Kyle,
CLFLWD is requesting a letter of support for grant applications we’re currently developing for
BWSR’s Water Quality and Storage Program and MPCA’s Local Climate Action Grant. If we are
awarded the grant(s), we will conduct hydrologic & hydraulic (H&H) modeling to evaluate
reduction in flood potential, improvement of water quality, and mitigation for climate change.
This effort would follow our currently ongoing Floodplain Vulnerability Assessment effort. A
template letter is attached. This letter will be used for both grant applications. Please return
the letter of support by April 1st since the first grant deadline is in early April.
Below is an outline of our proposed work:
Initial data gathering – We are currently in the stage of reviewing desktop data to identify
subwatersheds within the CLFLWD with the highest flood risk to the water resources,
communities, and infrastructure.
Community engagement – This spring we plan to hold multiple workshops to engage the
city and other community organizations in this effort. We will share our desktop analysis
and solicit feedback from partners regarding priorities and mitigation strategies. We’d
like to align our efforts with the local city plans and county hazard mitigation plans. More
info to come soon.
Modeling – After discussing general priorities with partners and stakeholders, we’ll want
to follow up with additional modeling work to drill down and prioritize flood storage
projects and other mitigation strategies. We hope to fund this effort with grants, and
your letter of support would be greatly appreciated.
Implementation – Once we prioritize specific practices, we’d like to seek more grant
funding and work with cities, counties and other partners to implement flood storage
projects and other mitigation strategies.

Dear Review Team,
By this letter, I would like to express the support from the City of Scandia to the Comfort
Lake-Forest Lake Watershed District (CLFLWD) in its grant application for Climate
Change & Flood Mitigation Modeling and Action Planning. The CLFLWD’s proposed
watershed modeling project will evaluate reduction in flood potential, improvement of
water quality, and mitigation for climate change. This effort will benefit the community
and its water resources.
The City of Scandia has worked closely with the CLFLWD for many years to protect and
improve water quality for Bone Lake and the surrounding community. The CLFLWD is
experienced in protecting Bone Lake’s water quality and evaluating flood impacts. The
City fully supports the CLFLWD in its proposed modeling effort.
We hope the grant application is well received and we look forward to continued
partnership.
