The Scandia Economic Development Authority met in the Board Room at the Scandia Community Center
on Monday, August 11, 2014 beginning at 6:30 p.m. Commissioners Present: Tom Triplett, Dan Lee,
Sally Swanson, and Bruce Swenson. Commissioners Absent: Greg Isaacson. Staff Present: Judi Negus.
The meeting was called to order at 6:30 p.m. by Swanson.
Motion by Triplett, seconded by Lee, to approve the July 14, 2014 minutes. Motion carried.
Motion by Lee, seconded by Swenson, to approve the agenda. Motion carried.
Public Forum: There were no comments.
Commissioners reviewed possible programs to assist development in the City. Lee suggested tax
abatement was no longer considered. Swanson mentioned some store fronts north of highway 97 could
be updated. Triplett stated the EDA should hold off on recommending possible programs until after the
business meetings and ask businesses what they would like the EDA to consider. Swanson suggested it
would be a good opportunity to explain the different programs to the businesses at the meeting.
Commissioners agreed a medical center could bring in needed services based on City demographics.
Triplett suggested the need for a market study. Lee questioned the cost of a market study. Swenson
informed of the need to change zoning if the medical center were to be located adjacent (east) of the Fire
Department. Swanson stated the need to get on the next City Council agenda to recommend appearing
before the Planning Commission to propose rezoning.
Motion by Triplett, seconded by Swenson, to postpone the election of officers until all Commissioners are
present at the next meeting. Motion carried.
Commissioners reviewed the draft business meeting agenda and agreed the meeting should be held in the
late fall, preferably the beginning of November. Commissioners suggested goals for next year to include
zoning issues and bringing a medical center and housing units to Scandia, as well as continuing to expand
broadband services. Accomplishments included broadband improvements and upgrades, as well as
exploring other City EDAs.
Commissioner Reports: Swenson reported Todd's Home Center was in contact with Holiday and Kwik
Trip. Both were not interested in Todd's Home Center because of the limited population. Triplett
provided a written report regarding options for pursuing a full service medical clinic.
Executive Director Report: Handt provided a written report including Met Council housing information
and a listing of Washington County programs and services she received at the July 17, 2014 HRA
meeting.
The next meeting will be Tuesday, September 9, 2014 at 6:30 p.m.

Background:
In April the EDA approved a BRE survey and began contacting businesses in Scandia. Questions
came from the U of M BRE question bank. Thirteen (about 30%) of the 44 businesses targeted
for the BRE returned their surveys.
Issue:
Informational Only. Guide Next Steps/Goals/Projects for EDA
Proposal Details:
A summary of the results are as follows:
✓ Most businesses are closely held corporations
✓ Two thirds of respondents lease their current space
✓ Nine of the respondents have between I and 5 full time and part time employees. This
number has changed little over the last 3 years and isn't anticipated to change much over
the next 3 years
✓ For those that reported part time employees, 4 were of a seasonal (spring, summer) nature
and 8 had year round PT employees
✓ Employers found new employees through referral and on the internet
✓ Owned homes rated average or above for quality, availability and location but below
average for affordability.
✓ Rental housing was average or below in all categories
✓ Two businesses did not have internet because of cost or the unavailability
✓ Popular advertising mechanisms were Yellow Pages, Weekly newspaper, and
Brochures/Flyers and there was little sharing of advertising expense with other businesses
✓ Over the last three years customers and sales have increased while profits have remained
the same. Little change is expected over the next three years though a few were
predicting higher profits.
✓ Four businesses are looking to improve building or equipment and two indicated the need
for financial assistance
✓ Ten indicated their storefronts needed cosmetic improvements
✓ Growth in the business could be in the form of a new building, additional employees or
new equipment/technology
✓ Inadequate return on investment and planning and zoning restrictions were seen as
constraints on expansion
✓ Nine businesses rated the community as an average or above average place to do business
✓ Retail shopping in the community scored average or below average
✓ What is the most significant thing Scandia could do to help improve your business
activity?
• Mall growth, expansion
• Signage on the main highway might help, stay the only pizzeria in town

• Encourage local support for businesses. We are a community of followers so lead

• Property taxes on business. Our concern is how high will it go. Right now we pay
for property taxes every month.

Background:
Over the last couple meetings the EDA has been planning for a couple meetings with businesses this fall.
Issue:
When should the meeting(s) be?
Which business groups are we inviting?
Proposal Details:
A draft agenda for a meeting is included in your packet.
A draft letter inviting businesses is also included in your packet. Dates for the meetings should be
established. Previous discussions were to have one morning meeting and one meeting evening to give
businesses options to best fit their schedule.
Also, which businesses would the EDA like to invite to these meetings. I've included the Dunn and
Bradstreet listings in your packet and that would be hundreds of invites. Alternatively, I've also included
the businesses contacted for the BRE. That would be about 40 businesses. The EDA may also want to
add the few industrial businesses to that list so that everyone with a commercial property is invited.
Fiscal Impact:
The EDA has not yet spent any of its $1,000 budget. Postage, food and other meeting supplies could be
provided within the budget.

Dear Scandia Business,
The Scandia Economic Development Authority (EDA) would like to invite you to gathering of Scandia
businesses in November to discuss ways the EDA can assist your business and others in the community.
Created just last year, the EDA has been researching programs in other communities and gathering input
from around Scandia. We'd like to hear from more businesses before moving ahead with any plans.
The gathering will be a small, informal discussion over refreshments. It's an opportunity for you learn
about the EDA and to share your feedback.
The EDA will be holding two meetings at the Community Center in November (?). Please call

Re: Election of Officers
Background:
Per the resolution establishing the EDA and the Bylaws, the following officers of the EDA need
to be designated: President, Vice -President, Treasurer, Secretary, and Assistant Treasurer. The
President, Treasurer, and Secretary are elected annually. The Vice President and Assistant
Treasurer may hold office for any term as designated by the Board. The same person cannot be
President and Vice -President at the same time.
Last August the EDA appointed all positions for one year as follows:
President: Sally Swanson
Vice President: Tom Triplett
Treasurer: Dan Lee
Secretary/Asst Treasurer: Kristina Handt
Issue:
Who should be appointed to the officer positions of the EDA? What term is established for the
Vice President and Assistant Treasurer?
Proposal Details:
The Secretary and Assistant Treasurer need not be members of the Board. The President, Vice -
President and Treasurer shall be members of the Board.
Options:
1) Make appointments to all offices at this meeting
2) Post pone all elections until next meeting.

Re: City of Scandia Request for Service Extensions and Cost Participation
Dear Ms. Handt:
Thank you for your letter of August 7, 2014, requesting Midcontinent to review certain
areas for the potential of expansion of the cable plant in Scandia. Midcontinent has reviewed the
areas in question and, using the requirements set forth in the Cable Television Franchise it has
with the City of Scandia, has determined the feasibility and required line extensions. As a
reminder, Section 2, Subsections 7(a) and 7(e) of that Franchise control the system boundaries
and the required expansion of the cable plant. Both sections use the same standard, that is:
"... that Grantee shall not be required to extend Cable Service beyond its present
System boundaries unless there is a density equivalent of'six (6) dwelling units per one -
quarter cable mile, as measured from the closest lechnically,reasible Tap on the Cable
Syslen. "
GENERAL OVERALL STATEMENT: The following are the responses to your
individual requests. Please keep in mind for al l of these particular requests, none
of them are within the required distance (1,320 ft. or'/4 mile) from the closest
technically feasible tap. Because of the distance involved, new nodes (central hubs
from which the coaxial cable distributes the signals) would have to be constructed
with fiber connections run to the new node for each of these areas.
1) Natures Walk Development: Meadowbrook Ave N (south of TH 97 to
Mayberry Trail) including Meadowbrook Circle; Newberry Ave and
Newberry Circle - approximately 25 homes.
RESPONSE: There are 2 cul-de-sacs in the Newberry section of this request.
Newberry Ct. and Newberry Ave N. There are 10 homes and 2,219 ft.
Meadowbrook Park, Meadowbrook Circle and Meadowbrook Ave N from
Mayberry Trail to Scandia Trail. 13 homes and 2,550 ft.

These areas are not within 1,320 ft. (1/4 mile) of a technically feasible tap and
therefore are not required extension areas as per the Franchise.
Total Build Cost -- $93,233.77
There are a total of 23 homes and about 12 more empty lots in these areas.
4,769 ft. total to build.
2) Pomroy Ave N (north of 97)/20 houses, 220"' St (west of Pomroy Ave)/17
houses, Parrish Rd N/10 houses, 215"' St N/ 4 houses and Penfield Ave N
(nor(h of 215"' St)/8 houses - approximately 59 houses total
RESPONSE: Pomroy Ave to 220"' is 4,000 ft. There are 19 homes.
Parrish Rd N to 215°i is 1,307 ft. There are 4 homes.
Penfield Ave N to dead end is 997 ft. There 8 homes.
2151" from Parrish to dead end is 1,326 ft. There are 4 homes.
220"' St N from Ponuoy West to Olinda Trail N is 4,550 ft. There are 17
homes.
There are 52 homes and a total of 12,180 ft. These areas are not within the
1,320 ft. (1/4 mile) of a technically feasible tap and therefore are not required
extension areas as per the Franchise.
Total Build Cost -- $130,545.33
Regarding your conversation with John Adams about Wyldewood Acres Development
(Odell Avenue area), the area technically does not fall within the Franchise criteria. There are
only five homes within the '/A mite with the remaining homes within the second '/4 mile. That
said, Midcontinent is looking at building to that area during the 2015 construction time frame.
We will not be able to give you a definitive answer until after the budget is finalized in early
2015.
In addition to the above, Midcontinent is currently evaluating the new Minnesota
Broadband Grant Program and does intend to submit proposals for consideration. The exact areas
to be proposed are currently under evaluation.
