department Dive Rescue team since 1993. In the beginning the members purchased their own gear, as time went on and more specialized gear was required the department purchase gear and received donated gear from other departments. Currently we have 3 divers on the team and they are using old gear that was donated by Stillwater fire or their personal gear that is for recreational use. The team submitted a request to the county emergency management for $10,000 for gear replacement and additional equipment. They approved our request for funds. These funds were not expected so were not included in the 2024 budget process. The funds would purchase 3 replacement regulator clusters = $2,622 3 Boyance compensator devices = $2,847 2 Drysuits = $3,980, 3rd will be purchased using future donations 3 Weight belts = $465 1 SCUBA bottle = $230 Total estimate is $10,144 In order to keep our budget correct we would like to see the council adjust the budget by $10,000 as described below so as not to affect future planned purchases. Issue: Should the city council approve the purchase of replacement and additional dive gear? Proposal Details: Requesting approval to purchase $10,144 worth of gear for the dive team. Part of the request is to also adjust the fire department line-item budget for account #E-101-42200-240 by $10,000 to take into account the funds we will be reimbursed by the county. Fiscal Impact: The city will have to pay the invoice from our vendor and then submit an invoice to the county emergency management for reimbursement. If the budget adjustment is done and we invoice the county there will be no fiscal impact to the city. Options: (1) Approve purchase of Dive gear and budget adjustment (2) Approve a different purchase amount or adjustment (3) Deny the purchase of dive gear and funds Recommendation: Option (1).
