Adjournment 5 . c) 6 ) February 13, 2007 A special meeting of the Scandia City Council was held on the above date. Mayor Dennis Seefeldt called the meeting to order at 7:00 p.m. The following were present: Councilmembers Pete Crum, Michael Harnetty, Dolores Peterson, Donnette Yehle, Mayor Dennis Seefeldt. Staff: Administrator Anne Hurlburt. The purpose of the meeting was to interview candidates for various city commissions and committees. The Council reviewed the draft list of interview questions and selected those to be asked of each applicant. The Council set a special meeting for 6:00 p.m. on Tuesday, February 20, 2007 to interview remaining candidates. The Council discussed the candidates and directed the Administrator to prepare a draft resolution for consideration at the February 20, 2007 regular meeting, listing appointments and leaving some blanks for the Council to fill during discussion at the meeting. Councilmember appointments to various committees were also discussed. Tentative Council appointments will be incorporated into the draft resolution for approval at the February 20 regular meeting. After graduation from college I spent approximately 5 years working for the Department of transportation and the Attorney General's office in various capacities. In 1971, I went to work for Twin City Federal (TCF) in their commercial service Corporation where I remained for approximately 12 years. In 1981, three partners and I formed Appraisal Research Associates, a professional real estate appraisal and consulting firm. We provided professional valuation and consulting services in commercial real estate, residential real estate and in the valuation of fixtures equipment and personal property. In the period from 1987 through 1995, we operated offices in Minnesota, Wisconsin, Denver and Colorado Springs, Colorado and in Honolulu, Hawaii. We also developed and owned a number of commercial office properties in the northern suburbs of St. Paul and Minneapolis. In 1995, after serious surgery, I decided that supervising a staff of from 40 to 50 employees was not worth the headaches that are inherent in a large firm. Two of my senior commercial staff and I left Appraisal Research and established my present firm Appraisal Professionals. We are presently located in Roseville Minnesota and I maintain an office in Hayward Wisconsin. We provided appraisal and consulting services in the entire five state area as well as Michigan, Colorado, Illinois and Missouri. We provide consulting services to a large number of municipalities, state and federal agencies as well as other governmental entities, local, state and national. Signature �!'�� Date: /— /e I feel obligated to include a brief background of my involvement in the various levels of Washington County government over the past several decades. I feel this necessary since there has been significant controversy over a number of the programs and policies in which I have been involved. As most of the longer-term residents of the county are aware, we had a significant and disastrous flooding problem with Big Marine and Big Carnelian Lakes in the 1970s and early 1980s. Based on my recollection, I believe as many as 60 cabins and homes and a number of building sites were eradicated by the rising waters. Not only did this natural occurrence cause financial hardship to lakeshore residents but it also caused significant damage to the lakes involved. Flooded septic systems, fuel tanks and other pollutants quickly caused the water quality of the lakes to become extremely dangerous to human activity. In 1986, as the chairperson of the Washington County housing and redevelopment Authority (HRA) I was directly involved in proposing to the Washington County Board the establishment of a tax increment financing district to fund a solution to the flooding and the problems that accompanied it. Despite much controversy and anger as well as considerable debate, the County Board approved a temporary and limited tax levy that allowed us to set up the district. I recall being told by one of the opponents of our plan that the money that we were borrowing could never be repaid and that the county would end up being responsible for the repayment of the bonds that were sold. We were very fortunate that the members of our board at that time were all involved in the real estate profession in one capacity or another and we were able to do our own pro forma analysis of the likelihood of property value increases if and when we were able to resolve the flooding problems. To make a long story short, not only did we successfully dissolve the District 10 years before the bonds were due but we did so with sufficient excess revenues from our tax increment collections that I was able to go before the County Board and convince them to allow us to utilize that excess money (after retiring the bonds) to rebuild all of the roads and other infrastructure that had been damaged by the flooding. As a result, the townships and the county were able to go into these areas after the roads were rebuilt and the blacktop all or most of them, at nominal cost to property owners. This however addressed only the flooding problem. The issue of septic tank and other pollution remained a significant problem even after the flood control measures were enacted. At that time, we petitioned the federal government for a Federal 201 Grant, whereby we proposed to put in community sewer systems around both of the lakes, thereby alleviating any potential for future septic leakage. We received that grant and the 201 community septic system was put into place and remains functional today. After I tendered my resignation from the HRA as a result of business and time constraints, I was asked by Dennis Hegberg, our northern Washington County Commissioner to serve on the Carnelian Marine Watershed Board, which I agreed to do. I am both pleased and proud to say that we were instrumental in laying the groundwork for the water conservation programs that that same board is continuing to implement today. I included the previous page detailing a brief history of events in New Scandia over the past 20 years or so not as an endorsement of myself, which I certainly don't deserve and do not seek, but rather as a segue to explain why I feel the obligation to at least inquire as to involvement in our new city. The city of New Scandia is at a critical juncture in its development as an incorporated community. We have relatively sound zoning ordinances and inspection regulations in place, based on local policies as well as in conjunction with Washington County and the State of Minnesota's policies. For the past 20 years or so, I have strongly endorsed incorporating new Scandia. Witnessing the events with Wyoming Township and Chisago City as well as Forest Lake Township in the city of Forest Lake and more recently the attempt of the city of Forest Lake to undertake a hostile annexation a part of Columbus Township, it became clear that the only way we could preserve our independence and local governance was to put ourselves beyond the reach of what I perceive to be a greedy and self-serving community looking for a wider tax base and more land with which to enhance its own development at the expense of those it seeks to annex. The physical characteristics of New Scandia remain unchanged as an incorporated community. However, it now becomes incumbent on everyone in the community to recognize that incorporation also brings with it the necessity of greater independence both in policymaking and in the manner in which we approach enforcement of our policies. As someone whose profession includes considerable involvement in policymaking, interpretation and enforcement, I find that the manner in which zoning and building permit decisions have been implemented over the past 10 or so years, leaves much to criticize in terms of objectivity and proper recognition of property rights. Several decisions have been made in my immediate neighborhood, none of which directly involved or affected me. However, without citing specifics, I can truthfully say that these were decisions made without proper due diligence that negatively affected the property values of surrounding property owners. I have no intention of being accusatory or in any other way criticizing committee members willing to offer their time to serve on our planning commission. However, I believe that one of the characteristics of a strong community whether incorporated or not is the ability of the various commissions and committees to make decisions that are not influenced by factors that are otherwise less than objective. In short, I believe that for New Scandia to be successful, as I know we will be, I absolutely believe that the policy-making members of the various councils committees and commissions must have the courage to say no or yes on an objective basis and with no partiality, no matter how unpopular that vote might be. Now that I have probably alienated everyone who will read this document, I must also tell you that I am certainly not lobbying for a position on any committee commission or board. I was urged by many people in the community including many past town board members and county board members to run for city council but I realized that I could not devote adequate time to that position to justify entering the race. Since I am long past the time in my life when I feel the need to seek personal recognition, I found it very easy to decide not to enter that arena. I can also truthfully say that this is the first election in which I have never voted that every individual for whom I voted actually was elected. In short, in my opinion we have elected the nucleus of an excellent foundation from which to start our evolution into a cohesive and self-sufficient incorporated community. As many people stated during the campaign, I also believe that this can be done without threatening the present rural atmosphere that would certainly have vanished had we been annexed by a larger community. I realize that I have made this a much longer and boring dialogue than was necessary. However, if nothing else I am painfully honest, sometimes to the point of offending people with my directness. I also realize the necessity for compromise in situations where compromise is possible. We are at a stage in our development where there will be many occasions in which the people in positions of decision- making will make themselves unpopular with many of their friends if they make the proper decisions under the trust and responsibility of their position. Regardless of the choices for the various policy and decision-making councils committees and commissions, I have the utmost faith in our newly elected officials that they will make the choice is best suited to serve the community in our early stages of establishing an identity. J Van ni�ai Mechanical Dredging, Mississippi & Minnesota Rivers • U.S. Army Corps of Engineers - St. Paul District Three multi-year contracts were issued '94 thru '00 with a contract value 14.8 million. The contract extended from the head of navigation in Minneapolis to Guttenburg, IA with a voluntary extension to the Rock Island District. The project consists of channel maintenance dredging with up land disposal all with mechanical equipment and pertinent marine plants. Project management of this intensely coordinated mission averaged 20 hours a week, March thru November, and coordinating and scheduling of approximately 25 sites, 300 to 400 thousand cy of excavation over a haul distance of four miles. Mr. Van Hoven was responsible for the transition from physical survey and buoy markers to lasers and ultimately to GPS for the dredge cut layout. This increased productivity from the historic 750 cy per day to 2500 cy per shift. Stillwater Flood Control, Stage 1 and 2s U.S. Army Corps of Engineers - St. Paul District Refer to SEH discussion for project description During the tenure of this project the city of Stillwater withstood a major flood, a sustaining period of high water, and early cold weather resulting in premature icing. With these conditions, construction of the sheet pile cut-off wall with an integral cap, was most challenging. Mr. Van Hoven developed a pile sequence along with a non-conventional forming system that was both cost conscious and efficient dealing with these conditions while limiting modifications to a minimum. Rochester Flood Control Stage 1B1 U.S. Army Corps of Engineers - St. Paul District Refer to SEH discussion for project description Mr. Van Hoven's responsibility extended from the successful bid thru project management, scheduling, and cost control. The key to this project was the means and methods developed to accomplish the temporary elements to enable construction of the design features. Specifically, this included successful water control and channelization along with bank retention and temporary in stream cofferdams. The project was completed on time Rubber Dam at Lock & Darn 1, Ford Motor Company This was a Bid/Negotiate; Design/Build contract that replaced the original trip gates on the crest of the Ambursen darn at Lock & darn I in Minneapolis. Not only the relative instant action of the rubber darn but developing a split section with a center pier allowed maximum water control for hydro production while maintaining FERC restrictions. This work was totally constructed from a marine plant. Due to the success of this project, the contractor has since been awarded several other contracts by Ford. Dredge Disposal Site - Minneapolis U.S. Army Corps of Engineers - St. Paul District The site is located at mile 853-L near LSAF This contract required building 60 each, 4500 lb. containment blocks. On site construction, in the dead of winter would of J \'y1 Hovai increased the costs beyond acceptable. The contractor instead chose to manufacture them in an inside controlled environment and truck to the job-site. Controlled Fill at LSAF- Northern States Power Company Approximately 45,000 cy was placed with-in the cofferdam of the old power house destroyed by flood in the 80's. The till is with-in the alignment of the proposed whitewater park.This contract was unique, in that through the Dredge contract, placement of dredge sand for beneficial use is allowed. The project was accomplished for no additional cost to the government and minimal cost to N.S.P. Mr. Van Hoven was responsible for recognizing the need of separate owners and putting the deal together. ICES Tunnel - University of Minnesota The tunnel connects the two power plants on the lett bank, adjacent to the proposed whitewater park. This is a utility tunnel that was expanded by contract in '84. The sandstone was excavated to the overlaying layer of shale using methods customarily used in the Twin City area. In '99 a rock bolting and seepage control contract was implemented by the University.
