The City of Scandia completed its Local Water Management Plan in September, 2012, and the
plan was approved by the local Watershed Districts. At the request of the Carnelian-Marine St.
Croix Watershed District and the Comfort Lake-Forest Lake Watershed District, the City
included a goal to develop a Memorandum of Understanding (MOU)with the Districts that would
address the organizations' mutual responsibilities for reviewing development applications,
environmental reviews, and other activities.
The Districts provided some examples of MOU's that have been completed with other cities in
their Districts. City staff used these examples to develop a draft MOU that is tailored to
Scandia's review process and the responsibilities of each organization. Within Scandia, each of
the DistricYs enforce their own rules and requirements. The City manages land use applications
and enforces its surface water and grading/erosion control requirements. The City's
requirements were updated in 2010, and are consistent with the District requirements.
The draft MOU is written as an agreement between the City and the CMSCWD. It can be
modified to fit each of the three Districts that have authority within Scandia.
Staff have provided the attached draft MOU for discussion with the CMSCWD at the Council
Workshop meeting on May 14. The Council may request that the MOU be modified for future
approval by the Council and District Board, and provided as a draft to the Comfort Lake-Forest
Lake Watershed District and Rice Creek Watershed District when directed by the Council.
