Request for city partipation in sanitary system improvementsRECEIVED SEF' 2 6 2016 CITY OF SCANDIA DATE: September 26, 2016 Mr. Neil Soltis City Administrator City Of Scandia 14727 209th Street North Scandia MN 55073 RE: Septic System —18773 Layton Ave N, Marine MN 55047 Request for City Financial Participation Dear Mr. Soltis I am writing to request the City's financial assistance for 50% of the cost of the construction of a new sanitary sewer system (tank, pump, service line, electrical service & control system) which was installed during the fall of 2015 as a part of a new house construction at the referenced address. During the last 6 months of 2014 and the spring of 2015,1 met several times with then City Administrator, Kristina Handt and Public Works Director, Tim Kieffer. During those meetings, we discussed the site plan, home design and the need to reconnect the 401 sanitary sewer system originally installed on the site in the mid 1980s. At that time we also discussed but had no specific agreement on the City's cost participation in the sanitary sewer system construction. It was however mutually agreed that the current system was reaching its useful life and should be replaced versus being relocated and reinstalled. This replacement would reduce the City's short term maintenance cost of the system and its long term capital cost for its ultimate replacement. I received City Council approval of the site plan on August 19, 2014. At that time there was not a request for or action taken by the City Council regarding the sewer system replacement cost participation. The staff at that time indicated they would consider the participation once the system was installed, the system accepted by Washington County and the Public Works Department and the actual replacement cost was known. The construction on the site began in early June 2015 with the sewer system actually going into operation early January 2016. During the construction, I salvaged the pump, wet well cover and the control panel which was picked up by City Staff for possible use for spare parts at other locations having similar equipment. I had the City Staff (David Williams and/or Jeff Anderson) and other members inspect the system several times during and after construction to ensure it was constructed in a way satisfactory for future operation and maintenance activities by the City staff. Please confirm it with them. However, it is my understanding they are satisfied with it. The landscaping still needs to be completed by me around the new tanks. I am not requesting City participation in the cost of the landscaping. I now have information regarding the system which was installed and the cost from the general contractor and sub contractor. For your review I am providing the following information: Pre 2014 Site plan showing the original sanitary sewer location. Approved Site Plan showing the location of the new sewer system. Sanitary sewer As Built Report submitted to Washington County. Certificate of Compliance issued by Washington County. November 1, 2015 paid invoice from JACON LLC for the removal of the old sanitary sewer system, materials and installation of the new system. I am requesting the City participate in 50% the cost of the new sanitary sewer system ($6,300). 1 am offering to accept responsibility for the remaining 50 %( $6,300). My request is based upon the following: The system was approximately 30 years old. Thus the tanks, pumps and control systems were reaching their normal life expectancy. They now have been replaced with new tanks, mechanical, electrical and control equipment. Had the tanks, mechanical equipment, electrical or alarm system failed, 100% of the cost would have been funded by the City's Sanitary Sewer Fund for the Bliss Addition. My proposal reduces this expenditure by 50%. The new sanitary sewer system will require less day to day City staff time to maintain and repair then does a system reaching its life expectancy. This will save the City staff time, vehicle and equipment resources and fewer replacement parts. Thus incurring fewer expenses chargeable to the Sanitary Sewer Fund. In addition to the financial participation in the capital cost to install the new sewer system, I am requesting the City install manhole covers (3), similar to others in the neighborhood which have been recently retrofitted by the City. This will make them uniform with others and make servicing the system more consistant. I am requesting review of this information by you so we may meet and discuss the potential City cost participation and installation of new manhole covers. Not knowing the exact City financial procedures, I recognize such participation may have to have some type of City Council authorization.
