08-17-10 Council August 17, 2010 A regular meeting of the Scandia City Council was held on the above date. Mayor Seefeldt called the meeting to order at 7:05 p.m. Following the Pledge of Allegiance, roll call was taken. The following council members were present: Council members Connie Amos, Pete Crum, John Lindell, Dolores Peterson and Mayor Dennis Seefeldt. Staff present: City Administrator Anne Hurlburt, City Attorney Dave Hebert, Building/Code Enforcement Official Steve Thorp, Fire Chief Jim Finnegan, Police Deputy Chris Majeski, Treasurer Colleen Firkus and Deputy Clerk Brenda Eklund. PUBLIC FORUM There were no public comments. APPROVAL OF AGENDA Amos, second by Lindell, moved to approve the agenda as presented. The motion carried unanimously. The motion carried unanimously. PARK AND RECREATION COMMITTEE Park and Recreation Committee Vice-Chair Sally Swanson reported on the activities of the Parks Committee. The Committee is discussing 2011 budget planning. Buckthorn removal is continuing in Lilleskogen Park through volunteer efforts. August 17, 2010 Scandia City Council Page 2 of 3 POLICE DEPARTMENT Police Deputy Chris Majeski reported on police activities within the last month. The department is investigating a residential burglary on Lofton Avenue, an attempted break-in in the Bliss neighborhood, a report of stolen mail and use of a stolen credit card. Council member Lindell asked for a statistical trends report on calls and tickets. Staff will contact the County Sheriff’s Department for this report. FIRE DEPARTMENT Fire Chief Jim Finnegan reported that the department responded to twenty calls in July. The new rescue truck is in service and working well. State of Minnesota Equipment Grant Scandia Fire and Rescue Department has been selected to receive a $2,000 grant through the State of Minnesota to reimburse equipment costs. Fire Chief Finnegan proposes to use the grant funds to offset the purchase of turnout boots for fire department members. Amos, second by Peterson, moved to accept the grant agreement with the State of Minnesota Department of Natural Resources for a $2,000 grant for fire department equipment. The motion carried 5-0. Minnesota Board of Firefighter Training and Education Grant Scandia Fire and Rescue Department has been selected to receive an $8,800 grant to reimburse training costs. Fire Chief Finnegan stated that the grant will offset costs of a Firefighter 1 class for the new firefighters, an officer’s course, and an emergency vehicle driving course. Crum, second by Amos, moved to accept the grant of $8,800 from the Minnesota Board of Firefighter Training and Education for reimbursement of training costs. The motion carried 5-0. BUILDING OFFICIAL/MAINTENANCE SUPERVISOR Building Official/Maintenance Supervisor Steve Thorp reported on building activity and public works operations. Two new home permits were issued in July. Shouldering and mowing of the right of ways is continuing through this month. Heavy rains have contributed to minor washouts. CITY ADMINISTRATOR City Administrator Anne Hurlburt reported that the Human Resources Committee interviewed seven Maintenance Worker candidates on August 13. A conditional offer has been made to one candidate, with council approval being addressed at the next regular meeting. PRESENTATION FROM LAKES AREA COMMUNITY TELEVISION (LATV) Gail Mohr and Tim Schingen of the Forest Lake Cable Television Commission reported on improvements being made to the public access cable channel. A new “Ranger 10” channel will cover school activities in Scandia, Forest Lake and Columbus. The station is also working on making shows available to be streamed from their website to residents who do not receive cable television service. Council also discussed filling the vacant citizen representative position on the Commission. August 17, 2010 Scandia City Council Page 3 of 3 PURCHASE OF TIGER BOOM FLAIL MOWER Building Official/Maintenance Supervisor Steve Thorp presented a quote of $11,593.00 from St. Joseph’s Equipment for the purchase of a Tiger boom flail mower. The boom mower currently in use was identified for replacement in 2011, but has been down for repairs several times this season, delaying the city’s roadside mowing. As the Capital Improvement Program had identified the rear ditch mower for replacement in 2010, staff decided to switch replacement schedules for the two pieces of equipment. The above quote is off the state contract purchasing price. Peterson, second by Crum, moved to authorize the purchase of a Tiger boom flail mower from St. Joseph Equipment at a cost of $11,593.00 plus tax. The motion carried 5-0.
