5.c Administrators reportSCANDIA Staff Report Date of Meeting: October 3, 2016 To: Parks & Recreation Committee From: Neil Soltis, Administrator Re: Parks update Lilleskogen β€”The City's Building Inspector is reviewing the building permit application for the Veterans memorial. Additionally, the Veterans Committee may need to apply for a watershed district permit since the area impacted could exceed 5,000 s.f. To date the Committee has not defined the area to be filled or provided a landscaping plan. Log House Landing β€” The St. Croix River Association has donated a bike rack for Log House Landing as a part of their Paddle and Pedal project. This will enable a solo paddler to use the river going point-to-point without the need for 2 vehicles. The National Park has delivered the sign to be put up at Log House Landing. That will be installed within the next week or so. 2017 Budget β€” The City Council will be discussing the 2017 Parks budget at the November Work session (11/2/16). The budget assumed a steady state that is adjusted for inflation and known inflationary changes. The one impact to the Parks budget is the time spent by the summer maintenance worker at the lighted ballfield and any materials for the field maintenance will be charged to the Parks Capital fund since that fund is where the advertising revenues from the signs are recognized. After the work session the Council will hold a public hearing on the budget at the December Work session (12/7/16) with final action on the budget at the Council meeting on 12/20/16. Parks long range plan β€” The City is currently seeking proposals for updating the 2030 Comprehensive Plan. The Plan update is the primary responsibility of the Planning Commission per State statutes. The PRC will be involved in the update with respect to parks and trails. The work will begin in 2017 with the timing of the PRC involvement depending on the process utilized by the selected consultant.
