Re: Engineering Services
We were notified this week that Ryan Goodman has resigned his position at Stantec. Ryan has been
Scandia's designated City Engineer since August of 2011,when he succeeded Paul Hornby who had
been City Engineer since 2008.
The City has been working with Stantec(formerly Bonestroo)since 1997. An updated contract was
approved by the Council on April 17,2012.
Stantec has proposed Phil Gravel,PE,to replace Ryan as City Engineer. Mr. Gravel will be present at
the May 8 meeting to meet the Council and to answer any questions you may have. Staffwill
recommend that the Council take action at the May 15 meeting to formally designate Mr. Gravel as
City Engineer.
Staffmet with the Stantec staffto discuss items they are working on for the City of Scandia. The most
critical items currently are:
• 2012 Patching and Seal Coating Project—Plans and specifications are expected to be ready for
the Council's approval at the May 15 meeting. Other Stantec team members have been
involved in the project so Ryan's departure should not cause any delays.
• Anderson/Erickson Sewer System—The primary technical expert at Stantec(Clint Jordahl)is
still available to work on this project.
• Capital Improvement Plan(CIP)/Street Reconstruction Policy—We were expecting a lot of
involvement by Ryan in preparing for our upcoming meetings on the CIP,particularly the
meeting scheduled for May 22 at which options for Melanie Trail were to be presented to
residents. With Ryan's departure there will not be enough time to prepare for this meeting.
Notices to residents have not been mailed and staff is recommending we delay that discussion
to the CIP meeting scheduled for Monday,June 18. Phil Gravel is familiar with Scandia's
Pa�ement Management Plan so should be able to help us prepare for that meeting.
There are a number of other smaller items that Ryan has been working(such as closing out the public
improvements in the Tii Gavo subdivision.) I've discussed these with Stantec and we believe that we
can keep these other items on track.

The timing of Ryan's departure is unfortunate as it also coincides with the arrival of the city's new
Maintenance Superintendent. Even though Ryan had been designated City Engineer for less than a
year,he had been involved in all of Scandia's engineering projects since 2005 and was very
knowledgeable about the city and its streets. The loss of this resource is significant.
The Council may decide that it wants to issue a Request for Proposals (RFP) for engineering services
at some point in the future. However, Stantec can provide continuity in the short term. I recommend
that any RFP be delayed for at least six months given the status of existing work and the transitions
that are/will be occurring with City staff. The City also has agreements with two other engineering
firms (a general ageement with TKDA, and an agreement for services for the Uptown Sewer System
with Bolton&Menk)which may also be helpful in the meantime.

Stantec (formerly Bonestroo) has served Scandia since 1996 and we have very much appreciated our
opportunity to serve the community. Ryan Goodman of our firm has been our client representative for
Scandia since August of 2011. As we discussed last week, Ryan has decided to pursue an opportunity
with another firm.
Going forward, we propose that I serve as the firm's client representative for Scandia. I have been with
Stantec (formerly Bonestroo) for over 25 years. I lead a team of engineers who specialize in working
with small to medium sized communities. As a team leader, I have been involved with Scandia for
several years. Before then I worked with Tom Peterson on street projects and other miscellaneous
projects.
I have a good working knowledge of the issues within the community. My experience with pavement
management programs, including yours, will be beneficial. My background includes working with
Individual Sewage Treatment Systems; therefore I will be able to offer some insight on your current
issues with the community drainfields. I am up to speed on other current projects in Scandia including:
2012 Seal coat and Patching Project, CLFLWD Fish Barrier Project, Goose Lake Ravine Project, the
CIP, Melanie Trail, and Tii Gavo.
Please also note that I have a good working relationship with both watershed districts, Washington
County, your planner, your building official, and your attorney. I'm looking forward to working with the
new Maintenance Superintendent Tim Kieffer and will meet with him early next week.
I am excited about the opportunity to work with Scandia am committed for the long haul. Attached for
your further information is a current resume outlining my relevant experience.
