Action Requested: Adopt the resolution approving plans and specifications, ordering
improvements and accepting the low bid for the completion of Oxboro
Circle in "The Sanctuary" development.
Deadline/ Timeline: If the bid is awarded at the October 7 meeting, the project would be
completed by November 7, 2008.
Background: • At the September 2 meeting, the Council approved an assessment
agreement with the developer and ordered preparation of a
feasibility report for the city to complete Oxboro Circle within
"The Sanctuary" subdivision. At the September 16 meeting, the
Council ordered preparation of plans and obtaining bids.
• The Feasibility Report identified construction costs in the amount
of$28,605 plus 10% contingency for overall construction amount
of$31,465.
• The city engineer completed the plans and obtained 5 bids for the
project. The low bid was submitted by T.A. Schifsky& Sons, Inc.
in the amount of$33,308.50.
• The cost of this project, less the proceeds from a letter of credit,
will be assessed against the three lots in the subdivision which are
still owned by the developer.
Recommendation: I recommend that the Council adopt the resolution.

RESOLUTION NO. 10-07-08-01
RESOLUTION APPROVING PLANS AND SPECIFICATIONS, ORDERING
IMPROVEMENTS AND ACCEPTING BID
WHEREAS, pursuant to Resolution passed by the Council on September 16, 2008, the
City Consulting Engineer has prepared plans and specifications for the improvement of Oxboro
Court in the City of Scandia by the installation of the wear course of bituminous surfacing and
the repair of the base course of bituminous surfacing with associated work; and
WHEREAS, the City Consulting Engineer has presented such plans and specifications to
the Council for approval; and
WHEREAS, the City Consulting Engineer has obtained the following bids for the
making of such improvement:
T.A. Schifsky& Sons, Inc. $33,308.50
North Valley, Inc. $37,562.50
W.B. Miller, Inc. $37,920.00
Hardrives, Inc. $41,095.00
Allied Blacktop Company $48,387.00
and
WHEREAS,_T.A. Schifsky& Sons, Inc. is the lowest responsible bidder.
NOW, THEREFORE, be it resolved by the City Council of Scandia, Minnesota:
1. Such plans and specifications, a copy of which is attached hereto and made a part hereof,
are hereby approved.
2. Such improvement is hereby ordered as proposed in the Council Resolution adopted
September 16, 2008.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with T.A.
Schifsky & Sons, Inc. in the name of the City of Scandia for the said improvement
according to the plans and specifications therefore approved by the City Council.

4. The City Administrator is hereby authorized and directed to return forthwith to all bidders
the deposits made with their bids, except that the deposits of the successful bidder and the
next lowest bidder shall be retained until the contract has been signed.

Action Requested: Approve the request of Lewis Gramer for a lot division/ lot line
adjustment for property at 11345 228th St. N. (Resolution No. 10-07-
08-02.) Gramer would purchase abutting land from Tiller Corporation
to increase an approximately 18.5 acre lot to over 20 acres.
Deadline/ Timeline: N/A
Background: • Mr. Gramer has shown interest in building a second accessory
building on his property for several years. He wanted a specific
size; this was above the maximum square footage allowable for
accessory structures with an 18.5 acre lot. Mr. Gramer is able to
purchase land from his neighbor(Tiller Corp) to increase his lot
size to over 20 acres to accommodate a larger accessory building
(4500 sq. ft. vs. 3500 sq ft.). He would like to purchase 50.86' x
1317.76' fora total of 1.5 acres.
• Per City of Scandia Development Code Chapter 3 Section 4.6.: In
the case of a request to divide a lot which is part of a recorded
plat or metes and bounds description where the division is to
permit the adding of a parcel of land to on abutting lot or to
otherwise exchange property between adjacent lots and the newly
created property line will not cause either lot to be in violation
with this Chapter or the Zoning Ordinance, the division may be
approved by the Zoning Administrator after submission of a
survey and legal description of each by a licensed land surveyor
showing the original lot and the proposed new lot lines. The
newly acquired land must be combined on the same deed for
recording purposes as the remainder of the owner's property.
• The site is in a reclaimed phase of the Tiller Mining operation and
will not have an affect on their current mining operations. It will
not cause either lot to be in violation of the Subdivision or Zoning
Ordinances.
• Existing buffer areas will be left intact and there will be no land
alteration done on the transferring area.
Recommendation: I recommend that the Council adopt the attached resolution allowing

RESOLUTION APPROVING A LOT DIVISION TO ADD 1.5 ACRES TO THE
PARCEL AT 11345 228TH ST N.
WHEREAS, Lewis Gramer has requested that the city approve a lot division/ lot line
adjustment for properties at 11345 228th St. N. and 22303 Lofton Ave N., to permit the transfer
of 1.5 acres to the parcel at 11345 228th St. N, increasing the size of the approximately 18.5 acre
lot to over 20 acres; and
WHEREAS, a survey by a licensed surveyor and legal description has been submitted
showing the existing parcels, and the newly created parcel to be transferred that is 50.86 feet by
1317.76 feet; and
WHEREAS, the description of the parcel to be divided from parcel 07-032-20-14-0001
(part of 22303 Lofton Ave N) to be added to parcel 08-032-20-23-0005 (11345 228th St N.) is as
follows:
The East 50.86 feet of that part of the South Half of the Northeast Quarter of Section 7,
Township 32 North, Range 20 West, Washington County, Minnesota described as
follows: Commencing at the northwest corner of said South Half, a distance of 1223.40
feet to the point of beginning; thence southerly, parallel with the west line of said South
half, a distance of 1319.60 feet to the south line of said South Half; thence easterly along
said south line a distance of 1423.65 feet to the Southeast corner of said South Half;
thence northerly along the east line of said South Half a distance of 1317.76 feet to the
northeast corner of said South Half; thence westerly along the north line of said South
Half a distance of 1422.96 feet to the point of beginning. Subject to 228th Street North
along the north line.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should
and hereby does approve the division with the condition that the above described parcel shall
combined on the same deed for recording purposes as the remainder of parcel 08-032-20-23-
0005 (11345 228th St N.).

Improvement Fund require City Council approval per the city's

• The Ice Rink Committee has recommended installing 200 feet of
4' high chain link fence above the boards on each end of the ice
rink. A quote was obtained from Century Fence Company in the
amount of$2,790.00 to furnish and install the fencing.
• Additional quotes were requested from other companies but none
were willing to provide a quote.
• A total of$5,000 was budgeted for the ice rink reconstruction
project. To date, approximately$2,400 has been spent. With this
purchase, the total project cost would be $5,190. There will be
some additional small expenses not yet accounted for(paint,
sealants and other incidentals.) The total project cost will
probably be approximately$5,500.
Recommendation: I recommend that the Council approve the purchase.

Background: • North American Land & Title Group, Inc has requested that the
letter of credit for the landscaping and utility improvements be
released for the final amount of$1,500 and $60,000. The LOC for
landscaping and utility improvements was maintained at this
amount on October 11th, 2007 by the City Council.
• The developer has requested that the guarantee be released.
• The site was inspected by the city's engineering firm on 8/18/08
and a punch list was created. The developer and myself have
walked the site and he has shown me that the list has been taken
care of.
• The final wear course has been on for a year and the landscaping
has gone through two growing cycles and is doing well.
Recommendation: Staff recommends approval of the release of the letter of credit for
landscaping.

Background: • The most recent snow removal policy was adopted by the Township in
2004 (see attached.)
• A snow removal policy is desirable to document the city's priorities
and procedures for this important service. A good policy explains
how the city will balance economic, safety and other factors, and can
help with defending the city in any legal actions that could arise out of
snow and ice control operations.
• An update is needed now to address issues identified by staff and to
incorporate policies recommended by the League of Minnesota Cities
Insurance Trust (LMCIT). An updated policy will help us set
expectations for new employee(s) and help us better communicate
with residents.
• Staff(Mike Egelkraut and I) recently attended a LMCIT workshop on
snowplow and street maintenance policies. Based on the model and
examples gathered at that session, we drafted the attached policy for
discussion. Language from the current policy and other existing city
requirements (including language from the ordinance governing
parking) have been incorporated into the draft.
Recommendation: I recommend that the Council discuss how you would like to proceed with
reviewing and eventually adopting a new snowplowing and ice control
policy. You may wish to schedule a work session or a block of time on a
future agenda. The new policy should be in place before the snow season
begins, if possible.

WHEREAS, Minnesota Statutes, Section 412.221, subd. 6 authorizes the City to
maintain city streets; and
WHEREAS, the City Council find that it is in the best interests of the residents for the
City to assume basic responsibility for control of snow and ice on city streets; and
WHERAS, the City Council finds that the City should have a policy addressing snow
removal and ice control; and
WHEREAS, a Snowplowing and Ice Control Policy has been developed and
recommended by City staff; and
WHEREAS, the City Council finds adoption of said policy is in the best interest of the
City.
NOW, THEREFORE, BE IT RESOLVE))by the City Council of the City of Scandia,
Minnesota, that said Snowplowing and Ice Control Policy is hereby approved and adopted.

Snowplowing and Ice Control Policy

1. Introduction
The city of Scandia, Minnesota, finds that it is in the best interest of the residents of the city
to assume basic responsibility for control of snow and ice on city streets. Reasonable ice and
snow control is necessary for routine travel and emergency services. The city will attempt to
provide such control in a safe and cost effective manner, keeping in mind safety,budget,
personnel, and environmental concerns. The city will use city employees, equipment and/or
private contractors to provide this service.
This policy does not relieve the operator of private vehicles, pedestrians, property owners,
residents and all others that may be using public streets, of their responsibility to act in a
reasonable, prudent and cautious manner, given the prevailing street conditions.
2. When will city start snow or ice control operations?
The Public Works Supervisor will decide when to begin snow or ice control operations. The
criteria for that decision are:
A. Snow accumulation of three (3) inches or more;
B. Drifting of snow that causes problems for travel;
C. Icy conditions which seriously affect travel;and
D. Time of snowfall in relationship to heavy use of streets.
Snow and ice control operations are expensive and involve the use of limited personnel and
equipment. Consequently snowplowing operations will not generally be conducted for
snowfall of less than three(3) inches, and will typically not be commenced until the snowfall
has stopped.
3. How snow will be plowed
Snow will be plowed in a manner so as to minimize traffic obstructions. The center of the
roadway will be plowed first. The snow shall then be pushed from left to right on two-way
streets. The discharge shall go onto the boulevard area or ditch of the street. Snow on cul-
de-sacs may be plowed to the center in an attempt to provide the largest turning radius
possible for emergency vehicle ingress and egress. When a plow goes on a bridge, the driver
shall slow down so snow does not go over the bridge, if possible. In times of extreme
snowfall, streets will not always immediately be able to be completely cleared of snow. The
city will not assure a completely bare roadway. The city will endeavor to make all roads
passable within a reasonable amount of time after snowfall has stopped.
4. Snow Removal
The Public Works Supervisor will determine if and when snow will be removed from the
area by truck. Such snow removal will occur in areas where there is no room on the
boulevard for snow storage and in areas where accumulated piles of snow create a hazardous
condition. Snow removal operations will not commence until other snowplowing operations

have been completed. Snow removal operations may also be delayed depending on weather
conditions, personnel and budget availability.
5. Priorities and schedule of streets to be plowed
The Public Works Supervisor has the responsibility for determining plow routes and
sequences of operations in accordance with established priorities.
The city has classified city streets based on the street function, traffic volume and importance
to the welfare of the community. Those streets classified as "collectors"by the
Comprehensive Plan will be plowed first. These are higher volume routes, which connect
major sections of the city and provide access for emergency fire,police, and medical
services. The second priority streets are local, non-collector streets providing access to
schools and commercial businesses. The third priority streets are low volume residential
streets. The fourth priority areas are city parking lots, except as needed to maintain access
for emergency vehicles in which case plowing will have top priority. The lowest priority is
sidewalks.
During significant and severe storms, the city must be prepared to move personnel and
equipment to maintain priority routes first. In fulfilling the need to have all priority streets
safe and passable, when resources are limited, plowing of all other streets may be stopped at
any time so resources can be shifted to priority routes.
Unforeseeable circumstances may cause delays in completing plow routes. Such
circumstances may include weather conditions that endanger the safety of snowplow
operators and/or safe and effective operation of equipment, commuter traffic, disabled
vehicles, poor visibility conditions, parked cars along streets, assistance to emergency
response vehicles, equipment breakdown, and personnel shortages.
6. Work schedule for snowplow operators
Snowplow operators will be expected to work eight-hour shifts. In severe snow
emergencies, Operators sometimes have to work in excess of eight-hour shifts. However,
because of budget and safety concerns, no operator shall work more than a twelve-hour shift.
After a twelve-hour shift,the operators will be replaced if additional qualified personnel are
available. No operator shall begin a new shift until eight hours or more have passed since the
completion of their last shift.
7. Traffic regulations
The city recognizes that snowplow operators are exempt from traffic regulations set forth in
Minnesota Statutes, Chapter 169 while actually engaged in work on streets, except for
regulations related to driving while impaired and the safety of school children. Pursuant to
this authority, snowplow operators engaged in snow removal or ice control on city streets
have discretion to disregard traffic laws set forth in Chapter 169, except for laws relating to
impaired driving and school children safety, when in their judgment, it is safe to disregard
such laws. The privileges granted herein to operators of snow removal and ice control
vehicles shall apply only if the vehicle is equipped with one lighted lamp displaying a
flashing, oscillating, or rotating amber light placed in such a position on the vehicle as to be
visible throughout an arc of 360 degrees.

8. Weather conditions
Snow and ice control operations will be conducted only when weather conditions do not
endanger the safety of snowplow operators and equipment. Factors that may delay or
suspend snow and ice control operations include: severe cold, significant winds, and limited
visibility.
9. Use of sand, salt, and other chemicals
The city will use sand, salt, and other chemicals when there are hazardous ice or slippery
conditions. The city is concerned about the cost and the effect of such chemicals on the
environment and will limit its use for those reasons. The city will not be responsible for
damages to any turf or personal property caused by the application of salt or other chemicals.
10. Sidewalks
The city will maintain some of the sidewalks in the city. The list of those sidewalks is
attached, and may be updated from time to time by the Public Works Supervisor. As there
are a limited number of personnel available, the city will only maintain these sidewalks after
the streets have been plowed. It is the responsibility of the resident and/or property owner to
remove all accumulated snow from all other sidewalks along public streets adjoining their
property. This includes any snow plowed from public streets onto the sidewalk.
Some of the sidewalks maintained by the city are on county roads. Snowplowing of these
roads may deposit snow and ice on the sidewalks. The city will attempt to clear these
sidewalks of snow but cannot assure that removal will be possible.
11. Mailboxes and personal property in rights-of way
Snow plow operators will make every effort to remove snow so as to provide access to
mailboxes for the Postal Service. However, it is not possible to provide perfect conditions
and minimize damage to mailboxes with the size and type of equipment the city operates.
Therefore, the final cleaning adjacent to mailboxes is the responsibility of each resident.
Coming into contact with a mailbox is a common obstacle snowplow operators face during
storm activities. The city will conduct a review of each mailbox incident to determine
whether the city will replace or provide reimbursement for the mailbox. Only mailboxes that
were properly installed and located, which were damaged by physical contact with city
equipment will be the responsibility of the city. The city will not be responsible for damage
to mailboxes or support posts caused by snow or ice coming into contact with the mailbox.
At the mailbox owner's request, the city will replace the mailbox with a standard size, non-
decorative metal mailbox and replace the support post as necessary with a 4" x 4", decay
resistance wood support post, both installed by the city. Alternatively, the city will
reimburse the mailbox owner $50.00 for the replacement of the mailbox and post by others.
The Public Works Department may provide a recommended design for mailbox supports and
promote its use by city residents to reduce damage from snowplowing operations.
The city will not be liable for damage to fences, sprinklers, signs, trees, shrubs, landscape
materials, lighting, decorative items or any other objects placed in the public right-of-way.

Except as otherwise provided in any license or franchise agreement, the city will only be
responsible for damage to utility pedestals and transformers within the right-of-way resulting
from direct contact by City snow and ice removal equipment. City liability shall be limited to
actual costs to repair the damages as documented by invoices submitted to the City by the
utility.
12. Driveways and Parking
Snow plow operators will make an effort to avoid depositing snow in private driveways,but
snow accumulated on the plow blade has no place to go except the edge of the road including
driveways. City personnel will not provide driveway cleaning. Any exception shall be at the
discretion of the Public Works Supervisor for emergency situations only. It is unlawful for
property owners to plow snow from driveways and sidewalks onto or across public roads.
Piles of snow left on the road can freeze into a solid mass creating a hazardous situation for
vehicles and snowplows.
City ordinances require that any parked vehicle interfering with the removal of snow and ice
shall be removed by their owners within 15 minutes of demand made by a city employee.
After such notice it is unlawful to park on the street until the snow removal operation is
completed. No vehicle shall be left standing or parked for more than 60 minutes between
2:00 a.m. and 6:00 a.m. on any city street. Public works employees will coordinate
notification and enforcement efforts with office personnel and police as available and
appropriate.
13. Complaint procedure
Complaints will be recorded on telephone logs and forwarded to the appropriate personnel.
Emergency complaints will be handled in an expeditious manner as resources are available.
14. Deviation from policy
The Public Works Supervisor may deviate from this policy when in his or her judgment it is
in the best interest of the city or is necessary because of budget needs or other circumstances.
Changes in priorities (lasting more than 4 hours) will be documented as to what caused such
actions, why the change was necessary, and for how long the change is to be in effect.
15. Review and modification of policy
The Public Works Supervisor shall keep on file all comments and complaints received
regarding this policy. The policy will be reviewed periodically. Any review will consider
comments and complaints since the last review and any other factors affecting the policy or
its implementation.

Deadline/ Timeline: The statutory deadline for submitting the plan to the Metropolitan Council is
December 31, 2008.
Background: • An open house on the draft plan was held in August, and the public
hearing was opened on September 18, 2008.
• CR Planning has prepared a matrix listing comments received on the plan
at the open house, with recommended responses. The matrix is being
expanded to include comments received at the public hearing and
provided to the Commission and Council when it is available.
• One letter(from Kevin Nickelson) has also been received; a copy is
attached.
• After completion of the hearing, the next step would be a Planning
Commission recommendation to the City Council to approve the plan,
including any changes that should be made.
• After the Council receives the recommendation, they may make
additional changes before approving the plan for submission to the
Metropolitan Council for their required review.
• The draft plan was distributed as required to other local governments in
July. To date, responses have been received from 5 of the 10
governmental units.
Recommendation: The Commission should continue the hearing. Unless it is determined that
the hearing should be continued to receive additional comments, the public
hearing should be closed. The Commission may decide to make its
recommendation to the City Council at this or a subsequent meeting. It has
been suggested that the Commission and Council may wish to hold a work
session to review possible changes to the plan. If so, you may wish to set a
date for that session.

VISION NARRATIVE, DENSITIES & AFFORDABILITY
I like the part in the vision narrative that talks about a"vibrant village center" and that
"the city has a reputation for being a welcoming, open, accepting place filled with new
opportunities that accommodate a variety of household types and incomes".
However, much of the rest of the plan does not translate this vision.
In the new Ag Core area, development rights have been taken away from 4/40 to 2/40.
Even with clustering, it has gone down from 8/40 to 4/40. No private or public
institutional use is allowed. Does this sound like a welcoming, open, accepting place
filled with new opportunities?
In the General Rural district, development rights have been reduced in the areas of the
former SFE district and kept the same in the former Ag district at 4/40. However, bonus
lot potential has been cut in half for open space conservation subdivision. So effectively
if you assume a 50%bonus for OSC as not enough incentive for developers as I will argue
latter,the potential density has been reduced from 8/40 to4/40.
These lower densities in both Ag Core and General Rural will result in larger and more
expensive lots, which translate into less affordability. With less affordability, fewer
young families will be able to live in Scandia. We have already done a poor job in
keeping young people here. On page 43, you will see from 1990-2000 we had negative
population growth in the 0-9 yrs and 25-34 yrs brackets while Washington and Chisago
Counties gained population in these brackets. The combination of larger lots and an
enormous increase in regulation proposed by this plan will greatly reduce affordable
housing further exacerbating our loss of young families in the city. To keep Scandia a
vibrant place we need to find more ways to fill that young family gap in life-cycle
housing.
MULTI-FAMILY HOUSING
In the Village Center Mixed-Use area, it is a good concept to allow multi-family
buildings even though residential is a secondary use. It will not be easy to implement. It
will obviously be a redevelopment situation as the area is almost entirely fully developed.
The same goes for the Village Neighborhood area except that the primary use in this area
is residential. The redevelopment for multi-family dwellings would be at the very least
disruptive to the neighboring residential properties. Both of these zones will have
potential wastewater treatment issues.
Because of these problems the potential for this type of housing development in the
above two zones is low therefore I would offer that multi-family housing be allowed and
encouraged in the General Rural area. This area is much bigger than VMU, VN
combined, and the existing parcel sizes are much bigger with more room for sewage
treatment systems.
R COMM
I do not understand why the SW corner of TH 95 and TH 97 (Trails End) was not
included as a Rural Commercial Node. This corner has historically been commercial (at
least since the early 1950's). And really, for what else is it suitable? Because this lot
would not be, a desirable place to live due to the traffic this corner should be included in
the R Comm and will not adversely affect development in the village center.
MINING
Is it not in the City of Scandia's economic interest to allow more mining if suitable
materials are discovered? In addition, are not gravel pits a part of rural character?
OPEN SPACE CONSERVATION SUBDIVISION
If the provisions in this plan regarding open space conservation development are enacted
it will render this type of development completely unattractive to developers.
In the Ag Core area allowing two units per 40 acres as a bonus incentive to use OSC
design is not enough to cover all the extra costs involved with the OSC ordinance. It
would be more profitable to develop two lots on a 40 acre parcel with very little cost
verses getting 4 lots and going through the CUP process of an OSC design with items
like; a) defining a focal point b) building roads c) giving up development on 55% of the
property to permanent open space d)setting up a homeowners association and e) and all
the other standards required in OSC.
Also has anyone researched weather OSC with such low density (1/10) has ever been
successful? One of the intents of OSC is to create neighborhoods. I wonder if you would
create much of a neighborhood with just a few houses on lots of 4 to 5 acres. If you keep
the 55% open space requirement this would equal 22 acres of open space on 40 acres
with 4 lots averaging 4 '/2 acres each.
In the General Rural area, it is proposed that there be a maximum of 50%bonus be
allowed for OSC subdivision. Again, one has to ask weather on 40 acres if four lots with
lot averaging would not be more profitable than 5-6 lots in an OSC development. I
believe that not just few but NO developers will find this OSC development attractive.
Does the Comprehensive Plan Committee believe that the permanent open space gained
by OSC is worthless? That is to say, does the CPC think that developers should now give
the city permanent open space and get nothing in return? It would seem so.
The plan proposes that development in the Lakeshore Conservation Overlay area require
OSC design. This begs many questions. Will OSC be allowed on less than 40 acres?
What happens with a minor subdivision? It has been said that some land is not suitable
for OSC, what will the landowner do in that case? Will the focal point be on the lake or
off the lake? Will a PUD be required? Will any of the lots have lakeshore? Are there
any bonus lot incentives? This section needs some clarification because this is implying
a huge change in the administration of the OSC ordinance. In addition, as much as I
believe that OSC subdivision is the best way to develop property I do not believe you
should force it on anyone. It is bad policy, people should have alternatives.
Lastly, in the St Croix zone the concept of OSC is moot when no bonuses are allowed.
Small lots can be better achieved through lot averaging.
SUMMARY
To summarize my comments on OSC, this plan pays lip service to the Metropolitan
Councils growth policy#1, which states"adopt conservation subdivision ordinances,
cluster development ordinances". It is likely,however,that few developers will take
advantage of this type of subdivision, which requires an expensive permitting process
along with expensive roads resulting in no profit. It seems as if the plan was written to
purposefully discourage this type of development.
One goal of the current comprehensive plan was to help mitigate the scourge of urban
sprawl that is why we discouraged the creation of lots too big to mow and too small to
plow. Five-acre lots were out and 2-3 acre lots and 20 acre or larger lots were in. It
looks like in ten short years we have come full circle, encouraging 5-acre lots for the sake
of people who want a few animals and disregarding the urban sprawl that this plan will
encourage. I guess urban sprawl isn't so important anymore. Also just a year or two ago
we finished rewriting the OSC ordinance. With this plan, it sure looks like it is going to
need another rewrite only this time it will be much more complicated. How fickle we
are!
ONE MORE THING
Every time a new Comprehensive Plan comes out it seems as if landowners are asked to
give up development rights. Why is that? Those that chose to develop decades ago were
given greater rights than now. While those of us who chose not to develop and saved the
precious rural character that everyone desires, are punished. It doesn't seem fair.
