A special meeting of the Scandia City Council was held on the above date. Mayor Dennis Seefeldt
called the meeting to order at 6:30 p.m. The following were present: Council members Pete Crum,
Connie Amos, Dolores Peterson, John Lindell, and Mayor Dennis Seefeldt. Staff: Administrator
Anne Hurlburt, City Attorney David Hebert. The purpose of the meeting was to evaluate the ability
of Maintenance Supervisor John Morrison to return to work following a medical leave. Mr.
Morrison was given notice of the meeting but did not attend.
This meeting was closed under an exception to the Minnesota Open Meeting Law that allows the
Council to close a meeting to evaluate the performance of an employee. The meeting was tape
recorded as required by state law.
The position description for the Maintenance Supervisor was reviewed. Administrator Hurlburt
briefed the Council on the medical assessments provided by Mr. Morrison’s doctors. There was
consensus that Mr. Morrison could return to work after an examination by a physician of the City’s
choosing and after he is cleared for a full return of driving privileges including a CDL. He must
comply with any recommended restrictions. A leave of absence without pay should be approved
for up to 30 days, but he may return at an earlier date if he can perform all of the requirements of
the job. A report, and appropriate motions, will be made at the regular Council meeting following
the special meeting.
