Action Requested: Approve the position description and job announcement for the
recruitment of a City Administrator.
Deadline/ Timeline: The next major steps after the job announcement is posted will be:
• Recruitment and candidate outreach—May 17–June 13
• Applicant screening by Springsted—June 13 –July 6
• Report to City Council—July 13
Background: • At the April 17 meeting the Council approved an agreement with
Springsted, Inc. to assist with the search for a new City
Administrator.
• The Council held a work session with consultant Sharon Klumpp
on May 8 to discuss desired qualifications and expectations for the
City Administrator, to review the current job description and other
information needed to prepare a job announcement.
• Ms. Klumpp has prepared a updated job announcement based on
that discussion, and a position d3escription reflecting May 2012 as
the date of last review.
Recommendation: I recommend that the Council make any desired changes to the job
announcement for the position of City Administrator and approve it
for posting.

Thank you for taking the time to meet with me on Tuesday evening and share your ideas about the qualities you are
looking for in the next City Administrator.
The updated job announcement is attached for your review. We have also updated the position description so it
reflects the City of Scandia and May 2012 as the date of last review.
The City Council's consideration and approval of these documents is needed to begin the recruitment process. As
you know, I will not be in attendance at the May 15 City Council meeting. In the event there are changes to the
attached materials, I have asked Anne Hurlburt to communicate those revisions to me and to my administrative
assistant so we can make the changes and proceed with the recruitment.

City Administrator Announcement
The City of Scandia, Minnesota (pop. 3,936), located in northeastern Washington County at the edge of
the Minneapolis-St, Paul metropolitan area, is accepting applications for the position of City
Administrator. The current City Administrator is retiring in October. Starting salary is from $70,000 to
$85,000 depending upon qualifications. The successful candidate will help Scandia retain its "rura]
residential feel" and assume operation and management responsibilities for a budget of$2.5 million and
6.0 FTEs, including supervision of public works and administrative staff. Position reyuires a Bachelor's
degree in public administration or a related field and at least 3 years of previous local government
administration. Equivalent education and experience will be considered. Qualified candidates must have
excellent communication, interpersonal and customer service skills and demonstrate the ability to work
effectively with the City Council, staff and the public. A working knowledge of planning and zoning
administration, human resource management, local government finance and public works is required.
