10-27-10 Council Special Council Interviews
October 27, 2010
A special meeting of the Scandia City Council was held on the above date. Mayor Dennis Seefeldt
called the meeting to order at 6:30 p.m. The following were present: Council members Pete Crum,
Connie Amos, Dolores Peterson and Mayor Dennis Seefeldt. Staff: Administrator Anne Hurlburt.
The purpose of the meeting was to interview applicants for vacancy on the City Council.
The Council discussed a draft list of questions to be asked of all applicants, as follows:
1. Please tell us why you are interested in appointment to the City Council.
2. Tell us about your life experiences that have prepared you for this position.
3. What’s the best thing about Scandia? What are you proud of?
4. Would you have any specific goals for your service on the Council?
5. In tight budget times, what might you cut? And how would you go about making that
decision?
6. Is there anything else we need to know about you?
Peterson, second by Crum, moved to approve the questions for Council applicants as written.
The motion carried 4-0.
The Council interviewed the following applicants: Susan Rodsjo, Tom Brambilla, Cynthia Boyce,
Peter Schwarz, Steve Philippi, Daniel Lee, Chris Ness and Jim “Moose” Malmquist.
Council members each listed their top 4 candidates, in no order of preference, as follows:
Peterson: Philippi, Ness, Lee, Boyce
Amos: Malmquist, Brambilla, Ness, Lee
Crum: Rodsjo, Philippi, Ness, Lee
Seefeldt: Rodsjo, Ness, Philippi, Malmquist
Finding that 3 candidates (Lee, Ness and Philippi) were listed 3 or more times, Council members
ranked those candidates in order of preference as follows:
Peterson: (1) Philippi, (2) Ness, (3) Lee
Amos: (1) Ness, (2) Lee, (3) Philippi
Crum: (1) Philippi, (2) Ness, (3) Lee
Seefeldt: (1) Ness, (2) Philippi, (3) Lee
In discussion, the Council noted that Ness had been ranked the highest with 2 number one rankings
and 2 number two rankings. His appointment would create an immediate vacancy on the Planning
Commission, and Philippi, as the second-ranked applicant, could be appointed to fill that position.
Philippi was no longer present at the meeting, so staff was directed to contact him to determine
whether he is interested in appointment.

Administrator Hurlburt pointed out that there are also vacancies on the Parks and Recreation
Committee and that there may be other vacancies on the Planning Commission and other
committees in the coming months.
Peterson, second by Crum, moved to appoint Chris Ness to the City Council for the term
ending in 2012, and to direct staff to contact all of the Council applicants to determine their
interest in serving on other city commissions or committees. The motion carried 4-0.
Staff was directed to include the swearing-in of new Council member Ness, and a possible
appointment to the Planning Commission, on the agenda for the November 3, 2010 meeting.
The meeting adjourned at 8:52 p.m.
