SCANDIA
Staff Report
Date of Meeting: November 19, 2013
To: City Council
From: Kristina Handt, City Administrator
Re: Administrator's Report
AOP site visits to Scandia, Zavoral and Bracht mines were completed on October 24, 2013. Since
the last Council meeting two complaints on the Zavoral Mine has been received. The first complaint
was in regards to noise and the belief that they were promised no noise would be heard at all from the
site. The complaint was in regards to noise after 2pm on Friday and an assurance that the Mayor said
there would be no noise. As you know from the email, website or facebook updates, recent work
past 2pm on Fridays has been on activities that do not fall within the definition of Mining in Chap. 4
of the Development Code. Tiller representatives have been providing more frequent updates on
activities at the mine and since doing so we have not received any complaints. One complaint was
received that gravel trucks were hauling and operating at the Scandia mine at ]0:45pm and later on
Saturday,November 2"d. Tiller representatives were contacted and after checking with onsite
management and an area farmer, responded to the City that there was corn being harvested in the
area that night and the farmer uses the entrance near 223`d and Lofton to access the field.
