Background: • The 2012 budget includes a new part-time, temporary seasonal position
within the Public Works Deparhnent. A job description has been
prepared for Council approval.
• The 2012 pay rate for the position was set at $10.00 to $12.25 per hour.
The budget is sufficient to cover about 14 work weeks at an average of 3
days per week. The work schedule would vary based upon the jobs to be
performed, and somewhat upon the weather.
• During almost half the summer season, one of the full-time workers is
mowing roadsides, while the other is working on shoulders,road signs,
patching and other tasks. Many tasks can be performed more efficiently
with another set of hands available. Even when both staff inembers are
working together, a third person would make certain tasks more safe and
efficient. For example, road patching goes much faster if two people are
patching and a third is driving the truck. Last year, the Maintenance
Supervisor helped with some tasks,but this was not cost effective.
• This year, we are planning for the full-time staff to take on some
additional work preparing roads for patching, to stretch the available
contractual road maintenance dollars (made possible by purchase of the
skid-steer.) It is difficult for staff to safely work alone within road
rights-of-way. Some additional manual labor and help with traffic
control will help them accomplish more, with increased safety.
• Staff will soon also be taking on a new daily task (reading meters) and
other work related to the sewer systems (such as replacement of a
number of tank covers foe the Uptown system.) Another worker will help
accomplish some of the simpler tasks and help us avoid taking effort
away from the "prime-time" road maintenance work. There are many

other tasks that this position could help with to free up our skilled
workers (such as cleaning jobs or running for parts.)
• Because of the schedule for upcoming Council meetings, it will be
difficult to fill this position in a timely manner if we must wait for
Council approval. The timeline above assumes that the Council would
allow staff to fill the position and ratify the hire after the fact.
Recommendation: I recommend that the Council:
1) approve the job description for the position of Part-Time Temporary
Maintenance Worker(Public Works/Summer) and
2) authorize staff to advertise, interview, and fill the position, subject to
later ratification by the City Council.

POSITION DESCRIPTION
TITLE: MAINTENANCE WORKER, PART-TIME TEMPORARY
(PUBLIC WORKS/ SUMMER)
STATUS: Temporary seasonal (average 24 hours/week, approximately
14 weeks) position
Normal working hours, per personnel policy
FLSA Non-Exempt
REPORTS TO: Maintenance Supervisor
City Administrator
City Council
PRIMARY OBJECTIVE: Assist with a wide variety of tasks involved in the
maintenance and operation of city facilities and infrastructure.
ESSENTIAL FUNCTIONS:
1. Assist with road maintenance including pavement patching, traffic control and
other tasks not requiring operation of heavy equipment or commercial vehicles.
Assist with mowing, road sign replacement, trash and dead animal removal,
inspection and removal of road hazards such as fallen trees, limbs or brush.
2. Assist with grounds and building maintenance of city facilities including
Community Center, Public Works/Fire Hall, Annex, parks, ball fields and boat
landings. Duties include cutting, trimming, weeding, brush and trash removal,
sweeping and similar tasks. Set up and take down furnishings and equipment for
events and meetings.
3. Assist with janitorial work at city buildings, including cleaning of office, shop
restroom and kitchen areas, floor cleaning, dusting, trash and recycling removal,
window cleaning, monitoring and maintaining supplies of consumable products
and supplies.
4. Assist with reading of utility meters.
5. PerForm preventative maintenance and safety checks on all equipment used.
6. Attend safety meetings and other training as required.
7. Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of operation of lawn care equipment such as mowers and trimmers.
2. Ability to make minor repairs and adjustments to equipment.
3. Some mechanical aptitude.
4. Ability to do some lifting, bending, climbing, reaching, overhead pushing and
pulling.
EXAMPLES OF PERFORMANCE CRITERIA:
1. Maintenance workers perForm as a team to accomplish objectives.
2. Facilities and equipment are maintained in a neat, clean and orderly manner at
all times.
3. Equipment is utilized appropriately, effectively and safely.
4. Communicates with elected officials, staff and citizens in a polite and courteous
manner.
5. Keeps supervisor informed of all significant matters he/she must know to perform
his/her responsibilities effectively.
MINIMUM QUALIFICATIONS:
1. Must be 18 years of age or older.
2. Valid class "D" driver's license and good driving record.
3. Must be able to physically perform functions of the position including lifting or
moving up to 50 pounds occasionally.
4. Previous experience with municipal and/or grounds maintenance is desirable.
