Subject: 21077 Penrose Ave N. – Outlot A
Background:
The City owns Outlot A shown below on Penrose Ave N. The Outlet is part of the Waldon
Meadows subdivision, whose original plat is attached. It was deeded to the City in 1992 by Donna
Larson. The Outlot contains a drainage and utility easement dedicated within the development.
The homeowner at 21077 Penrose Ave. N. has inquired about purchasing the Outlot. The city does
not use the lot. It could be sold with the condition that nothing be built on the lot to preserve the
drainage easement. Washington County currently values the parcel at $2,000. The homeowner has
offered $3,000, which should cover the costs of drafting the quitclaim deed and filing it with the
County.
