02-23-10 Council and Planning Commission Special February 23, 2010 A special joint meeting of the Scandia City Council and Planning Commission was held on the above date, for the purpose of discussing the update to the Development Code. Mayor Dennis Seefeldt called the meeting to order at 6:20 p.m. The following were present: Council members Pete Crum, Connie Amos, John Lindell, Dolores Peterson and Mayor Dennis Seefeldt; Planning Commissioners Tom Krinke, Christine Maefsky and Peter Schwarz. Staff present: Administrator Anne Hurlburt, City Attorney David Hebert and City Planner Sherri Buss. Administrator Hurlburt gave an overview of Section 13, Nonconforming Buildings, Structures, Uses and Lots of Chapter 1 (Administration.) Some edits will be made. The entire Administration Chapter will be reviewed again, along with the definitions section, when the entire draft code has been assembled. Planner Buss reviewed the three agricultural districts; Agriculture- Core (AG C), the Agriculture Preserves District (AP) and the General Rural District (GR). New definitions for agricultural uses were discussed. Some changes will be made to definitions to clarify how animal slaughter fits in with other agricultural uses. The definition of “Agritourism” will be clarified with respect to events such as corn mazes that may attract larger crowds. Institutional uses (such as schools and places of worship) will be taken out of the AG C District to be consistent with the Comprehensive Plan. The language in the AG C District that refers to the Ag Preserves statute will be replaced with complete lists of uses that will be allowed based on the interpretation of the statute. How “essential services” are defined and permitted will be examined for all districts, as will solar energy facilities. References to allowed densities will be added to the chart of dimensional requirements for all districts. A draft zoning map was reviewed. No changes for the agricultural districts were identified. The full names of the districts will be added to the map. The Village Neighborhood (VN) district was discussed. Discussion of the remaining draft zoning districts will continue as part of the March 2, 2010 Planning Commission and Council meeting. An additional work session may be scheduled after that date.
