The following is a summary of the various matters as to which services were provided on behalf
of the City of Scandia to the present date and is provided to each of you for purposes of the City
of Scandia Council meeting scheduled for Tuesday, February 21, 2012.
CITY MATTERS
1. Miscellaneous (12-SOl-TFM). For the most part, the specific miscellaneous work
conducted recently on behalf of the City related to the master Community Center Kitchen
Rental Agreement and the specific Rental Agreement and Addendum related to the Sam's
Salsas arrangement. I believe both of these documents are now in final form and as to the
latter, may in fact have been signed by the parties. In addition, we reviewed and
proposed revisions to the Consultant Agreement with TKDA and I believe this also has
been signed and is currently in place.
2. Tiller Corporation CUP (12-S02-TFM). Our work since the beginning of the year on this
matter has related to issues arising out of the process for approving an environmental
impact statement ("EIS") for publication. In this regard, we have been working with City
staff relating to procedural matters for presenting comments as to the draft EIS and the
timing issues that arise in moving forward with the EIS process.
3. Goose Lake Ravine Reconstruction (12-SOS-TFM). We have reviewed a project proposal
submitted by the Carnelian/Marine/St. Croix Water Shed District ("CMSCWD") for
reconstruction of a ravine between properties on Goose Lake in the City. We also
reviewed and commented on an encroachment agreement used in a similar project
undertaken by the Comfort Lake/Forest Lake Water Shed District. The issue arises
because of potential encroachment into City right-of-way as a result of this CIVISCWD
project and therefore City consent will be required.
4. Washing,ton County Recycling Contract/SRC Agreement (12-S06-TFM). We are
presently reviewing the historical documentation relating to the recycling contracts
between the City and Washington County and the City and SRC. We will provide our
comments regarding the documents going forward in the near future.

5. Washington County Maintenance A eement 12-S07-TFM). At the request of City
staff, we reviewed the proposed Maintenance Agreement with Washington County and
provided a number of questions relating to the Agreement itself and the past practice
between the parties with respect to the Agreement. The Agreement in question relates to
the County's maintenance and inspection of the two 201 sewer systems located in the
City.
