Chair Jinks called the meeting to order at 7:00 p.m.
PUBLIC FORUM
There were no comments.
APPROVAL OF AGENDA
Motion by Gorham, seconded by Zauner, to approve the agenda. The motion carried 5-0.
APPROVAL OF MINUTES
Motion by Feldmann, seconded by Hegland, to approve the August 1, 2016 minutes. The
motion carried 5-0.
REPORTS
Chair Report
Jinks shared he had nothing to report.
Vice Chair Report
Zauner had nothing to report. Gorham reported there were no registrations for the Taco Daze
dodge ball tournament. It was suggested the dodge ball tournament could be replaced by a
corn hole/bag toss tournament. Negus informed of the inventory of dodge ball champion t -
shirts.
City Administrator Report
Administrator Soltis provided a written report.
OLD BUSINESS
Volunteer Opportunities List
Negus compiled the information Jinks provided to her. Jinks asked Committee members to
review the tasks and consider volunteering to lead projects.
Review PRC Operating Calendar
Jinks reviewed the calendar with Committee members informing the main focus this time of year
is Vinterfest. There were no changes to the calendar to be noted.
NEW BUSINESS
Preliminary Vinterfest Planning
Roberts approached the Committee and informed the Scanley Cup will remain much the same
as last year, including fireworks. Roberts assumes Meister's will be providing food and
beverages during the event. Roberts had two requests:

1) A contingency plan in the event of unsafe ice conditions due to warm weather. Consider the
option to extend the tournament to Sunday for four to six hours, if necessary.
2) To be a part of the decision-making for ice preparation. Consider the option to close the rink
the Thursday prior to the weekend tournament.
The Committee supported both of the requests.
Motion by Jinks, seconded by Zauner, to recommend the Scanley Cup event for
Vinterfest 2017 as presented. The motion carried 5-0.
Zauner recommended the Committee initiate the Vinterfest button contest due to timelines.
Zauner suggested a $25 cash prize for first place. Jinks will contact Scandia Elementary to ask
for support of the contest for six graders.
Motion by Zauner, seconded by Hegland, to offer a $25 cash prize for first place of the
Vinterfest button contest, with second and third place receiving their contest entry
Vinterfest button. The motion carried 5-0.
Jinks agreed to work with Zauner to present the contest to Scandia Elementary six -graders if
the Committee gets support from the school.
Negus will contact the Pleasant Valley Cloggers to see if they are interested in returning to
perform during Vinterfest. Negus will contact Bolton & Menk to ask for continued support of the
snow sculpture contest by providing cash prizes and medals.
Jinks will contact Jeni O'Brien to ask for continued support for Vinterfest promotional materials.
Jinks agreed to contact Lisa Pothen, Scot Taylor, and Linda Marotske to inquire if they will be
organizing events for Vinterfest 2017.
Review Ice Rink Policy and Reservations
The Committee agreed there was no need to make changes to the policy. Committee members
suggested a new policy would reduce access to the rink.
Motion by Jinks, seconded by Hegland, to leave the Ice Rink Policy as is. The motion
carried 5-0.
Wind in the Pines -Friends of Scandia Parks and Trails
Schik approached the Committee to ask for approval to remove buckthorn at Wind in the Pines
this Sunday, October 9. The Friends of Scandia Parks and Trails would also like to mark the
trails. Schik proposed painting a 2" x 6" rectangle on trees, at eye level, placed approximately
every 150 feet using yellow, white, or blue paint. The maintenance would be limited to every
couple years. The volunteers would try to remove old signs if not embedded.
Motion by Jinks, seconded by Feldmann, to recommend the proposed maintenance at
Wind in the Pines. The motion carried 5-0.
Winter Recreation Programs
Negus reported the success of past winter skating programs and recommended the same one
day, six-week programs to begin the first week of January 2017. Negus met with Katy Herman,
instructor of the Learn to Skate programs for the past three years, who agreed to teach the

programs this coming winter. Hegland, with Feldmann as backup, offered to supervise the one
day, six-week Pleasure Skating program on Thursdays.
Review Master Parks Plan
Jinks recommended Committee members review the plan to provide input during the review of
the Comprehensive Plan. Jinks suggested the Committee make its recommendations in March
and/or April 2017.

The proposed agenda for the November 7, 2016 meeting:

Motion by Zauner, seconded by Feldmann, to adjourn the meeting. The motion carried
5-0.
