Hi Neil,
Unfortunately I will not be able to attend tonight's council meeting. My wife is doing what she can to attend but may not
make it to the meeting do to work obligations. My wife and I are very happy to see the Council take a look at this
important safety issue for our community.
As stated in the email below, we are not suggesting a ban on shooting guns in Scandia. We just want to make the
situation safer for those who live in the community.
I have attached several documents to this email. The first three documents are shooting ordinances in nearby
towns. They all seem very reasonable and are focused on making the situation safer for community members. The forth
document is the Sheriff's report from one of our several "run ins" with our neighbor's reckless shooting activities. It
clearly shows they were drinking. The last document is an aerial picture of our property and the troubling shooting
area.

we shooting guns and drinking less than 200 feet from our house. There should be no room for this type of behavior in
Scandia. The Sheriff's department told me there was nothing they could do. They recommended working with the City
Council to develop an ordinance to make the situation safer for all citizens.
My wife and I ask your consideration in developing and implementing a ordinance which:
1. Restricts shooting within 500 feet of occupied or unoccupied dwellings unless shooter has written permission for
building owners.
2. Restricts shooting within 500 feet of livestock areas.
3. Restricts shooting to maximum of 1 hour in a 24 hour period.
4. Restricts alcohol consumption while shooting in permissible areas. Alcohol should not be consumed while
shooting in the city limits. No one can argue guns and alcohol are a good mix!
We need the City Council's help in making our situation safer. While our neighbors are shooting, it is not safe for us to
be in our yard or sports court. We have many nieces and nephews who use our sports court and are in danger when our
neighbors engage in their reckless shooting activities!
I have copied the Mayor, my wife and Bob Lushanko on this email. I copied Bob as you had copied him on your email
notifying us of the Council meeting agenda. I believe he will be at the meeting tonight.
We are asking for your assistance in forwarding this information to the Council Members for their consideration.

Dear Mayor and Administrator,
Thank you for taking the time to meet with me this morning. I appreciate having the opportunity to discuss my concern
over the safety on my family and neighbors.
Background —
My wife and I purchased a home at 13870 202nd St. N, 2.5 years ago. We moved here from Marine. We have lived in
this area for many years. We purchased our dream home in the country! We have been very happy living here. Great
town, great neighbors and a peaceful town.
Last summer our neighbors to the north sold their home and new neighbors moved into the property.
I first met our neighbors on a Saturday morning last summer. I went to speak with them when we heard gun fire behind
our house. 4 males (one is the son of the owner) set up a make shift shooting range directly behind our house. No more
than 300 feet from our back door and 200 feet from our sports court. After 90 minutes or so of continuous shooting, I
approached them to express my concern regarding the safety of the situation as it was so close to my home. They
continued shooting for the next 4 hours. I decided to speak with them again. This time the home owner and wife joined
the shooting. As I walked over I saw them drinking beer while they were shooting. It was very intimidating speaking to
them when they had loaded weapons and consuming alcohol. During the shooting period of several hours, hundreds of
rounds were fired.
Since the first encounter, there have been several more long periods of gun firm behind our house. As few weeks ago
we finally decided to called the Sherriff after a few hours of gunfire. By the time the Sheriff arrived, the gun fire had
stopped. Again, hundreds of rounds were fired. This time they were shooting in a easterly direction. In the general
direction of our field being worked by a local farmer. This seemed very unsafe.
The last encounter was Friday June 10t". The gun shooting started around 1700. About an hour after the shooting
started, my wife called the Sheriff. The Sheriff responded and talked with our neighbors. The Deputy told me they were
drinking beer will shooting. The Deputy stated she did not think they were intoxicated but were drinking never the
less. Once the Deputy left, the gunfire started again and lasted until around 2100. 1 talked with the duty Sargent, Jim
Gribbles. He advised me there was really nothing they could do about the shooting. He told me of a similar situation
which the County Attorney would not press charges. He said the best thing to do was to talk with the Scandia City
officials.
I spoke to the County Attorney's assistant today. I need to get a copy of the police report and follow up later this week.
My Request —
My wife and I are very concerned about the situation. We believe this is a safety issue. When our neighbors are
shooting less than 200 feet from our backyard, we cannot enjoy being in our backyard. As a longtime member of the
NRA, I am not an anti -gun person. This being said, there is a time and place for shooting. There is never a time and place
for shooting and drinking alcohol 200 to 300 feet behind your neighbor's house for hours at a time.
I have done some research regarding firearms regulations. I understand the City of Scandia does not have specific
firearms shooting regulations. I found several other cities and townships in Washington County have
regulations. Attached are May Township, Stillwater Township and Grant Township examples. They all have rules
regarding shooting within 500 ft. of buildings.
I would like the City Council to consider drafting and implementing some similar regulations. I would also like to see
some reference to prolonged shooting and consumption of alcohol while shooting. Wouldn't be reasonable to restrict
shooting to a period of time say 60 minutes? Prolonged shooting practice really needs to be done at a practice
range. Regarding alcohol and shooting, the NRA rules of safety mention gun enthusiasts should not consume alcohol
will shooting.

In closing, we really need your help protecting the safety of my family. When our neighbors are shooting we cannot
enjoy our backyard as it is extremely loud and potentially unsafe. I am available anytime to speak with either of you
