City Council Agenda Report
City of Scandia
14727 209`' St. North
Scandia, MN 55073 (651) 433-2274
Action Requested: Discuss City Council Committees, appointments and possible changes
for 2012.
Deadline/Timeline: N/A
Background: • Each year the Council has appointed some of its members to
various committees. The Committees have varied based on the
needs of the city at the time. For example, for several years The
Council appointed members to the Comprehensive Plan
Committee, which was disbanded when the project was complete.
Another example would be the committee that worked with the
Fire Department on updated governing documents and policies a
couple of years ago.
• In 2012, Council members were appointed to committees as
follows:
Human Resources: Schneider and Amos
Parks Committee Liaison: Swanson
Planning Commission Liaison: Ness
Zavoral PAC Liaison: Ness (PAC has completed its
work)
Capital Improvements Simonson and Schneider
Committee:
Forest Lake Cable Commission: Simonson(already reappointed to
new 2 yr term)
Recommendation: The Council should discuss what committees would be most useful
and effective in 2012, and which members should be appointed to
them.
In 2012, the Council appointed a Human Resources Committee, but
chose to discuss almost all personnel-related issues as a full Council.
And while 2 members were appointed to the Capital Improvements
Committee, other members also attended (even as many of the citizen
appointees failed to attend any meetings.) You may wish to discuss
whether or not some change to the structure or membership of certain
committees is needed, or even decide not to have a committee. There

may also be other areas or topics for which you might want to create a
new committee, based on the goals and priorities you set for the
coming year.
