Re: Ice Rink Reservation Policy
Background:
Mayor Simonson received a request on Tuesday, January 26, 2016, from Meister's Bar and Grill to
reserve 90 minutes of rink time on Saturday, February 6, 2016. The City has a policy there would be
no reservations of the ice rink on weekends and, in the past, the City has not granted exceptions to
the policy. The only reserved time has been for the Scanley Cup, which went before the Council for
a special event permit. Councilmembers Lee and Ness requested a special meeting be held on
February 1 to discuss the request. At that meeting, the City Council discussed the establishment of
the "no reservation on weekend" policy based on resident complaints about the lack of access, the
one-time nature of the request, the possible expansion of the tournament in the future, the
establishing a precedent that would allow for similar requests in the future, the benefits to the local
businesses, the impact on residents seeking to use the rink, charging for the event, the amount of
notice provided to the City, and the condition of the ice after the recent warm weather. Motion by
Lee, seconded by Schneider, to reserve the rink for the tournament game and to review the ice rink
reservation policy. Lee and Schneider accepted a friendly amendment by Ness to charge $50 plus
Zamboni time for the one-time event with the funds going to the Parks Committee.
A roll call vote was taken. Yes (Hegland, Lee, and Ness), No (Schneider and Simonson) 3-2 Motion
Carried.
Options:
1. Make changes to the Ice Rink Policy to allow reservations on weekends.
2. Do not make any changes to the Ice Rink Policy.
Recommendation:
There is a definite benefit to helping assist a local business that is organizing a free event that will
bring visitors to the community. The Committee will need to weigh the benefits of allowing the
public to use the rink over allowing special requests for reservation of the ice rink.

Operating Hours
Facility is open 4:00 p.m. to 9:00 p.m., Monday through Thursday; 4:00 p.m. to 10:00
p.m. Friday; Noon to 10:00 p.m. Saturday, and Noon to 9:00 p.m. Sunday, weather
permitting.
Reservation Policy
Hockey rink—the rink is available for reservations on Monday, Tuesday and Thursday
from 6:00 p.m. to 9:00 p.m. The rink may be reserved for weekly use, $200 per hour
plus sales tax, for the season. No refunds will be issued if weather conditions or other
factors outside the city's control prevent use for all or part of the season. Reservations
are limited to FLAA Hockey until December 1. Must be a resident to reserve rink.
Single -use reservations are accepted on weekdays at no charge.
Pleasure rink—no reservations accepted. Open pleasure skating at all times, no
hockey permitted.
General Rink Policies
1. Facility hours of operation are subject to change because of weather or other factors.
2. ALL HOCKEY PLAYERS SHALL WEAR HELMETS while on the ice.
3. SKATERS ONLY on the ice. No broomball unless it is scheduled.
4. SKATERS MUST CLEAR THE ICE WHEN THE ZAMBONI IS IN USE.
5. ATTENDANT ON DUTY IS IN CHARGE. Failure to comply with attendant's
requests will result in the expulsion of the offender(s) from the rink/warming house
for the day. Repeat offenders may be prohibited from the rink for the remainder of
the season.
6. No smoking or alcoholic beverages allowed. NO EXCEPTIONS.
7. Profanity, rowdiness, unsportsmanlike conduct is not tolerated. Failure to comply
will result in expulsion of the offender(s) from the rink/warming house for the day.
8. Destruction or defacing of ice rink property, inside or outside is prohibited.
Offenders will be prohibited from the rink/warming house for the remainder of the
season.
9. Food and snacks are not allowed on the rinks, but are allowed in the warming house.
