Adjournment Meeting Date: 9/4/2008 Agenda Item: , //is) City Council Agenda Report City of Scandia 14727 209th St. North Scandia, MN 55073 (651)433-2274 Action Requested: Adopt Resolution No. 09-04-07-01, declaring costs to be assessed and ordering preparation of the assessment roll for the 2007 road improvement project. Deadline/Timeline: N/A Background: • The City Engineer has calculated the final costs for the 2007 improvement project. Of the total $1,262,788.02 cost, $351,870.89 (27.86 percent) is proposed to be assessed to benefiting property owners. • The most recent estimate of the assessment to property owners is $1,205 per unit for collector streets, and $3,615 per unit for non- collector streets. This compares to the previous estimate of$1,462 per unit for collector streets and $4,384 per unit for non-collector streets. The final amount is expected to be slightly higher once the final assessment roll is completed. • The draft resolution, prepared by the City Attorney, sets the interest rate on the assessments at 6% over 10 years. The total interest cost on the bond issue that financed the project is 4.3371%. • After preparation of the assessment roll, the next step will be to call for a public hearing on the assessments. The tentative hearing date will be October 16, 2007. Recommendation: The Council should adopt the resolution. Ostrum Avenue North from Oakhill to south end; 4. Penrose Avenue from Highway 97 to south; 5. 223`d Street from Olinda to east end; 6. 220th Street North from Highway 95 to Quarry; 7. 209th Street North from Highway 95 to Quadrant Avenue; 8. Quadrant Avenue from 209th Street to north end; 9. Quality Trail from 209th Street to west end; 10. 235th Street North from Highway 95 to Quentin Avenue; 11. Quentin Avenue North and South of 235th Street; 12. 228th Street North from Manning Trail to Lofton Avenue; 13. 240th Street North from Morgan to Oldfield; 14. 240th Street from Manning to west end; 15. 240th Street from Manning to east end; 16. 197th Street from Highway 95 to the top of the bluff; by application of Class 5 or other aggregate and other subgrade construction, ditch construction and application of bituminous surfacing and the contract price for such improvement is $994,321.28 and the expenses incurred or to be incurred in the making of the improvement amount to $268,466.75 so that the total cost of the improvement will be $1,262,788.02. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA: 1. That the portion of the cost of such improvement to be paid by the City is hereby declared to be $910,917.14 and the portion of the cost to be assessed against benefited property owners is declared to be$351,870.89. 2. Assessments shall be payable in equal annual installments extending over a period of ten (10) years, the first of the installments to be payable on or before the 1st Resolution No.: 09-04-07-01 Page 2 of 2 Monday in January, 2008 and shall bear interest at the rate of 6.0% per annum from the date of the adoption of the assessment resolution. 3, The City Clerk with the assistance of the City Consulting Engineer shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office for public inspection. 4. The Clerk shall, upon the completion of such proposed assessment, notify the City Council thereof. Passed and adopted by the City Council this 4th day of September, 2007. Dennis D. Sign locations shown on the Drawings are only approximate. The final locations shall be determined in the field by the Engineer. Contractor is responsible for having all underground utilities located prior to installing all signposts. Provide Engineer 48 hours notice prior to sign installations to allow for adequate staking time. B. Fabricate, hole punch, and mount sign panels in accordance with the standard drawings in the MnDOT Standard Signs Manual. Date the back of each newly installed sign panel with the month and year using a thick permanent black marker pen or furnish and install inventory/I.D. stickers approved by the Owner. C. Install nylon washers between the bolt and the sign face (sheeting). Do not over tighten bolts to the point where the sign sheeting separates from the sign backing, which would be cause for rejection and replacement at no additional cost to the Contract. The nylon washers used to protect to sign face shall be 1/32 inch thick, have a maximum inside diameter of 3/8 inch, and outside diameter of 7/8 inch. There shall also be a stainless steel washer between the nylon washer and the bolt head. D. The bottom section of each signpost shall be mounted into the ground to a minimum depth of 3.5 feet. The lower section of post shall be at least 30 inches above the ground to allow for a 12 inch splice and a minimum clearance of 18 inches from the ground to the bottom of the top section of post. The splice of the upper and lower section posts shall be made with 2-5/16 inch stainless steel bolts with nylon insert lock nuts placed in the top and bottom holes of the overlap splice. Where 2 or more single post signs are mounted side by side, they shall be reinforced laterally by at least 2 post sections, bolted at each post, and located approximately at the quarter points. E. Contractor should plan for sign placements in hard surfaced areas prior to any new concrete and/or bituminous paving and provide "box-outs" for each sign in such a location. The "box-out" must be a 6 inch diameter round section of PVC pipe or a 6 inch core cut hole. With either option the box-out must be to a depth, which encroaches the underling soils. F. Sign Type Special shall be executed by salvaging the current base, pedestal, post, and flasher. A new pedestrian crossing sign shall be furnished and installed complete with new hardware. Deadline/ Timeline: N/A Background: • Section 6.2 (10) of Chapter 3 of the Development Code (Subdivision Regulation)provides that the final plat shall be submitted within 180 days, or the approval of the preliminary plat shall be considered null and void. This 180-day time limit may be extended if requested by the applicant and approved by the Council. • The preliminary plat for Emerald Acres was approved on June 20, 2006. A 180-day extension was approved on December 19, 2006. A final plat was not submitted by the deadline and the extension expired in June. • After one year has passed following preliminary plat approval without submission of a final plat, state law allows the city to apply any changes in local plans or ordinances to a proposed subdivision. Recommendation: The Council should review the letter and determine whether or not an extension should be granted. Since this preliminary plat was approved, the City has adopted new regulations for"open space design subdivisions"and for landscaping and tree preservation, which could be applied to this site if a new application would be required. Because of some unusual circumstances we were not able to proceed during the time frame we were given. We spent a lot of time and money to get the plan to the point we were approved at. To spend another estimated 70,000 to redo the plat with less lots would be a financial burden to us and the Gilbertson estate. Thank you for your consideration. Deadline/ Timeline: N/A Background: • At the August 28 meeting, the Council authorized the purchase of a truck, using funds realized from the sale of the F-450 dump truck. • While finalizing the details of the purchase, Maintenance Supervisor John Morrison again reviewed the different engine options available and is recommending that the city not purchase the diesel engine version. Since his initial recommendation,he has talked with other users of similar vehicles concerning the reliability, fuel economy and suitability for the city's use, and has concluded that it would be better to purchase the standard V-8 engine. • Initially, we were told the price quoted in August was only good through the end of the month. However, the dealer has indicated that they will continue to honor the price quoted. • The base price of the truck with the three engine options are as follows: 5.4L V8 $19,903.00 V-10 $20,383.00 6.4L Diesel $25,899.00 • John has also investigated the need for airbags, and does not believe at this time they would be beneficial. However, they could be installed later if found to be needed. Recommendation: Staff recommends purchase of the 5.4 L V8 version of the F-350, as described on the attachments, at the total price of$25,261.80.
