City of Scandia Parks and Recreation Committee Monday, March 4, 2024
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom.
Present: Terry Gorham (Chair), Greg Zauner, Kim Johnson and Dustin Hegland. Zoom participation: Tom Hinz.
Also Present: Charles Fischer (Director of Public Works), Kyle Morell (City Administrator), and Brenda “Bee”
Stignani (Office Assistant.) Gorham called the meeting to order at 7:00 p.m., a quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Zauner moved to approve the agenda, seconded by Hegland. Motion carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to February 5, 2023 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Gorham submitted a written report. Morell added that the current grant is for research, planning, and concept
of the indigenous people’s history to be displayed along the wetland trail. Most successful applicants are also
awarded a second grant for the construction phase. Zauner encouraged all to participate in SHA’s online survey
for resident input as well.
Public Works Report
Fischer provided a written report. Discussion regarding the rink advertisements suggested considering mounting
a structure for advertisements only that is not attached to the boards or inside the rink, using the exterior of the
Warming House, or inside displays for advertisements. Fischer will consider these suggestions.
OLD BUSINESS
Capital Improvements – Community Center Courts
Morell reported Council approved the plans & specifications prepared by Fischer with Bolton & Menk. The
request for bids will go out with Alternate 1 and Alternate 2 Plan as prepared. Bids will be considered by Council
without coming back to PRC in the future.
Children’s Story Path
Hinz reported displaying the final Vinterfest Button contest entries in the storyboard stands and making contact
with Scandia Elementary School regarding Earth Day stories. Two kindergarten classes will provide stories to
display, likely more illustrations than text. Gorham requested furthering discussion to consider internet story
contest material prior to school dismissing for summer vacation. Plans are moving forward to the community
involvement event scheduled in August that is sponsored by Midco. As well as the Sister City Council is organizing
another exchange of tourists with Mellerud, Sweden. It is understood that guests from Mellerud will be in
Scandia for Taco Daze.
Collaboration with Elim Church I Recreational Programing
Johnson reported positive interaction with the community at the well-attended event, “Lenten Mental Health
Dinner,” while hosting a PRC resource table with Gorham at Elim Church. They estimate about half of all who
stopped to look at maps and chat were already familiar with Scandia’s parks. The next large event is March 20th,
and Johnson will inquire if resource tables would again be available as the other ongoing events are small and
not utilizing resource tables. Johnson clarified the goal for collaboration is to bring more awareness about Parks
and Recreation opportunities and doing something fun in the community. Morell advised to continue to hosting

resource tables to promote existing Parks and Recreation opportunities, however, pursuing new events like
“Walks with Pastor Seth” fall into a category that should be organized and promoted by Elim instead of the city.
Disc Golf Discussion
Gorham reported that he has reached out, but there has been no response yet.
PRC Operational Calendar
Morell will provide a staff report with Park Capital Investment projects for April’s PRC meeting in anticipation
of making recommendations to CIP Committee in May. He will draw from the new Parks Master Plan to guide
discussion.
NEW BUSINESS
Election of 2024 Officers
Motion by Hegland to recommend Gorham to serve as the 2024 PRC Chair, seconded by Zauner. Motion
carried unanimously.
Motion by Hegland to recommend Zauner to serve as the 2024 PRC Vice-Chair, seconded by Gorham. Motion
carried unanimously.
PRC By-laws Review
Gorham led discussion through the bylaws and duties documents, including asking if any other PRC member
would be interested in representing Parks in the Capital Improvement process. General discussion concluded
Gorham will continue to represent PRC in CIP, and no changes or updates to the bylaws are apparent except all
current members would like to amend the bylaws starting meetings earlier, at 6 pm. Morell will prepare a staff
report for the April meeting for consideration of a recommendation to change the bylaws.
