History
Scandia / Lakes Area TV
●In 2007 Scandia entered into a 15-year Joint
Powers Agreement with
Forest Lake, Columbus & Midco.
●When Randal was Mayor, he had a falling out with a
member of LATV, and decided he (Scandia) wanted
to leave the Joint Powers Agreement.
●2 Year Process -I took over at LATV in the middle
of that process.
●I spoke to Scandia council, and they still decided to
leave the JPA. With the initial agreement that Lakes
Area TV would send a representative to film
Scandia meetings for a set price to cover LATV
costs.
Later…
Scandia still needed their council
meeting filmed
Scandia was also looking for some city
promotional videos created to highlight
Scandia as a tourist destination
I met with a Scandia tourism
representative, and we started talking
about me creating a series of
promotional videos for Scandia.
These videos including pre-production,
production & post-production would
come in around $2,000 -$3,000 each.
Promotional Video Discussions
The question was then asked… “if Scandia was
part of the JPA, would they be getting these
promo videos produced for free as part of the
agreement?
The quick answer was… Yes, “possibly”… a
number of promotional videos along with other
community event videos like Taco Daze,
Vinterfest and Gammelgården would be included
as part of the Joint Powers agreement.
There was a rough draft/handshake agreement
between me & Ken that included council meetings
along with general estimates as needed for
Community Events & Community Stories. As we
worked towards a possible JPA renegotiation.
I brought the idea of Scandia rejoining the JPA to the Forest Lake Cable Commission,
who agreed to let the other two cities (Forest Lake & Columbus) decide…
So I met with both city’s & they agreed to hear Scandia’s proposal to re -enter the Joint
Powers. There is no clause to re-join (just exit). Forest Lake & Columbus we’re waiting
for Ken to bring the proposal to them…
We’ve been operating off of that handshake agreement ever since…
…That’s still where we stand on that issue today…

Now Today…
Scandia / Lakes Area TV
●Never had a signed contract -Forest Lake Cable Commission asked for it
●Kyle asked me to talk to you about contract / Price Increase.
●Initial agreement was based on our budget and the economy at the time (Over 5 years ago). 2018
●Since then all filmmakers, schedulers & coordinators have received annual raises. The new price
reflects us covering our costs.
●LATV and all cable access stations are looking for new forms of revenue… I have met with other
cable stations in MN… The price increase I proposed is based on meetings I had with other MN
Cable Access Stations.
●Other MN Cable access TV stations standard rate per person on productions starts at $165/hr
●The new rate I'm proposing is $155/hr -with average meeting time frame of 2hrs…
○Paul troubleshooting is included -I helped find companies for new system, I came to multiple
meetings during installation. I explained & recommended system upgrades and differences.
I've continued to help with solutions when issues arise.
