05-05-09 Special Budget Meeting
May 5, 2009
A special meeting of the Scandia City Council was held on the above date. Mayor Dennis Seefeldt
called the meeting to order at 5:35 p.m. The following were present: Council members Pete Crum,
Connie Amos, Dolores Peterson, John Lindell, and Mayor Dennis Seefeldt. Staff: Administrator
Anne Hurlburt, Treasurer Colleen Firkus, Fire Chief Jim Finnegan, Assistant Fire Chief Steve
Yehle, Assistant Fire Chief Mike Hinz, Fire Captain Bill Havener and Firefighter Ron Hawkinson.
The purpose of the meeting was to discuss reductions in the 2009 budget due to the anticipated loss
of approximately $64,000 in reimbursement for the state Market Value Homestead Credit, which
will reduce the property tax levy expected in the budget.
Administrator Hurlburt presented a number of possible reductions for discussion, in the general
categories of capital purchases, equipment replacement, professional services, contractual road
maintenance and repairs, city contribution to the fire relief association, insurance, fuel and office
supplies.
After discussion, the Council directed that staff prepare a budget amendment for further discussion
and action at the May 19 meeting. There was a general consensus on the following budget
changes:
Parks—increase expenditure for Skate Park Equipment +$2,500
Parks—increase revenue for Lion’s Donation -$7,500
Insurance (several departments)-- reflect actual premium amounts -$5,553
Public Works—reduce fuel budget -$10,000
Legal—reduced based on 2008 actual -$5,000
Engineering—reduced based on 2008 actual -$10,000
Administration/ Bldg—reduce office supplies to 2008 actual -$2,150
Planning—reduce funding for zoning ordinance update -$20,000
Parks—reduce costs for warming house roof based on recent bids -$2,000
Public Works—reduce contractual road maintenance -$20,000
Fire—reduce building maintenance budget -$4,000
Net budget impact, tax levy required: $-83,703
