Deadline/ Timeline: Work is scheduled to be completed by March 30, 2012 (Community Center and Uptown pump tank controls) and April 30, 2012 (new control panel for Warming House tank.) Background: • At its February 21 meeting, the Council approved an agreement with Bolton & Menk for professional services for work need to implement the 2011 Uptown Wastewater System Master Plan. • The first step in the project will be the installation of run time meters in the existing Community Center and Uptown pump tank control panels, and replacement of the Warming House pump tank controls. Wastewater must be sampled, and data collected from the run-time meters daily for at least a two-month period, before the plans can be prepared for the rest of the improvements. It is important that the sampling occur this spring (typically the wettest months of the year.) • Efforts by Bolton & Menk to secure more than one quote for this work were unsuccessful. Web Electric is familiar with the Uptown System and has provided a quote in the amount of$4,800, plus $1,500 if the existing conduit between the Warming House panel and Warming House pump tank cannot be reused. • The City`s purchasing policy allow purchases up to $10,000 to proceed without multiple quotes if the purchase is available from a single source. Bolton & Menk reviewed the quote and found that it is reasonable. Recommendation: Staff recommends acceptance of the quote from Web Electric in the amount of$4,800, plus $1,500 if the existing conduit cannot be reused. CONTRACTOR shall complete all Work as specified or indicated in the Contract Documents. The Work is generally described as follows: All labor,materials,equipment,uti]ities and all other things necessary for the construction of 2011 2nd Street and Alley Watermain Improvements. ARTICLE 2. ENGINEER. The Project has been designed by Bolton&Menk,Inc.,Consulting Engineers,2035 County Road D East,Suite B, Maplewood,MN 55109,(651)704-9970,fax (651)704-9971,who is hereinafter called ENGINEER and who is to act as OWNER'S representative,assume all duties and responsibilities and have the rights and authority assigned to ENGINEER in the Contract Documents in connection with completion of the Work in accordance with the Contract Documents. ARTICLE 3. CONTRACT T1ME 3.1. Installation of the elapsed time meters in the Uptown Pump Tank and Community Center Pump Tank control panels shall be completed on or before March 30,2012. Installation of the new Warming House Control Panel shall be completed by April 30,2012. 3.2 Contract Dates-The date of Agreement,listed above,corresponds to the later of the following: Date of approva]of award by Owner;or issuance of Notice of Award. The Contract shall become effective on the Effective Date shown on the signature page of the Agreement and after execution by all parties. ARTICLE 4. CONTRACT PRICE. 4.1 Owner shall pay CONTRACTOR for completion of work in accordance with the Contract Documents in current funds at the"Schedule of Unit Prices"attached hereto. The total estimated contract price is ARTICLE 5. PAYMENT PROCEDURES. CONT'RACTOR shall submit Applications for Payment in accardance with Article 14 of the General Conditions. Applications for Payment will be processed by ENGINEER as provided in the General Conditions. 5.1. Progress Payments. OWNER shall make progress payments on account of the Contract Price on the basis of CON'I'RACTOR'S Applications for Payment as recommended by ENGINEER. The work required under this Division shall include the furnishing of all labor,materials,tools, equipment,and performing all work and services necessary to install complete all materials as mentioned,inferred or required for a complete project in the accompanying sections of this Division. B. The work in this division shall include but not be limited to:Electrical Conduit and Boxes,Electrical Wiring,Electrical Equipment,Equipment Hook-up,Initial Operation,and Control Wiring. C. Permits,licenses,fees and service charges required in connection with the work shall be secured and paid for by the Contractor,and upon completion of the work the Contractor shall furnish proof of acceptance from the proper Local or State Department having jurisdiction. The furnishing,testing,and installing of all items and/or the performance of all work included in this section shall not be individually paid. All costs shall be included in the unit price bid for lift station complete. 1.3 REFERENCE SPECIFICATIONS,CODES AND STANDARDS A. Work,materials and manner of placing material shall conform in every respect with the latest provisions of local,state and national codes. B. Materials and equipment shall be new and of best quality,of the type best suited for the purpose intended,and be made by nationally recognized and substantially established manufacturers. The type and weight of material used for each purpose shall be as herein specified,and material shall conform with the requirements of the latest standard specifications of the"ASTM"for the particulaz material. C. Electrical materials used in this work shall be listed by the Underwriters Laboratories and shall bear their label. D. Where the notation of NEMA is indicated,the equipment shall conform to National Electrical Manufacturers Association Standards. E. All manufactured materials hereinafter specified,shown on the drawings,and/or approved through the shop drawing review process shall be installed or applied in accordance with the directions of the manufacturer unless specifically designated otherwise in the specifications or on the drawings. G. In the event of discrepancies between the Plans and Specifications and any controlling codes or standards,the Contractor shall consult the Engineer for a determination of precedence and absent or pending such determination,it shall be presumed that the more stringent requirement resulting in the safest installation shall control. 1.4 SUBMITTALS A. Shop Drawings 1. The Contractor shall submit four(4)copies of all shop drawings to the Engineer. 2. Shop drawings shall indicate catalog number,dimensions,voltage and current characteristics,wire sizes,construction and rough-in data of all materials to be used.Each shop drawing shall be certified as being checked and approved by the Contractor before submittal. 3. Final review of shop drawings shall not relieve the Contractor from the responsibility of errors in shop drawings. B. The Contractor shall submit four(4)copies of the"As-Built"wiring diagram with all wiring throughout the system shown with the individual tag numbers,which match the tags placed on the wires,clearly identified.\ PART 2--MATERIALS 2.1 CONDLIIT,FITTINGS AND SUPPORT A. General 1. Conduits shall be sized as noted or as required by NEC for number and size of conductors installed except that 3/4 inch shall be minimum size for branch circuit home runs and'/s-inch shall be minimum size for other conduit runs. Maximum size shall be as allowed by the NEC and within the limits of commonly manufactured sizes,except 3/8-inch flexible conduit shall not be used. 2. Conduit joints shall be cut square,threaded,reamed smooth and drawn up tight. Bends or offsets shall be made with standazd conduit ells or field bends made with an approved bender. 3. Conduit and raceways,unless the building construction forms an approved means of support,shall be securely fastened to the building structure by galvanized steel straps,clamps and hangers with suitable fastenings. Caddy fasteners as manufactured by Erico Products,or equal and approved, are acceptable support devices where applied according to manufacturer's recommendations. Concealed conduits shall be run in a direct line with long sweep bends and offsets. Exposed conduits shall be run parallel to and at right angles to building lines and neatly grouped and supported with approved conduit hangers or channel supports. Tie wires are not an acceptable method of support except in metal stud walls where tie wires may be used to secure the conduit to the metal stud. Wooden plugs shall not be used. 4. Conduit,fittings and boxes shall be concealed where building construction will permit(exceptions -drops from ceilings,risers from floor to island motors or appliances in equipment areas). 5. Conduits in poured concrete shall be provided with expansion fittings where the conduits cross building expansion joints. Expansion fittings shall be OZ Electrical Mfg.Company Type AX or equal. Conduits shall be continuous from outlet to outlet,from outlets to cabinets,pull or junction boxes and shall be secured to all boxes without locknuts and bushings in such manner that each system shall be electrically continuous throughout. Conduit ends shall be capped to prevent entrance of foreign materials during construction. 7. Changes in conduit sizes shall occur only at junction boxes. 8. On conduit systems,the connector fitting shall be of the insulated throat type. Where rigid conduit is connected to a threadless box,a double locknut method shall be used. 9. Exterior conduit shall be installed a minimum of 18 inches below grade. Where multiple conduit runs are indicated they shall be installed in the same trench. Backfilling shall be as specified elsewhere. 10. Conduit systems must be installed completely before conductors are pulled in. 11. Conduit seals shall be installed where shown on the drawings,specified herein,or required by code. Seals shall be installed on conduits that pass from a non-hazardous area to a hazardous area accordingtothe N.E.C. B. Material Types 1. Unless otherwise noted or allowed by the following paragraphs conduit shall be aluminum rigid metal conduit(ARC). 2. Interior conduit shall be aluminum. Conduit,elbows and couplings shall be as manufactured by Kaiser,Reynolds,or equal. 3. Wet well conduit mounting hardware in wet well shall be stainless steel. 4. Feeder runs in concrete slabs or masonrv walls or where specifically shown shall be galvanized rigid conduit(GRC). Fittings shall be of the threaded type. 5. Metallic exterior conduit or within building limits that is in contact with earth shall be galvanized rigid conduit with factory applied vinyl plastic coating.Nicks in plastic coated conduit shall be repaired with plastic material as recommended by the manufacturer. 6. Conduit seals shall be Crouse Hinds series EYS seals. 2.2 OUTLET BOXES,PULL BOXES AND JUNCTION BOXES A. Outlet boxes shall be cast aluminum FS type with threaded openings as required and shall be manufactured by Appleton,Stee]City,National Electric,Raco,or equal. B. Outlet boxes shall be at least 1-1/2 inches deep,single or gang style type,of size to accommodate devices noted. Outlet boxes in masonry walls may be special masonry type. Outlet boxes on exposed conduit runs in unfinished areas and equipment rooms shall be 4-inch square or multi-gang boxes with matching raised covers. Outlet boxes for receptacle devices shall be provided with grounding lead lug or screw. C. Exterior outlet boxes shall be cast aluminum type with weatherproof cover. Outlet boxes noted as WP (weatherproofl shall be a surface or flush(as noted)cast aluminum FS type box with at least four machine screw connections for a gasketed device and cover. D. Pull boxes and junction boxes are generally not indicated on drawings except for special requirements. The Contractor shall install pull boxes or junction boxes as required to facilitate wire pulling. Pull boxes and junction boxes shall be installed in accessible locations and shall not be installed in finished spaces without approval of the Engineer. E. Wire and cable shall be as manufactured by Anaconda,Cyprus Cable Corp.,Hatfield,Triangle or equal. 3. Wire and cable shall be not older than l2 months. 4. Conductor sizes shall be standard American wire gauge sizes and shall be as noted on the drawings. Wire and cable shall be delivered to the job in standard coils or reels without splices and with approved tag noting length,wire size,insulation type and manufacturer's name;and shall be suitably protected from weather and damage during storage and handling. 6. Warming House Control Pane] 1. A new control panel shall be provided and installed. The control panel shall be SJE Rhombus Model 1121W914H8A10E,single phase, simplex motor contactor control with alarm package, weatherproof NEMA 4X enclosure, 120V magnetic motor contactor,rated for 7-15 FT.A, 120V circuit breaker,and float switch operation. Panel shal]include three(3)20' SJE Signal Master control switches for pump on,pump off,and high water alarm operation. If longer control switches are necessary to facilitate installation of control panel on side of Warming House,they shall be provided. B. Community Center Pump Tank Control Panel 1. The Contractor shall remove and dispose of the existing Warming House Pump Tank control panel and install the new control panel and float switches as specified. 2. The new Warming House Control Panel shall be installed on the westerly exterior wall of the warming house. Floats shal]be mounted inside the existing pump tank. The floats shall be attached to a stainless steel cable mounted vertically inside the pump tank with a 10-1b,vinyl coated anchor fixed to the bottom of the cable. B. Community Center Pump Tank Control Panel 1. The new elapsed time meters shall be installed inside of the existing control panel. The meters shall be affixed to the control panel using screws or mounting adhesive as recommended by the manufacturer. C. Uptown Pump Tank Control Panel 1. The existing event counters inside the existing control panel shall be salvaged and delivered to the Owner. 2. The new elapsed time meters shall be installed inside of the existing control panel.
