7.a 1b Staff Report-Seasonal Ice Rink StaffingSCANDIA Staff RepoVt Date of Meeting: October 18, 2016 To: City Council From: Judi Negus, Office Assistant Re: Seasonal Ice Rink Staffing Background: Last year the warming house was staffed by four seasonal Ice Rink Attendants, supervised by a Skating Supervisor. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible for flooding the rink and maintaining the ice during the season. Staffing should be completed by December 1; tentative opening date for the rink will be in mid-December. Issue: What should the hiring process be for seasonal ice rink staffing for the 2016-2017 season? Proposal Details: Staff is requesting the Council authorize the advertising for applications for Ice Rink Attendants at a rate of $9.50 per hour. This rate is the new minimum wage and is competitive with other employers. Staff has contacted previous attendants and it appears one is interested in returning so at least three new staff may be needed to be hired and trained. (Staff is waiting to hear back from three of the attendants.) The Council is also requested to delegate the interview process to staff. Interviews would be conducted by the Office Assistant and Skating Supervisor with recommendations for hiring coming back to the Council at a future meeting. John Beattie has agreed to return as Skating Supervisor. Staff is requesting Beattie be approved as the Skating Supervisor at the current pay rate of $11.32 per hour. Gunny Stolts has agreed to return as an Ice Rink Attendant. Staff is requesting Stolts be approved as an Ice Rink Attendant at $9.50 per hour; the new minimum wage. Last year, the minimum wage was $9 per hour. Benjamin Johnson has agreed to return as Ice Rink Maintenance Worker. Staff is requesting Johnson be approved as the Ice Rink Maintenance Worker at a rate of $10.50 per hour. Last year, Johnson's rate of pay was $10.25 per hour. Consistent with past practice, returning staff are compensated with an increase in pay for their experience. Fiscal Impact: For Ice Rink Attendants, the 2016 starting pay is recommended to be $9.50 per hour; the new minimum wage. The Skating Supervisor's pay is recommended to be the same as last season at $11.32 per hour. The Ice Rink Maintenance Worker's pay is recommended to be $10.50 per hour. Options: 1) Authorize staff to advertise for Ice Rink Attendants at pay ranges proposed and complete the interview process. Approve hiring John Beattie as Skating Supervisor at $11.32 per hour. Approve hiring Gunny Stolts as an Ice Rink Attendant at $9.50 per hour. Approve hiring Benjamin Johnson as Ice Rink Maintenance Worker at $10.50 per hour. 2) Approve some but not all of the items listed above. Recommendation: Option 1
