Re: Meisters Authorization to Sell Beer at Wayne Erickson Memorial Ballfield, June 28-30,
2024, Men’s Fastpitch Tournament
Background:
State statute allows the City Council to authorize holders of a retail on-sale liquor license to sell
alcohol at a community festival or at any convention, banquet, conference, meeting or social
affair conducted on the premises of a sport, convention or cu ltural facility owned by the city.
The licensee must have liquor liability insurance as prescribed by state statute to cover the
event.
Issue:
Should the City Council authorize Meister’s Bar & Grill to sell beer at the Wayne Erickson
Memorial Ballfield as part of the Men’s Fastpitch Tournament?
Proposal Details:
Scot Taylor of Meister’s Bar & Grill has applied for a temporary liquor license for the off-
premise sale of beer at the Wayne Erickson Memorial Ballfield on Friday, June 28 from 5pm-
10pm, Saturday, June 29 from 10am-10pm, and Sunday, June 30 from 10am-4pm in
conjunction with the Men’s Fastpitch Tournament. Meister’s will also be selling food from the
concession stand at the ballfield. As required by the permit holder, the business has liquor
liability insurance coverage on file with the City for this year’s license period.
In February, the City Council approved a Park User Permit for Dan Lindgren of the Scandia
Athletic Association to conduct this tournament at the lighted ballfield. Meisters was approved
for beer sales in past years for this event with no reported incidences.
Fiscal Impact:
$25 application fee has been paid.
Options:
1) Authorize Meisters to sell beer at the Wayne Erickson Memorial Ballfield on June 28-30,
2024 as described in the application received May 9, 2024.
2) Add conditions to approval.
3) Do not authorize Meisters to sell liquor at the Wayne Erickson Memorial Ballfield on
June 28-30, 2024.
Recommendation:
Option 1)
