07-27-10 Council and Planning Commission Special July 27, 2010 A special joint meeting of the Scandia City Council and Planning Commission was held on the above date, for the purpose of discussing the update to the Development Code. Mayor Dennis Seefeldt called the meeting to order at 5:45 p.m. The following were present: Council members Pete Crum, Dolores Peterson, Connie Amos, John Lindell and Mayor Dennis Seefeldt; Planning Commissioners Chris Ness, Christine Maefsky, Tom Krinke and Peter Schwarz. Staff present: Administrator Anne Hurlburt, City Attorney David Hebert and City Planner Sherri Buss. Administrator Hurlburt gave an overview of the complete drafts of Chapter 1 (Administration) and Chapter 2 (Zoning) of the Development Code. Hurlburt and Buss led a review of Section 3, of Chapter 2, Development Standards. Changes were identified for the following sections:  3.1(2)- correct reference to county ordinance  3.2 (3)(A)- allow agricultural buildings (barns and silos) to exceed one story in height, allow other accessory structures to exceed one story by Conditional Use Permit  3.2 (3)(B)- edit table to allow 2,500 sq. ft. accessory structure for lot 5.00 acres or greater  3.3 (1)A)- add diesel fuel to list of hazardous materials  3.3(4)(D)- allow properly maintained compost piles  3.4(4)- change “activities on the property” to “activities relating to the property”  3.5, Fences- delete (1)(B) and add “woven wire” to item (3)(A);  3.7 (2)- delete “unless a Watershed District or Watershed Management Organization has permitting authority”  3.7 (4)(G)- change “should” to “shall”  3.9 (4)(D)2- correct reference to Section 3.9(4)(C)2.  3.10(1)(E)- review reference to “storage compartments” for consistency with language on shipping containers in Section 3.4  3.11(6)(C)3- make sure “understory” is clearly defined  3.12(4)(G)- review species lists in (G) and (G)1 for consistency, put in alphabetical order, add scientific names; restore ash genus to definitions so replacement is required  3.12(5)(A)4- delete this item on screening of OSCS; will be covered by review of landscape plan  3.12(5)B)- add that required screening should be 100% opaque  3.13(7)- delete requirement of CUP for signs for uses requiring a CUP Members were asked to review the compete draft of Chapters 1 and 2 prior to the August 3 meeting. At that time a schedule for public review of the ordinance will be discussed, with the goals of adopting the ordinance in November.
