9.d) Staff Report-Adoption of 2014 Budget - L. �� ��, � �� 1,-- , � � � .�. ��.. .� SCANDIA Staff Report Date of Meeting: December 17, 2013 To: City Council From: Kristina Handt, City Administrator Re: Adoption of 2014 Budget Background: The City began working on the 2014 budget this summer and certified the preliminary levy in September. In November the County mailed proposed property tax statements to property owners. The preliminary levy was certified at $2,171,074,the same as the 2013 levy. The public hearing on the budget was held on December 10, 2013. The Wastewater Advisory Committee made recommendations on the 201 and Uptown Wastewater System budgets at their November 20, 2013 meeting. The Planning Commission held a public hearing on the 2014-2018 Capital Improvement Plan on November 5,2013 and they are recommending one change-elimination of the Fire Chief vehicle given the recent designation of the Chief's personal vehicle. Proposal Details/Fiscal Impact: Included in your packet is Resolution No. 12-17-]3-06 that certifies the levy for 2014 at$2,171,074 and adopts the 2014-2018 CIP. The Fire Dept is asking that their 2014 budget be amended to reflect the proposed donation from the Fire Relief Association for the purchase of a 4 strut kit for rescue. The kit would be used to stabilize a car after an accident. This proposed amendment does not impact the tax levy. Revenue(donations line item 36230)was increased by$5,000 as was expenses(line item 240). A copy of the proposed Fire Dept budget, as amended is included in your packet. The Council will have the opportunity to vote on receiving the donated funds at the January meeting. No other changes are proposed to the draft reviewed at the public hearing on December 10, 2013. The draft incorporates the changes recommended by the Wastewater Advisory Committee in November. This includes $120,000 in capital outlays for the 201 System. This will provide three updated control panels and pumps and a master system at the public works facility. Specific quotes will be brought back at a future date for the Council to approve the expenditure. Also,the committee recommended a 2%volume charge increase for the Uptown System,as previously discussed. If the Council does not take these recommendations,the budget should be amended before adoption. The 2014-2018 Capital Improvement Program has been updated following the Planning Commission's public hearing. It was mentioned that the Council approved allowing the Fire Chief's personal vehicle to be designated as an emergency vehicle in September, after the draft CIP was prepared. The Planning Commission voted to recommend that project be moved from active to pending. Additionally,the Planning Commission expressed concern over their ability to properly review and evaluate the recommendations in the CIP given that they did not get a presentation from all departments and have the opportunity to discuss the reasoning behind the requests with others as they did when a separate Capital Improvement Committee existed priar to 2011. I've suggested they get the staff presentation in ApriUMay next year before it goes to the Council. Since the CIP is part of the Comprehensive Plan,the Planning Commission does have some responsibility to prepare, review and recommend it to the Council. I didn't feel a separate committee was necessary in order for them to accomplish this task. We can re-evaluate this new process after next year. Options: 1) Adopt Resolution No. 12-17-13-06 2) Amend the 2014 Budget and then Adopt Resolution No. 12-17-13-06 3) Delay action for a week. The final levy must be certified to the County by December 27, 2013. Recommendation: Option 2, with Fire Dept amendments for donation of strut kit RESOLUTION NO. 12-17-13-06 CITY OF SCANDIA,MINNESOTA RESOLUTION ADOPTING 2014 BUDGET AND CERTIFYING PROPERTY TAX LEVY PAYABLE IN 2014 AND ADOPTING 2014 THROUGH 2O18 CAPITAL IMPROVEMENT PLAN WHEREAS, the City of Scandia has prepared a budget for the fiscal year commencing January 1, 2014, and WHEREAS, the budget reyuires money to be raised from property taxes on taxable property in the City of Scandia; NOW,THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA,WASHINGTON COUNTY,MINNESOTA,that the 2014 Budget as provided in "Exhibit A" is hereby approved, and that the following sums of money shall be certified to the County Auditor of Washington County to be raised by property tax payable in 2014: 2014 Property General Purpose Tax Levy General Fund $1,620,464 Debt Service Funds $327,506 Capital Improvement Fund $222,104 EDA $1,000 Total Property Tax Levy $2,171,074 FURTHER, BE IT RESOLVED, that the 2014 through 2018 Capital Improvement Plan (CIP) as presented in the 2014 budget and recommended by the Planning Commission after a public hearing held on November 5, 2013 is hereby approved, and that the document made part of this resolution as "Exhibit B" shall replace Appendix F of the Comprehensive Plan adopted March 17, 2009 and subsequently amended, in its entirety.
