02-03-10 Council February 3, 2010 A regular meeting of the Scandia City Council was held on the above date. Mayor Seefeldt called the meeting to order at 7:03 p.m. Following the Pledge of Allegiance, roll call was taken. The following council members were present: Council members Connie Amos, Pete Crum, John Lindell, Dolores Peterson and Mayor Dennis Seefeldt. Staff present: Administrator Anne Hurlburt, City Attorney Dave Hebert, Deputy Clerk Brenda Eklund. APPROVAL OF AGENDA Crum, seconded by Peterson, moved to approve the agenda as presented. The motion passed unanimously. EXCLUDED GAMBLING PERMIT, SCANDIA WOMEN’S SOFTBALL Peterson, seconded by Amos, moved to approve an Excluded or Exempt Lawful Gambling Permit for Scandia Women’s Softball to conduct Ham Bingo and Turkey Bingo at the Scandia Community Center on March 26, 2010 and November 19, 2010. The motion passed unanimously. EXCLUDED GAMBLING PERMIT, SCANDIA PTO Amos, seconded by Crum, moved to approve an Excluded or Exempt Lawful Gambling Permit for the Scandia PTO to conduct a raffle on March 27, 2010. The motion passed unanimously. The Planning Commission meeting was called to order at 7:30 p.m. The following were present: Commission Chair Chris Ness, Commissioners Tom Krinke, Susan Rodsjo and Peter Schwarz. Absent: Commissioner Christine Maefsky. Staff present: City Planner Sherri Buss, TKDA. WORK SESSION ON DEVELOPMENT CODE The Council and Planning Commission met in a workshop setting to review a draft of Chapter 1 of the Scandia Development Code. This administrative chapter was prepared following the January 12 work session. Definitions, basic procedures and notice requirements contained in the draft were reviewed in a discussion led by City Administrator Anne Hurlburt. It was emphasized that the definitions section is considered a work in progress. Changes will be necessary as district regulations are discussed at future work sessions. An administrative permit and approval process will be replacing the current practice of issuing a certificate of compliance for uses or events which meet performance standards. This approach will allow the applicant to proceed without waiting for council approval. A site plan review will also be a new procedure in the updated Development Code. The group discussed the criteria for classifying site plan reviews as either major or minor. Section 13, Nonconforming Buildings, Structures, Uses and Lots will be further reviewed in the next work session.
