Ir�;`_� SCANDIA S1aff Report Date of Meeting: December 17, 2013 To: City Council From: Kristina Handt, City Administrator Re: Administrator's Report Since last month's meeting there have been a handful of verbal complaints regarding subcontractors hauling from Zavoral to the Scandia mine. There was one written complaint received about traffic warning signs, fencing and covering loads. Within a half hour of receiving communication from the City about uncovered loads, Tiller met again with their subcontractors on the issue and there have been no additional violations reported. Washington County Public Works has denied Tiller's application for a permit to place truck entering signs along Lofton Ave. When 1 spoke with MNDOT they said they were still reviewing the application for TH 97 and TH 95. Concerns about the Lofton Ave/TH97 intersection have also been passed along to the County. The City Engineer will be meeting with them about the proposed improvements in January. The fencing required in the project plan is in place. WCD has continued to monitor erosion control as mining progresses. Their monthly report is included in your packet. Noise monitoring is planned for Monday, December 16, weather permitting. The weather has been a challenge in scheduling monitoring before this point The weather has also resulted in some of the surface water monitoring being removed so it is not damaged. Some monitoring is continuing at Zavoral's Creek, weather permitting. In response to the letters we sent to the folks in the Bliss Development, I've gotten several calls and emails seeking additional information. The most common question was whether canoes and kayaks were considered recreational vehicles. Per the definition in Chapter One of the Development Code: (1) Recreation Vehicle: A vehicle, machine, or device used primarily for recreation and leisure time activities and purposes, including recreational camping vehicles, classic cars, cars used for racing, motor boats, sailboats,row boats, canoes, snowmobiles, all-terrain vehicles, and the like,together with any trailer appurtenant thereto. I am planning to tour the neighborhood with Paul Heins on Thursday, December 19th I'm continuing to work with Landmark Surveying on the Kronmiller request on 188`h St/Birch Lane. There is other surveying work going on in the area this month so we hope to have an accurate legal description in time for the January meeting so the Council will be able to decide if they want to hold a public hearing on vacating portions of the road. A business on Olinda Trail N has complained about poor plowing in front of their business due to cars being parked on the road. The plows just go around the cars;the snow remains and is in the way for the customers visiting the businesses the next day. The business owner commented that this has been a concern of his for years. ['ve been talking with the County Engineer about possible solutions. The Council may review this again at a future work session. On November 25'h, I attended another meeting of the County Economic Development Work Group. We received an update from Dave Unmacht regarding the community engagement process. Dave will summarize the findings and provide a list of the top 10 function and structural options for the County Board to consider at their December 12`h workshop. There will be more workshops in January and February then a draft plan will be presented at a League of Local Governments meeting in late February. We also heard from Matt Mullins with Maxfield research on the recent housing study they completed for the Washington County HRA. Lastly we looked at key economic indicators/trend information provided by UM Extension. 1 attended the County Board workshop on December 12`h. '1'echnical Servicc 3—Erosion and Sediment Control Inspections a. Task 1 —Site Inspection i. .�cti�-e mining and mo�-ement of material�vithin the site�vere occurring during the site�-isit Silt fence had been installed as per the stormwatex pollurion and prevention plan (S��PPP)in a majoritt�of dic site,primaril��where land disturbing activities were tal�ing place. u. 'I'he construction of the ne�v access road had been completed. iii. In tl�e nortliern portion of the project area,just north of the old access road,no land disturbing activities had occurred and therefore, silt fence was not installed. Addirional detail was providcd in the October inspection report The old access road was actively being xemoved. Since the remo�al of the old road will not take much time,the ground is freczing,and there is a ver��large��egetated buffer between that acu��it��and die project boundar�-,the installation of silt fence was deemed unnecessarj' (see attached photo). I asked Christina to keep me informed as to when rhe old road is reinoved and the gxading in that area is complete. r1t that uine, the drainage of disnirbed areas will be internal to the mining area and not offsite to the north and northeast. i�-. In the acti�-e area near where I�1r. 7_a�oraPs dri�>ewa�°begins its descent down the bluff to the railroad tracks, the previous inspection noted the need for perimeter control.Tiller l�ad quicklj-installed bio-rolls in this area and since then has installed rhe silt fence (see attached photo). �-. .1 nc�i silt fence has been insralled���here an internal mine road meets Mr. Zavoxal's dri�-ewa��. This silt fence is placed to ensure sediment doesdt entex die dxivewaj�and flow downhill (see attached photo). vi. In areas along the southern project limits (along Mx. Zavoral's drivewa��),Tillex has installed additional ro�vs of silr fencing(see attached pictures). �-ii. I f bio-iolls are installed, the�•will be adequate for the winter,but silt fcnce should be installed as soon as possible in the spring. Technical Ser�ice 5: Reclamauon Plan Review and Inspecrion a. Task 2—Conduct Site Inspecuons to�'erif�-Impleinentation of the Restoxation Plan Phase 1 of the reclamation was underwa��during the llecembex 3rd site visit. i. It appeared that most of the grading for Reclamation Phase 1 had been completed. ii. '1'he pxairie seed installarion was scheduled for the da��of the site inspection,but ma��ha�-e been dela��ed due to the�veathex conditions. iii. ��s pre�-iousl�•stated in the October report,'I�iller's xepresentati<<e noted that the tree transplantation effarts have been challenging due to the poor soil conditions on the site.
