7.a 1 Staff Report-Winter Skating Programs and Flyer� c i SCANDIA Staff Report Date of Meeting: October 18, 2016 To: City Council From: Judi Negus, Office Assistant Re: Winter Skating Programs and Flyer Background: Last year, we offered three skating programs: Pleasure Skating (K -6th grade) There were 20 students registered for this program at a rate of $25 for the six-week class. As in past years, Parks and Recreation Committee member Matt Rasmussen volunteered to supervise the class. This coming winter, Dustin Hegland volunteered to run the Pleasure Skating program and Jodi Feldmann volunteered to be a backup. Learn to Skate (for beginner and advanced skaters) There were 30 students registered for these programs at a rate of $59 for the six-week class with 80 percent of the registration fees going to the instructor, Kathryn (Katy) Herman. Katy Herman was a contracted instructor for the Learn to Skate programs. At the October 3, 2016 meeting of the Parks and Recreation Committee members recommended offering the Pleasure Skating program and Learn to Skate programs this coming winter season. Issue: Should the City Council approve the winter programs and the distribution of the Scandia Parks and Recreation Skating Programs flyer for the 2017 season? Proposal Details: Hegland and Feldmann have agreed to volunteer their time to run the Pleasure Skating program. Staff is proposing the same registration fee as last year. The Pleasure Skating program would run the same time as last year's program, from 3:45 p.m. to 5:00 p.m., one day a week (Thursday) for six weeks beginning Thursday, January 5, 2017, at a cost of $25. Staff met with Herman, the Skating Director of Cutting Edge Skating Association (CESA) in Forest Lake and experienced coach, who taught the Learn to Skate program for the past three years. Herman is interested in teaching the class again this coming winter. Herman is proposing the same registration fee as the last three years. The Learn to Skate program would run the same time as last year's program, from 3:45 p.m. to 5:00 p.m., one day a week (Wednesday) for six weeks beginning Wednesday, January 4, 2017, at a cost of $59. If possible, cancellations due to inclement weather or poor ice conditions could be rescheduled. Options: 1. Approve the recommended skating programs and the skating programs flyer. 2. Amend and then approve the skating programs flyer. 3. Do not approve the skating programs or the skating programs flyer. Recommendation: Option 1. SCANDIA PARKS AND RECREATION SKATING PROGRAMS Learn to Skate Program: Beginner and ° Advanced The six-week Learn to Skate program will be taught by a trained coach and director of the Cutting Edge Skating Association. The Learn to Skate program is structured to teach recreational skating to children of different abilities. The Learn to Skate program for beginners is directed at children who have little or infrequent skating experience, but can stand on their own. The beginner skaters will learn techniques for falling safely, forward march and forward skate, 2 foot and 1 foot glides, forward swizzles, backward wiggle, backward swizzles and 2 foot snowplow stop. The Learn to Skate program for the more advanced skaters would work on backward stroking, back crossovers, t -stops and/or hockey stops, and mohawks. There will be a bus available for kids to take from Scandia Elementary to the Community Center. Helmets are recommended. Register by December 23. Be sure to indicate whether you are registering for the beginner or the advanced program. Min/Max Enrollment 5/15 for each class Location: Wojtowicz Skating Rink at Scandia Community Center Time: 3:45 p.m. - 5:00 p.m. Students must be picked up no later than 5:15 p.m. to avoid a penalty fee of $10 every half hour beyond 5:15 p.m. Day: Wednesdays from January 4 - February 8 Cost: $59 ($65 after December 23) Pleasure Skating: K -6 t" Grade 4 Have fun, enjoy the fresh air and get some exercise on Scandia's big rink. �N Parks and Recreation Committee member Dustin Hegland will be available to provide supervision and guidance. Enrollment is limited and pre- registration for all activities is required. If a program fills, a limited wait -list may be available. Refunds will be issued if the program is cancelled; you will be notified at least 3 business days prior to the class if there is a cancellation. Refunds will not be issued for non-attendance unless your cancellation is received at least one week prior to the start of the class. Assume all classes will run as scheduled. If you wish to utilize this service you will need to have a signed bus change form to ride bus #68 on file in the Scandia Elementary office. Please request one from the office by calling 651-982-3300. Only students with a signed form on file will be transported on a Forest Lake School Bus to the rink. Students will need their own transportation after the program.
